Position Purpose

The Cumberland Youth Strategy outlines a vision for Cumberland to become the best place for young people in NSW.

The Youth Participation and Programs Coordinator is responsible for the effective leadership and operation of the Youth Participation and Programs Team including leading a small team of full time and casual staff.

The role will also be responsible for: •Overseeing the implementation, monitoring and evaluation of the Cumberland Youth Strategy, including driving key projects to implement the strategic actions.

• Planning, monitoring and evaluating the quality of Council-delivered youth programs to ensure they are addressing the needs and interests of young people in the Cumberland LGA, operating efficiently and at optimum capacity and delivered to a high standard;

• Overseeing the day to day operations of the Guildford, Granville and Wentworthville Youth Centres;

• Supporting the development of the Cumberland youth sector to enhance professional and partnership development and improve service delivery coordination across the LGA including identifying and responding to emerging youth needs.

Youth Participation and Programs Coordinator Updated: October 2017 Page 1 of 7 • Ensuring youth-led, participatory engagement and community development principles are utilised to ensure that Council’s youth programs, partnerships, facilities and plans are responsive to address community needs.

• Driving continuous improvement and innovation in youth program delivery including implementing evidence-based frameworks to measure program outcomes.

The role will have a high level of interaction across the Cumberland community sector and will involve extensive, ongoing cooperation and coordination across the Community and Culture Group and with other sections of Council.

1. Selection Criteria

Essential Criteria: 1.1 Tertiary qualifications in social sciences or a related discipline. 1.2 Demonstrated understanding of the youth sector and the needs, issues and legislation relating to young people 12 to 25 years including assessment, referral and advocacy of, and for, young people. 1.3 Demonstrated experience in service management, including program planning, evaluation and continuous improvement. 1.4 Demonstrated experience in staff supervision and performance management including demonstrated ability to provide leadership and support to a small team of professional staff whilst successfully delivering projects. 1.5 Demonstrated ability to build and maintain effective partnerships with the community, service providers, schools, government agencies and other key stakeholders to plan and deliver effective programs for young people. 1.6 Demonstrated project management skills, including sound knowledge and experience in planning, implementation and evaluation, and experience in managing a diverse range of tasks with competing priorities and changing deadlines. 1.7 Demonstrated skills and experience in working with young people and families from a broad range of backgrounds including culturally and linguistically diverse communities. 1.8 Demonstrated experience working within a Youth Participation Framework and demonstrated skills in facilitating the involvement of young people in the planning, delivery and evaluation of programs and activities. 1.9 Demonstrated experience in developing, implementing and evaluating strategic action plans using an evidence base and in-depth community consultation methodology. 1.10 Demonstrated highly developed written and oral communication skills, demonstrated through writing reports, strategic plans, policies, funding applications, formal correspondence, promotional material, procedural documents, delivering presentations and convening meetings as well as advanced problem solving and conflict resolution skills. 1.11 Highly developed organisational skills with the ability to prioritise and plan tasks effectively, work to tight deadlines and manage competing priorities, demonstrating a high degree of initiative. 1.12 High level administrative and computer skills, including attention to detail, ability to maintain accurate records and advanced skills in Microsoft Office. 1.13 Demonstrated experience in budget management. 1.14 Demonstrated skills in undertaking community engagement and developing projects and partnerships in response.

Desirable Criteria: 1.15 Class C driver’s licence. 1.16 Current Senior/Apply First Aid Certificate or willingness to obtain. 1.17 Previous Local Government experience. 1.18 Ability to speak a community language relevant to the Cumberland community or experience working with interpreters.

This position will have wide ranging interaction across the organisation and a range of external bodies. Key external relationships include young people, parents, families, community groups, youth services, schools, government agencies, employment and education providers and other stakeholders.

