The Job Enterprise Training Service at the Tower Project was established in 2004 in response to requests by our community for improved support and access to employment for local disabled people. Our specialist team supports clients to identify and achieve individual goals through the provision of our assessment, information, advice, guidance and training delivery. The service has strong links with employers, colleges, other agencies and organisations, enhancing the opportunities available and allowing for a local one stop approach for our clients.

The Job Enterprise Training Service is progressive and innovative and its rapid success has relied on the skills and dedication of the staff team. The Tower Project is committed to the learning and development of all staff and offers continuous training and a creative environment to work within. We look to attract staff that have worked in this field and want to further develop their skills through applying their experience to developing services and systems that meet the various demands of our stakeholders. Due to the recognised successful delivery of our services by our staff team we are pleased to have secured a range of funding that allows us to capacity build and deliver a wider range of services. During 2010 the service has moved from its shared premises in Whitehorse Road and become a recognisable stand alone hub that focuses on the health & wellbeing of our clients through engagement in work and learning.

Zoe Portlock Manager, Job Enterprise Training Service, Tower Project BACKGROUND The Job Enterprise Training Service at the Tower Project has been developed to assist disabled young people and disabled adults, and those people with long term health conditions to move from unemployment to employment through a mixture of information, advice, guidance and training.

We pride ourselves on our effective partnership work with other organisations to ensure that local disabled people have a joined up approach to tackling the inequality of exclusion from the workplace and learning environment.

Established as an afterschool and youth club provision in 1984 at the Osmani School premises in Bethnal Green, the Tower Project is continuously evolving to meet the changing needs of the local disabled community by developing services. The Tower Project is a registered charity and the largest community-led local voluntary sector organisation offering services to disabled children, young people and adults in Tower Hamlets.

The Tower Project serves a diverse community on the City fringe and is located within one of the most deprived boroughs in the country.

The Job, Enterprise & Training service has been designed to have a wide-ranging impact to meet a range of individual needs for a diverse client group as well as complimenting the services that are already available in Tower Hamlets and the surrounding area.

We work in strong partnerships and the service has been designed to deliver a range of job and learning opportunities through internal and external provision. We do this by working with a range of external organisations to support clients to access a range of services. We also ensure the involvement of our service at a strategic level to guarantee the active participation of disabled people in local initiatives that focus on economic and social inclusion of the community. AIMS AND OBJECTIVES

The Job Enterprise Training Service provides a joined up and culturally sensitive service for disabled young people and disabled adults living in the East London Borough of Tower Hamlets, with a view to improving the quality of life and the inclusion of disabled people and those people with long term health conditions into the local community.

Aims . To focus on the individual needs of disabled young people, disabled adults & people with long term health conditions in Tower Hamlets and its surrounding areas . To provide an inclusive service that meets the diverse needs of our local community . To involve and meet the needs of local disabled young people, disabled adults & people with long term health conditions who wish to progress into employment . To support the inclusion of disabled young people, disabled adults & people with long term health conditions in further education and learning opportunities . To support local disabled young people, disabled adults & people with long term health conditions discover work and employment opportunities . To support and work towards improving the social and economic condition of the whole community

Objectives

. To become a more recognisable stand alone hub that focuses on the health & wellbeing of disabled people and those with long term health conditions through employment and learning . To provide more client drop-in, advisor and training space that will increase access to advisor support, giving greater flexibility to our clients . To actively involve the local community in the planning, development, management and implementation of the Job & Training Opportunities Service . To provide and develop services focused on meeting the individual needs of disabled young people, disabled adults & people with long term health conditions . To develop employment opportunities with the support of the local community, its partners and key local and national policies . To use imaginative solutions that reduce unemployment through the use of social enterprise and other identified best practice models JOB SPECIFICATION:

You will act as the central point for all queries relating to the monitoring of the service, ensuring all guidelines are adhered to as set by our external funders. This is an essential administrational support role within the service requiring you to cover the following:

1. Provide clear and accurate monitoring information on a monthly and quarterly basis to all staff

2. Provide information to staff on different monitoring requirements and guidelines as set by external funders

3. Produce accurate monitoring returns on a monthly and quarterly basis adhering to all relevant guidelines as set by external funders

4. Assist staff in the accurate submission of client files and appropriate paperwork

5. Ensure the services meets all its monitoring requirements as directed by a variety of external funder

6. Maintain the central database systems and ensure all data is accurate and up to date

7. Produce monitoring information and service data for the Team and Service Managers

8. Develop appropriate relationships with external Monitoring Officers, ensuring clear and accurate communication is maintained at all times

9. Ensure accurate client records and files are being kept by staff

10. In consultation with the Team and Service Managers, identify any practical actions required to meet monitoring requirements

11. Assist the Team and Service Managers in the preparation of funding returns and other monitoring reports

12. Liaise with all staff and develop a supportive relationship to enhance the effectiveness of service delivery

13. Assist with the development of monitoring procedures and the effective use of ITC systems

14. Maintain excellent relationships with all stakeholders, including service users, funders, other staff

15. Represent the service and organisation at meetings, networks and events

16. Willing to take an active role in personal development and self improvement

17. Contribute to the strategic development and vision of the service and organisation 18. Ensure the full use of ICT solutions in all aspects of service delivery

19. Ensure appropriate records relating to each client are properly maintained in line with Tower Project guidelines, including the Data Protection Act

20. Take an active role in developing a strong culture of team work at all levels of the organisation

21. Adhere to the organisation’s practice guidelines, systems and requirements as set out in the Staff Handbook and other policy, procedure and quality documents and statements.

3.8 To undertake, in the interest of the smooth running of the organisation, any other duties as may be reasonable required from time to time.

SUMMARY TERMS AND CONDITIONS

The main terms and conditions of employment will be as follows:

. Salary £22,000 to £25,000 per annum – dependent on proven experience and ability . A stakeholder pension is available . Working hours 35 per week . No overtime will be paid but time off in lieu may be taken . 25 days annual leave plus the usual public holidays . There will be a six month probationary period . The opportunity to work towards an appropriate professional qualification . Monthly supervision is given incorporating a personal development plan
