The Radiology Department is an integral part of the management of patients in the hospital and community setting providing high quality diagnostic imaging services in a safe and efficient manner. It provides a 24 hour, seven day a week service.The department has a Siemens 6 slice CT scanner, Hitachi Preirus Ultrasound, one DR general/fluoroscopy room and 1 general CR exam room, Agfa RIS/PACS.

Reporting The post holder will report to the Radiography Service Manager, or designated officer. Relationship Purpose of the Post  To deliver a quality patient focused radiography service in a caring manner.

1  To assist in leading the professional organisation and management of the general radiology service  To take the lead in maintaining standards of radiation safety within the service. Principal Duties and Responsibilities Clinical / Professional

The Senior Radiographer(Radiation Safety Officer) will:

 Carry out his / her duties under the supervision of the Radiography Service Manager or his / her designate, from time to time.  Participate in the provision of radiography services in a professional manner, thereby upholding the reputation of the department and the hospital.  Work as part of a multi-disciplinary team in the provision of an integrated patient- centred service.  Participate in the 8 to 8 and on-call service.  Adhere to all departmental imaging protocols; be responsible for the correct identification of patient images.  Adhere to professional guidelines as determined by the Irish Institute of Radiographers and Radiation Therapists.  Contribute to the development and implementation of agreed policies, procedures and safe professional practice.  Monitor and adhere to relevant legislation, regulations and standards relevant to the use of ionising radiation.  Ensure that appropriate radiation protection is used and that the radiation dose is kept to a minimum consistent with the As Low As Reasonably Achievable (ALARA) principle.  Take part in the routine inspection of equipment and quality assurance procedures.  Be responsible for the cleaning and care of all imaging equipment.  Be responsible for the safe use of all imaging equipment and adhering to instructions on its use; and ensure other staff comply with same.  Be responsible for the logging and reporting of all equipment faults to the Radiography Service Manager or his / her designate.  Attend at such other health institutions administered by the HSE, as may be designated from time to time.  Demonstrate flexibility in response to service needs.  Lead and assist in audit and quality assurance programmes; participate in the implementation of findings.  Be accountable – taking responsibility for his / her actions, seeking advice / a second opinion, as required.  Maximise the use of new technology including the Radiology Information System and PACS.  Ensure the correct completion of records and reports.  Respect and maintain the privacy, dignity and confidentiality of the service user and in relation to all hospital activities as per statutory requirements.  Relate to and communicate with all other staff in a courteous and helpful manner at all times ensuring that the Dignity at Work Policy is understood and promoted within the department.

2 Specific Responsibilities  Your specific responsibility for Radiation Safety will be clarified to you in the induction process and by your line manager. You will be provided with the necessary education, training and support to enable you to meet this responsibility.  Undertake primary responsibility on a day-to-day basis for the implementation and supervision of Radiation Protection/Safety within the Diagnostic Imaging Department.  Develop, implement and maintain a Quality Assurance (QA) Programme for the X-ray Department.  Hold a key role on the Institution/Authority/Board Radiation Safety Committee.  Participate in clinical audits, as relevant to the post.  Conduct and record performance tests after routine service and /or major maintenance of X-ray equipment.  Advise on selection, purchase, replacement or upgrading of appropriate QA equipment.  Promote the ALARA principle.  Ensure that accurate records/logs are maintained regarding: o Personnel dose monitoring, TLD’s o QA on all X-ray equipment and Dose Area Product (DAP) meters. o Testing of all personal protective equipment (e.g. lead aprons, thyroid shields). o Equipment maintenance.  Acquire knowledge of Regulations /EU Directives /Statutory Instruments regarding Medical Ionising Radiation Protection.  Maintain and update department radiation manual, as required.  Contribute to the development and implementation of operational policies, protocols and guidelines to ensure all legislative requirements regarding radiation safety are met and adhered to.  Assist in the development of risk management and health and safety strategies in association with appropriate personnel.  Develop and maintain a training and education function in radiation safety as may be required in relation to all relevant staff.  Ensure that all hospital policies and relevant legislation on radiation safety is understood and complied with by staff.  Liaise with the Radiography Service Manager (or designate) on the training and awareness of staff with regard to new legislation.  Support the Radiography Service Manager (or designate), in the leadership of a skilled QA team within the X-ray Department in order to create and promote a safe healthy working environment.  Facilitate regular QA team meetings  Actively participate in continuing education and research activities consistent with the position.  Record and review local dose reference levels.  Be responsible for the cleaning and proper care and storage of all safety equipment including personal protective equipment (e.g. lead aprons, thyroid

3 shields).  Identify defects in QA equipment and ensure that required recalibration of equipment is organised, as required.  Maintain up to date knowledge of developments and requirements regarding radiation safety.

Education & Training

The Senior Radiographer (Radiation Safety Officer) will:

 Participate in mandatory training programmes.  Participate in continuing professional development including in-service training, attending and presenting at conferences / courses relevant to practice, promoting and contributing to research etc. as agreed with the Radiography Service Manager or designated officer.  Engage in department profession development plan with his / her line manager.  Provide peer support, when necessary.  Actively participate in induction / teaching / training / supervision of radiographers and other staff within the department.  Identify teaching / learning / audit / opportunities within the department for themselves / others.

Health & Safety

The Senior Radiographer (Radiation Safety Officer) will:

 Work in a safe manner with due care and attention to the safety of self and others.  Implement agreed policies, procedures and safe professional practice by adhering to relevant legislation, regulations and standards.  Contribute to risk assessment and oversee the implementation of the department’s safety statement; identify risks and take appropriate action.  Document appropriately and report any near misses, hazards and accidents and bring them to the attention of the relevant person(s).  Be responsible for keeping their work area and the department in general, clean, tidy and safe.  Promote and maintain a safe environment for staff, patients, clients etc.  Have a working knowledge of the Health Information and Quality Authority (HIQA) Standards as they apply to the role for example, Standards for Healthcare, National Standards for the Prevention and Control of Healthcare Associated Infections, Hygiene Standards etc and comply with associated HSE protocols for implementing and maintaining these standards as appropriate to the role.

