C32 Code of Conduct - Declarations of Interest

1 It was noted that no declarations of interest were received.

C33 Community / Policing Issues

It was noted that Kirsty Lethard, Beat Manager for Burtonwood and PCSO Colin Blanchard were in attendance and reported on the following issues;-

Burtonwood Issues  Family targeted by Anti-social behavior  Nuisance youths on bikes  Anti-social behavior in Old Alder Lane – extra patrols to be arranged  Neighbourhood disputes  Speeding through the village of Burtonwood – PCSO Blanchard to take cameras out – shift permitting  HGV’s driving through the village, letters had been sent to Travis Perkins and Hermes

Councillor J Davidson reported on parking issues on Colne Road and Fir Tree Lane.

Councillor M Harrison reported that all Police Officers were starting their shifts from the Town Centre and the time that would be lost travelling to their beat areas. It was noted that Councillor Harrison also reported on a large number of youths gathering on Mary Ann Meadows, this seemed to be a yearly occurrence in the summer months.

Councillor A McCausland reported on youths on off road motor bikes endangering public safety in the Kingswood area.

Councillor A Guthrie reported on the lack of reports from officers from the Westbrook area.

C34 Minutes of the Previous Meeting (17 June 2015)

It was resolved by the Council that the minutes from the meeting held on 17 June 2015 were read and approved as a correct and true record

C35 Matters Arising

C36 Report of the Finance Sub-Committee (15 July 2015)

2 The Chairman reported verbally on the Finance Sub-Committee meeting attended by himself, Councillor A Guthrie, B MacLaren, A McCausland and J Joyce. Resolved that the following recommendations of the Finance Sub- Committee be adopted as resolution of the Council.

C36.1 Apologies

It was noted that apologies for absence had been received from Councillor A Abbey.

C36.2 Code of Conduct - Declarations of Interest

It was noted that Councillor A Guthrie declared and interest in item C36.3 (being a resident of Ladywood Road), Councillor Guthrie took no part in the discussion or vote thereon.

C36.3 Applications for Grant

St Paul of the Cross Catholic Primary School requested a grant to the value of £350 for their annual Gala Day and it was Recommended by the Finance Sub-Committee that the request for the grant be declined due to it being a retrospective request

Local Westbrook residents requested a grant to the value of £600 for spring bulbs to be planted in and around the Ladywood area, it was noted that local residents would be planting the bulbs and it was Recommended by the Finance Sub-Committee that the request for the grant be awarded to the value of £600 (with the local residents getting the necessary permissions prior to planting)

C36.6 Monthly Accounts & Bank Reconciliation (June 2015)

The Clerk had produced a report detailing the payments and receipts account for the month of June 2015 and it was Recommended by the Finance Sub-Committee that the report be accepted

C36.7 External Audit 2014-2015

The Clerk reported that she had completed the external annual audit and the documents had been forwarded to BDO LLB.

C36.8 Kingswood Community Centre

The Clerk reported on the following matters;-

 Some small repairs needed  Complaint in relation to user  Centre in need of internal painting  Summer Play Scheme Recommended by the Finance Sub-Committee that the Clerks report be noted and that a programme of internal painting be scheduled

C36.7Pavillion Centre

The Clerk reported on the following matters;-

 Summer Play Scheme  There was still some Graffiti on the building that needed to be removed Recommended by the Finance Sub-Committee that the Clerks report be noted

C36.8 Play Area Pavilion

The Clerk reported on the following matters;-

 Travellers had been removed  Small areas of the safety surface was in need of repair

C36.11Fir Tree Lane – Community Ground

It was noted that the Clerk had received a request for an additional football team to play on the pitches and it was Recommended by the Sub-Committee that the request be denied due to the pitches becoming over played

C36.13Quotations Received

The Clerk had gained an quotation from Broxap for the supply of 10 Cast Iron Planters, 5 to be placed in Burtonwood and 5 to be placed in the Westbrook area with the single unit cost of £515 and a carriage charge of £410 plus vat, it was noted that the stock would not be available until mid- September and it was Recommended by the Sub-Committee that an order be placed with the supplier when the products were in stock

C36.13AOB

It was noted that Councillor A Guthrie requested that the Clerk gain quotations for the supply of solar panel units for the Kingswood Centre.

The Chairman, Councillor K Burgess reported on the forthcoming Burtonwood litter pick and tidy up day and it was Recommended by the Sub-Committee that the Parish Council cover the costings for the supply of the skip and light refreshments

C37 Report of the Planning Sub Committee 15 July 2015

The Chairman reported verbally on the Planning Sub-Committee documents. Resolved that the following recommendations of the Chairman be adopted as resolution of the Council.

C39 Burtonwood Reports / Updates

Councillor K Burgess reported on the following matter:-  Concern in relation to over grown bushes hedges throughout the village which in some instances left no pavement for pedestrians to walk on and it was Resolved by the Council that the Clerks writes to the Public Rights of Way Officer at the Borough Council to raise their concerns over this ongoing matter

Councillor J Davidson raised concerns over the slow provision of a better broadband service for the village, Councillor J Joyce reported that the Leader of the Borough Council had be in further talks with BT Openreach, he had been given assurances that it would be complete by the end of September and it was Resolved by the Council that the Clerks writes to Helen Jones MP to voice their concern over the delayed provision promised by BT

C40 Callands Reports / Updates

Councillor S Krizanac reported on the following matters;-  Traffic and motor bike speeding issues in and around Goldcliffe Close  Harlech Close, parking and litter issues  Overgrown bushes on Cromwell Avenue

Councillor M Harrison reported that the cycle path was now nearly completed.

C42 Westbrook Reports / Updates

Councillor A Guthrie reported on the following matters;-  The nuisance of fly posting in and around the Westbrook area  A visit to the Community run Grappenhall Library  Meeting with the Chief Executive of Livewire and Culture Warrington in relation to the current site of the Westbrook Library

7 developing into hub for the area with the delivery being supplied by a host pf partners

Councillor A McCausland reported on the nuisance parking on Kingswood road due the new housing development and it was Resolved by the Council that the Clerks writes to the Road Safety Officer at the Borough Council to request that a safety audit be completed
