(hereinafter referred to as “Tendering Agent”) hereby invites sealed competitive bids from eligible Bidders (hereinafter referred to as “Bidders”) for the supply of the following goods and services by international competitive bidding under the Project of Electric Power Operation Helicopter. The bid of supply and technical services includes 2 Lots as follows:

3．A complete set of bidding documents in electronic version can be purchased by interested bidders online. No bidding documents in hard copy will be sold, bidders shall refer to bidding documents downloaded online with the electronic stamp of the Tendering Agent as the exclusive standard document. Members of State Grid Bidding Web can log on the website: https://bosp.stategrid.com.cn/ by using electronic key (initial password: 1234) to fill up the order and pay via online banking. Non-members can purchase bidding documents via fax. After the purchasing procedure completed, please check your SMS in order to receive the download notice. Bidders who do not purchase the bidding documents are not allowed to participate in the bidding.

The bidding documents can be purchased from 9:00 to 11:00 am and 2:00 to 5:00 pm (Beijing Time) starting from September 30, 2016 to October 12, 2016 (except weekends and holidays), and upon a non-refundable payment of RMB 350 for Lot 1 and RMB 300 for Lot 2.

4．For each lot, Bids must be accompanied by a bid security, which must be submitted with tender documents before the bid submission deadline as described in Bid Data Sheet. 5．Bids must be delivered to the following address before 9:30 am (Beijing Time) on October 24, 2016 Bids submitted later than this time will not be accepted. Bids will be open in the presence of the Bidders’ representatives who choose to attend at the address below at 9:30 am (Beijing Time) on the same day. The goods bidder provided must obtain the Validation of Type Certificate (VTC) issued by Civil Aviation Administration of China (CAAC). 3. The goods bidder provided shall possess electric power transmission line operation experience on altitude of 5000 meters or above. Lot 2 International electric power operation 1. Should the goods or services are Bidding for helicopter for live-line not manufactured or possessed by the Electric maintenance Bidder, the Bidder must obtain an Power official letter of authorization Operation dedicate to this international bidding Helicopter from the manufacturer. 2. The goods bidder provided must obtain the Validation of Type Certificate (VTC) issued by Civil Aviation Administration of China (CAAC). 3. The Bidder shall possess equipotential operation test report & certificate or electrical power operation experience on 1000kV or ±800kV transmission line. Enclosure 2
