INTRODUCTION
The original proposed communications protocol was developed by a sub-group of the Dublin Social Housing Task force consisting of representatives of the four Dublin Local Authorities, the Irish Council for Social Housing and Approved Housing Bodies. It was agreed that the protocol would be recommended as a national communication protocol adopted by all local authorities.
This is the protocol adopted by Waterford City & County Council to ensure an effective delivery management procedure for the delivery of housing.
The purpose of this protocol is also to provide a transparent, fair and administratively streamlined process through which Waterford City & County Council will engage with Approved Housing Bodies.
Waterford City & County Council will carry out an Expression of Interest procedure for AHBs who are interested in developing social housing in the authority’s area to form a panel of AHBs. The four main areas of delivery are:
Schemes involving partnering of AHBs and private developers
Schemes on Local Authority/State owned sites
Part V Schemes
Schemes on AHB owned (or acquired) lands
Delivery areas are sub-divided according to development scale i.e. Single Units, <5 units; 6- 20 units; 21-35 units and 35 + units.
AHBs who are interested in developing schemes will respond to an Expression of Interest to develop and Waterford City & County Council will form panels where appropriate. The EOI requires specific information from the AHB on its financial, management, development capacity, location of interest, provision for specific needs groups, past performance and the quantity of units which it is interested in developing. In order to prioritise development and opportunity, applicants must respond by the closing date for the call for Expressions of Interest to be included in the initial panel, however subsequent applications will be considered and once formed, panels will be kept under review.
Waterford City & County Council will select a partner AHB for a specific scheme proposal from the appropriate panel.
This document contains an indicative process flowchart that outlines the protocol and also individual indicative flow charts that outline the various stages in project delivery for different opportunities and sources.
The protocol and flowcharts are indicative to provide a minimum standard and should not to be taken as exhaustive. The flowcharts and processes may evolve with time in order to further streamline the delivery process.
Current projects may be considered exempt from the protocol where an AHB is already active on a proposed site or specific deliverables have been agreed with Waterford City & County council at the date of EOI advertisement. Confirmation will issue in individual cases.
