The Board of Supervisors met at 9:00 o’clock A.M. with Steve Ulmer, Chairman, presiding. All members were present.

Minutes of the previous meeting were read and approved.

The Board accepted the notification of retirement from John Hansen, Maintenance Employee I for the Secondary Road

Department, effective July 20, 2012.

The Board approved a change in status for Jodi Head to Office Manager for the Conservation Department, effective

June 22, 2012, to a rate of $13.43 per hour with full time benefits.

The Board approved the following changes in status for Home Health Department employees effective June 22, 2012:

Maria Saldana to an On Call Interpreter at a rate of $11.24 per hour with no benefits, Nancy Castillo to an On Call Interpreter at a rate of $12.43 per hour with no benefits, Tami McCollough to an On Call Dental Assistant at a rate of $14.71 per hour with no benefits and Ruth Parker to a full-time Home Care Aide at a rate of $11.68 per hour with full-time benefits.

The Board accepted the notification of the termination of Beverly Fredericks, On Call Help in the Recorder’s Office, effective June 15, 2012.

A motion was made by Blum and seconded by Segebart to approve the renewal of the agreement with the West Iowa

Community Mental Health Center for 2012 – 2013 to furnish mental health services to the residents of Crawford County on an outpatient and need basis; County shall pay the annual sum of $150,000.00 in quarterly installments. Motion carried unanimously.

A motion was made by Segebart and seconded by Blum to approve the amended rates for WESCO Industries for fiscal year 2012-2013, effective July 1, 2012. Motion carried unanimously.

A motion was made by Skoog and seconded by Buller to reappoint LaVerne Milow to the Veteran’s Affairs

Commission for a three year term commencing July 1, 2012 and ending June 30, 2015. Motion carried unanimously. Louise

Galbriath, Veteran’s Administrator, presented the annual report for 2011 to the Board.

Jeri Vogt, County Treasurer, met with the Board to discuss assigning old county-held tax certificates to interested parties. The Treasurer will revisit the Board with an outline of a process for handling such.

Jan Henningsen, member of the Crawford County Fair Board, updated the Board and presented a letter requesting their

2012-2013 allocation.

Permission was granted for the following utility permits:

Permit #2012-12 - Westside Independent Telephone Company of Breda, IA - to install a fiber optic cable along County Road

M64 commencing at the intersection of North Main in the City of Westside and extending north along the west ROW of County road

M64 for a distance of 4.5 miles in Sections 1, 12, 13 & 24 of Westside Township and Sections 25 & 36 of Jackson Township.

Permit #2012-13 - Windstream Communications, Inc. of Emmetsburg, IA - to install a fiber optic telephone cable across

380th, 390th & 400th St. south of Hwy 141 in Section 22, 23 & 24 of Iowa Township.

A motion was made by Segebart and seconded by Blum to adopt the following salary resolution for FY 2012-2013: RESOLUTION #2012-31

In compliance with the recommendations of the Crawford County Compensation Board and per Union Agreements which serves as authorization for the County Auditor to issue payroll warrants prior to audit by the Board of Supervisors, we hereby approve the following bi-weekly salaries for the fiscal year 2012-2013 effective June 22, 2012:

A motion was made by Skoog and seconded by Buller to approve the Sheriff’s Department Contract between Crawford

County and General Drivers & Helpers (Teamster’s) Local Union No. 554 for a three year period commencing July 1, 2012 and ending June 30, 2015. Motion carried unanimously. During Citizen Input, Duane Zenk, County Assessor, informed the Board of the State transferring the Special Appraisal

Fund into the Assessor’s Fund commencing July 1, 2012. Also, he updated the Board on AT&T’s interest in being added to the communications tower.

Agendas for the next meeting are posted and available at the Courthouse on Friday at 4:30 o’clock P.M. preceding the next meeting.