3 Principal Responsibilities

3.1 Leadership of the Youth Participation and Programs Team

As the Coordinator you will be expected to: i. Be accountable for your own actions. ii. Display leadership skills including coaching, training, performance management, performance recognition in relation to staff. iii. Oversee all aspects of the operation of the Youth Participation and Programs Team including: • Overseeing the day to day operations of the Guildford, Granville and Wentworthville Youth Centres including facility and equipment oversight. • Planning, promoting, monitoring and evaluating the quality of Council-delivered youth programs, events and activities to ensure they are addressing the needs and interests of young people in the Cumberland LGA, operating efficiently and at optimum capacity and delivered to a high standard; • Driving continuous improvement and innovation in youth program delivery including upskilling Council staff to ensure that Council’s approach is effective, responsive and tailored to the needs of the Cumberland community and based on research and good practice techniques. • Implement and regularly review policies and procedures in accordance with relevant standards and guidelines. • Drive the development and delivery of innovative and effective youth programs, partnerships and strategies to achieve specific outcomes identified in the Cumberland Youth Strategy. • Oversee the development and distribution of information on a broad range of youth and community initiatives. • Respond appropriately to issues identified with the health, behaviour and well- being of young people participating in youth programs, events or activities. • Supervise staff, casual staff, work place students and Council volunteers in the delivery of youth programs and activities as required.

Youth Participation and Programs Coordinator Updated: October 2017 Page 3 of 7 • Ensure that all safety procedures are complied with including sign on and off procedures, fire procedures, safety instructions, excursion procedures, medical forms, accident forms and child protection guidelines. iv.Provide expert level knowledge and advice about youth priorities and needs to other areas of the organisation and externally to drive improvements in the local area. v. Effectively plan, manage and monitor resources (financial, human, policy, procedure and assets) and ensure the sustainability of youth programs with a focus on identifying efficiencies, customer experience standards, business improvement initiatives, service reviews and strong financial management vi.Display high level negotiation, mediation skills and experience and an aptitude for problem solving, using research, analysis and evaluation of information. vii. Research, analyse and consider practical solutions and implement opportunities for continuous improvement through use of data, systems, technology, policies, procedures and resources. viii. Display a commitment to customer service within your own interactions and of those in the Youth Participation and Programs Team. ix. Ensure a superior customer focus, service reputation and standards are maintained in relation to the service area. x. Undertake professional development and keep up to date with developments in youth participation and service delivery models ensuring that Council’s approach is based on good practice techniques, current research and evidenced based frameworks.

3.2 Supporting the development of the Cumberland Youth Sector including facilitation of strong partnerships, collaboration and networks

As the Coordinator you will be expected to: i. Support the development of the Cumberland youth sector to enhance professional and partnership development and improve service delivery coordination across the LGA including identifying and responding to emerging youth needs. ii. Play a key role in the development of interagency networks/participatory engagement models to promote youth participation, youth sector development, strategic planning, partnership development and the coordinated delivery of youth programs and projects. iii. Network with local schools and education, community organisations, youth services, local and regional forums, peak bodies, business and government departments to promote/develop a broad range of youth projects. iv. Develop grant applications, reports and submissions as appropriate. v. Provide key inputs regarding local needs to all relevant planning processes and advocate to Commonwealth and State Governments and other relevant bodies in order to address identified needs. vi. Facilitate effective liaison and cooperative arrangements between external providers and Council to ensure accessible and equitable service provision in the LGA. vii. Facilitate connections between the youth and broader Cumberland Community sector such as through involvement in the Cumberland Community and Volunteer Community Sector Networking Forums. viii. Participate in broader Council community engagement programs and facilitate the involvement of local youth services, young people and other stakeholders.

