RECOMMENDATION:

That the City Council, by Motion:

1. Approve the modified and clarified Wireline Crossing Agreement (Agreement) with the Union Pacific Railroad for the installation of two12kV, two 69kV, and four fiber optic wireline crossings on Cerritos Avenue, and;

2. Authorize the Public Utilities General Manager, on behalf of the City, to execute the Agreement and related documents and take such actions as necessary to implement the Agreement.

DISCUSSION:

The City of Anaheim currently receives all of its electric power at one receiving point, Lewis Substation. In October 2005, City Council approved the Lewis 230kV Extension Project, which includes the construction of a second receiving point called Vermont Substation. The creation of this second receiving point will greatly improve the reliability of electric service to our customers by providing a redundant facility to Lewis Substation. A competitive bid process was conducted for the design build of this second substation and Council has previously awarded the Engineering, Procurement and Construction Contract (EPC) to Asea Brown Boveri (ABB).

One phase of the overall Project is the construction of a new 230kV line from the existing Lewis Substation to the new Vermont Substation along the Metrolink Railroad. In order to maintain electrical clearances, it is necessary that we underground the City’s existing electric transmission and distribution facilities on Cerritos Boulevard from Anaheim Boulevard to State College Street. At the point where these new underground lines cross the Union Pacific Railroad, we will need to install four-28” steel casings under the tracks, requiring a Wireline Crossing Agreement with Union Pacific Railroad.

This modified and clarified Agreement would allow our EPC Contractor, ABB and its’ 201 S. Anaheim Blvd. Suite #1101 sub-contractor Pouk & Steinle to install the caissons and duct banks which contain two Anaheim, CA 92805 12kV and two 69 kV wirelines plus the four fiber optic wirelines underneath the Union Tel: (714) 765-5137 www.anaheim.net Pacific Railroad tracks on behalf of the City in one modified and consolidated agreement rather than two separate agreements.

IMPACT ON BUDGET:

There is no impact on the General Fund. Funds have previously been authorized by City Council for the Lewis 230kV Extension Project and will be drawn from the Utilities Electric Program 525-521-6758-7865-0600988-01.
