SCOPE OF SERVICES – SPATIAL SERVICES

This is the scope of services for the provision of Spatial Services under the Defence Infrastructure Panel. Please note that you do not have to engage the Panel consultant to undertake the full scope of services rather this is a pick and choose menu where you are able to select all or certain parts of the scope for the consultants to deliver.

Once you have identified the items to be delivered from this Scope of Services this should be inserted in to Part 2 of the Request for Proposal in the area titled Scope of Services. Services that are not included in this scope cannot be sourced under this Panel discipline.

1. Services

1.1 The Commonwealth requires a number of spatial products in order to achieve its regulatory obligations and provide sound advice to stakeholders.

1.2 The Consultant must be able to provide the following specific Services, as and when directed by the Commonwealth, and in accordance with the timeframes outlined by the Commonwealth's Representative:

(a) Obstacle Limitation Surface Maps - Defence Obstacle Limitations Surface (OLS)

(i) The Consultant must produce Obstacle Limitation Surfaces (OLS) mapping to Civil Aviation Safety Authority Manual of Standards (CASA MOS) 139 and Commonwealth Requirements.

(ii) The Consultant must include on the OLS mapping of the Building Restricted Areas for Communications, Navigation and Surveillance (CNS) facilities in accordance with Commonwealth and Airservices Australia (ASA) standards.

(iii) The Consultant must provide expert and (if required by the Commonwealth) appropriately qualified advice, including the employment of (or ability to acquire) qualified surveyors, town planners, engineers, spatial analysts, valuers and other suitably qualified expertise as required by the Project.

(b) Defence (Areas Control) Regulations 1989 (DACR) maps:

(i) The Consultant must produce a Defence (Areas Control) Regulation (DACR) map and associated support materials and services by undertaking the following activities:

A. Produce a “Structure Height Zone” map that simplifies the OLS into five discrete above ground level height zones (0m, 7.5m, 15m, 45m and 90m) taking in account topography.

B. Produce a DACR map and schedules consistent with Commonwealth requirements and the published Regulation to enable tabling of a new DACR amendment.

C. The Consultant is to organise, facilitate and conduct land valuation and co-ordinately legal consultation as the Project requires. Department of Defence - Tender Documents - Defence Infrastructure Panel 2017-2022

D. The Consultant is to organise, facilitate and conduct stakeholder engagement meetings and community consultation as the Project requires.

(ii) The Consultant must provide expert and (if required by the Commonwealth) appropriately qualified advice, including the employment of (or ability to acquire) qualified surveyors, town planners, engineers, spatial analysts, valuers and other suitably qualified expertise as required by the Project.

(c) Other Land Planning Maps and Studies:

(i) The Consultant may be required to produce land planning maps for use on other projects, or delivery to non-Commonwealth stakeholders. The types of maps required may include:

A. birdstrike, external lighting or windshear mapping conforming with National Airport Safeguarding Advisory Group (NASAG) recommendations;

B. a Public Safety Zone map conforming with NASAG recommendations, using United Kingdom Public Safety Zone guidance or United States Air Force Air Installation Compatible Use Zone guidance as required by the Commonwealth; or

C. other land planning information related to the use of the Defence estate.

(ii) The Consultant may be required to undertake land planning related studies to enable the Commonwealth to make informed decisions regarding the Defence estate. The Consultant may also be required to prepare studies to help the Commonwealth inform stakeholders on a variety of related matters. Studies required by the Commonwealth may include:

A. undertake a detailed land use planning analysis to consider and recommend a course of action related to local land uses, zoning and development around a Defence facility or training area;

B. undertake a Defence Practice Areas (DPA) review consisting of:

1) gap analysis of all declared DPA declarations and recommendation of revocation of declared DPAs that are surplus to Commonwealth requirements; and

2) standardise and update all DPA declarations in accordance with Defence Force Regulations and all respective Statutory Requirements;

C. undertake economic or socio-economic studies (or both as the case may be), which may include:

1) investigation of the future economic impact the Defence estate may have on the community; Department of Defence - Tender Documents - Defence Infrastructure Panel 2017-2022

2) identification of the economic activity generated by employment on the base, and the expenditure flow-on to the study regions (including any multiplier effect of expenditure); or

3) estimation of the economic and social impacts on a region of any change of Commonwealth activities on a Defence estate.

(iii) The Consultant may be required to provide advice to or on behalf of the Commonwealth in relation to land use planning matters which may impact on Commonwealth establishments or activities. Advice may be required on a range of land use planning topics, including survey and spatial analysis, land use conflict, valuations and other suitably qualified expertise as required by the Commonwealth.

(d) Survey Data

(i) The Consultant must produce surveys of properties which may include:

A. detail surveys;

B. boundary definition surveys (e.g. of training areas and ranges); or

C. aerial surveys e.g. photography, LiDAR.

(ii) The Consultant should provide expert and (if required by the Commonwealth) appropriately qualified advice, including the employment of (or ability to acquire) suitably qualified expertise as required by the Project.

2. Tasks and Accountabilities Expected from the Consultant

2.1 In carrying out the Services, the Consultant will:

(a) develop a terms of reference based on the needs identified in the Brief;

(b) identify the types of data and people for which access is required;

(c) prepare a proposed program for the completion of the data collection and collation (in accordance with clause 7.2 of the Terms of Engagement);

(d) undertake stakeholder consultation and engagement as required to complete the Services;

(e) provide a draft report applying the agreed terms of reference which addresses:

(i) data selection methods;

(ii) evidence collected;

(iii) findings that resulted from analysis;

(iv) plan or map production;

(v) recommendation for future action;

(vi) opportunities for comment by affected participants; and Department of Defence - Tender Documents - Defence Infrastructure Panel 2017-2022

(vii) any other matters required by the Commonwealth's Representative;

(f) finalise the draft report incorporating any review by the Commonwealth (in its absolute discretion);

(g) provide regular progress reports of activity at required intervals;

(h) identify failures to gain access to requested materials, with recommendations on further action to achieve the intended progress;

(i) maintain confidentiality of the information provided by participants until the report is produced in draft;

(j) provide post completion training as required to Commonwealth personnel; and

(k) provide quality assurance on all projects.

3. Technical Requirements

3.1 The drawing standard applicable to all drawings is the Estate and Infrastructure Group’s Spatial Data Management Plan (SDMP). The SDMP is available externally on the internet at http://www.defence.gov.au/estatemanagement.

3.2 Survey data should be collected in GDA 94 and provided in GDA94 and WGS84 format.

3.3 While data collection by survey is not anticipated to be high, any survey data collected must be certified by a registered surveyor.

4. Interpretation

4.1 Unless the context otherwise requires, capitalised terms in the Scope of Services or Brief will have the meaning given to them by the Defence Infrastructure Panel 2017-2022 Terms of Engagement, Panel Conditions, Letter of Acceptance, or the meaning given to them by the Commonwealth as published on the Defence Estate Quality Management System (DEQMS) website (http://www.defence.gov.au/estatemanagement), from time to time.