Administrative

The Senior Radiographer (Radiation Safety Officer) will:

 Lead in the establishment and maintenance of standards for quality improvement and

4 ensure adherence to existing standards and policies.  Assist in the organisation, maintenance and / or ordering of equipment and materials, as required.  Contribute to the planning and development of the service and participate in service improvements.  Represent the department at meetings and conferences, as required.  Engage in IT developments as they apply to service user and service administration.  Keep up to date with developments within the organisation and the Irish Health Service. Eligibility Criteria Candidates must have at the latest date of application: - 1. Professional Qualifications, Experience, etc Qualifications and/ or experience Category A:

(i) Individuals who qualified before the 31st October 2013 and have not engaged in the practice of the profession in the Republic of Ireland,

or

(ii) Individuals who qualified before the 31st October 2013 and have been engaged in the practice of the profession for less than 2 years fulltime (or an aggregate of 2 years fulltime), in the Republic of Ireland between 31st October 2008 and 30th October 2013 must:

a) Hold a qualification approved by the Radiographers Registration Board at CORU:

(i) The Bachelor of Science (Hons) (Radiography) from the National University of Ireland. or

(ii) Hold the Bachelor of Science (Radiography) from the National University of Ireland.

or (iii) Hold the Diploma of the College of Radiographers, London.

or

b) Hold a comparable qualification approved by the Radiographers Registration Board at CORU.

or

c) Hold a qualification previously recognised by the Department of Health1.

or

d) Submit proof to the HSE of their application for recognition of their qualifications

5 from the Radiographers Registration Board by the date specified by the HSE. and e) Have 3 years post qualification experience

and f) Submit proof to the HSE of their application for registration in Radiographers Division of the Radiographers Register maintained by the Radiographers Registration Board at CORU before a contract of employment can be offered and g) Have the requisite knowledge and ability (including a high standard of suitability and professional ability) for the proper discharge of the duties of the office.

Category B:

Individuals who qualified before the 30th October 2013 and have been engaged in the practice of the profession in the Republic of Ireland for a minimum of 2 years fulltime (or an aggregate of 2 years fulltime), between 31st October 2008 and 30th October 2013 must:

a) Hold a qualification recognised by the Radiographers Registration Board at CORU:

(i) The Bachelor of Science (Radiography) from the National University of Ireland.

or

(ii) The Diploma of the College of Radiographers, London.

or

b) Hold a comparable qualification previously recognised by the Department of Health1.

and

c) Have 3 years post qualification experience

and

d) Have the requisite knowledge and ability (including a high standard of suitability and professional ability) for the proper discharge of the duties of the office.

2. Registration on the Radiographers Register

Category A Appointees who subsequently fail to achieve the necessary registration in Radiographers Division of the Radiographers Register maintained by the Radiographers Registration Board at CORU will not be able to continue in the role of a Radiographer beyond the 30th October 2015.

Category B Appointees must have applied for registration with CORU by the 30th October 2015.

3. Annual registration

6 On appointment, practitioners must maintain live annual registration on the relevant division of the Radiographers Register maintained by the Radiographers Registration Board at CORU.

4. Age Age restriction shall only apply to a candidate where s/he is not classified as a new entrant (within the meaning of the Public Service Superannuation (Miscellaneous Provisions) Act, 2004). A candidate who is not classified as a new entrant must be under 65 years of age on the first day of the month in which the latest date for receiving completed application forms for the office occurs.

Health A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

Character Each candidate for and any person holding the office must be of good character.

8 Title of Post INSERT Terms and Conditions of Employment

Tenure The current vacancies available are permanent and whole time.

The post is pensionable. A panel may be created from which permanent and specified purpose vacancies of full or part time duration may be filled. The tenure of these posts will be indicated at “expression of interest” stage.

Appointment as an employee of the Health Service Executive is governed by the Health Act 2004 and the Public Service Management (Recruitment and Appointment) Act 2004.

Remuneration The salary scale for the post (as at 01/01/10) is:

€44,068 – €45,782 – €47,567 – €49,379 – €51,215

Working Week The standard working week applying to the post is to be confirmed at Job Offer stage.

HSE Circular 003-2009 “Matching Working Patterns to Service Needs (Extended Working Day / Week Arrangements); Framework for Implementation of Clause 30.4 of Towards 2016” applies. Under the terms of this circular, all new entrants and staff appointed to promotional posts from Dec 16th 2008 will be required to work agreed roster / on call arrangements as advised by their line manager. Contracted hours of work are liable to change between the hours of 8am-8pm over seven days to meet the requirements for extended day services in accordance with the terms of the Framework Agreement (Implementation of Clause 30.4 of Towards 2016). Annual Leave The annual leave associated with the post is to be confirmed at job offer stage.

Superannuation This is a pensionable position with the HSE. The successful candidate will upon appointment become a member of the appropriate pension scheme. Pension scheme membership will be notified within the contract of employment. Members of pre-existing pension schemes who transferred to the HSE on the 01st January 2005 pursuant to Section 60 of the Health Act 2004 are entitled to superannuation benefit terms under the HSE Scheme which are no less favourable to those which they were entitled to at 31st December 2004 Probation Every appointment of a person who is not already a permanent officer of the Health Service Executive or of a Local Authority shall be subject to a probationary period of 12 months as stipulated in the Department of Health Circular No.10/71.