Youth Participation and Programs Coordinator Updated: October 2017 Page 4 of 7 3.3 Leading the implementation of the Cumberland Youth Strategy

As the Youth Participation and Programs Coordinator you will: i. Oversee the implementation, monitoring and evaluation of Council’s Youth Strategy, including driving key projects and/or providing direction and support to members of the Youth Participation and Programs Team to implement the strategic actions. ii. Improve the capacity of Council staff to adopt youth-led inclusive practices across the planning and delivery of Council services, plans, facilities, programs and events. iii. Work with Council’s Social Research & Planning Coordinator to undertake research projects on issues affecting young people. iv. Maintain current and relevant data, records and documentation to allow accurate and timely quarterly and annual reporting. v. Plan for and review Council’s Youth Strategy every four years. vi. Undertake professional development and keep up to date with developments in the disability sector and inclusion practices to ensure Council's approach is based on best practice techniques and current research evidence-based frameworks and in line with state and federal policies, plans and legislation.

3.4 Development and implementation of strategies and actions within Council’s Integrated Planning and Reporting Framework

As the Youth Participation and Programs Coordinator you will:

i. Develop and implement strategies and actions for Council’s Community Strategic Plan, Delivery Program and Operational Plan that enhance areas of responsibility and outcomes of youth participation and program delivery. ii. Monitor, evaluate and report on strategies and actions for Council’s Community Strategic Plan, Delivery Program and Operational Plan.

3.5 Performance Planning Accountabilities & Other Duties

As the Youth Participation and Programs Coordinator you will:

i. Complete accurately and timely reporting on a monthly, quarterly and yearly basis. ii. Use monthly performance reporting as a tool to provide integrated solutions and improvements across service areas, where possible. iii. Ensure that work is undertaken within/according to established work plans. iv. Develop and contribute to actions and targets in the Operational Plan each year. v. Assist the Manager in reviewing the Business Unit Plan, Community Strategic Plan, Delivery Program, Operational Plan and Suite of Integrated Planning Documents by providing information and feedback where required. vi. Ensure all reporting officers in your team have been trained and are adequately meeting standards and timeframes in the performance planning system. vii. Ensure budgetary responsibilities are followed and budgetary procedures are met for areas where financial responsibility is assigned. viii. Ensure that all requirements of funding bodies are actioned within required timeframes, including program monitoring and reporting. ix. Contribute to actions and targets in the Operational Plan and Business Unit Plan. x. Assist in the efficient operation and work on joint initiatives to support the Community Development and Planning Unit. xi. Other Duties as Directed by the Manager, Community Development and Planning and Group Manager, Community & Culture.

4 Risk Management

Youth Participation and Programs Coordinator Updated: October 2017 Page 5 of 7 Risk Responsibilities Coordinators are the risk owners and are required to create an environment where the management of risk is accepted as the personal responsibility of all staff, volunteers and contractors. Coordinators are accountable for the implementation and maintenance of sound risk management processes and structures within their area of responsibility in conformity with Council’s risk management framework.

5 Work Health Safety Coordinators, Supervisors, Team Leaders WHS Responsibilities  Set a high standard and provide leadership that progresses Council’s Work Health Safety and Rehabilitation program to achieve its stated objectives by encouraging the involvement of all people in achieving a safe and healthy workplace.  Program training for site specific needs.  Achieve set health and safety objectives and develop plans to implement programs and procedures to ensure compliance with the relevant health and safety legislation and standards.  Provide the necessary resources, plant and equipment to ensure the highest standard of health and safety where appropriate and within the budget made available to Council.  Ensure all plant and/or procedures which are used in the conduct of work are regularly inspected and tested to verify that they conform to standards, legislative requirements and/or specifications.  Promote and support rehabilitation in the workplace and identify and make available suitable duties for employees who are part of Council’s Rehabilitation Program.  Ensure WHS is an agenda item at all team meetings.  Keep employees informed of health, safety and rehabilitation matters.  Investigate all accidents and incidents in accordance with Council’s procedures and take appropriate action.

6 Child Related Position Council fully supports the aims and objectives of NSW Child Protection Legislation and associated provisions, and will implement all necessary measures to ensure a safe and supporting Council environment, which endeavours to promote child safe, child friendly practices.

This position is designated as child related.
