Requesting WEQ Standards Review Subcommittee Recommendations for NERC 2018 - 2020, Draft Reliability Standards Development Plan
NERC has posted its draft recommendation for its 2018 - 2020 Reliability Standards Development Plan. After reviewing the draft document there may be several standards that could possibly impact NAESB WEQ Standards. I have the following draft recommendation for the SRS Subcommittee to consider as input for NAESB comments
.
NERC High Priority:
1. TPL - 007-2: Geomagnetic Disturbance Mitigation (Project 2013-3):
a. Recommendation - No Action
2. Modification to CIP Standards (Project 2016-02)- Estimated to be completed by May 1, 2018:
a. Recommend WEQ Cybersecurity Subcommittee (CSS) for follow-up.
NERC Medium Priority:
1. FAC-010, FAC-011, and FAC-014 (Project 2015-09): Establish and Communicate System Operating Limits. Estimated to be completed by April 1, 2018
a. Recommendation - No Action - Reliability Methodology
2. TPL-001: Single Points of Failure (Project 2015 -10). Estimated to be completed by April 1, 2018. Planning in accordance with MOD-010 and MOD-012.
a. Recommendation - Follow due to WEQ-023 Modeling Standard (Not yet FERC Approved as NAESB V3.1) 3. PRC-025-1 (Project 2016-04): Generator Relay Loadability; Estimated to be completed by April 1, 2018.
a. Recommendation - No Action
NERC Low Priority:
1. PER-001, PER-003, AND PER-004 (Project 2016-EPR-01): Personnel Performance, Training, and Qualifications Standards. Estimated to be completed by April 1, 2018. a. Recommendation - No Action
2. FAC-008 - Facility Rating (Project 2017-03): Periodic Review
a. Recommendation: TBD
3. INT-004, INT-006, INT-009, and INT-010 (Project 2017-04): Periodic Review of Interchange Scheduling and Coordination Standards. Estimated to be completed by August 1, 2018.
a. Recommendation: Place on Annual Plan item for WEQ CISS or SRS to monitor for impact to WEQ-004 and coordination with NERC may be required, with possible joint development.
4. NUC-001-3 - (Project 2017-05) Periodic Review of Nuclear Plant Interface Coordination
a. Recommendation: No Action
NERC Standard Review Team stated it would commence at least two Periodic Reviews in 2018 out of a possible 31 standards. Several of the standards may have some impact on the following NAESB WEQ Standards; below is sample of what standards NERC may review:
BAL-005-02b: WEQ-005- Area Control Error (ACE) Equation Special Cases
BAL-006-2: WEQ-007 - Inadvertent Interchange Payback
IRO-006-5: WEQ-008 - Transmission Loading Relief (TLR) - Eastern Interconnection and NAESB WEQ Electronic Tagging - Functional Specification
Complete NERC MOD Standards: WEQ-23 - Modeling, WEQ-004 Coordinated Interchange (CBM)
