SPRINGPORT PUBLIC SCHOOLS REGULAR MEETING MINUTES MONDAY, APRIL 21, 2014

The April 21, 2014, regular meeting of the Board of Education was called to order at 7:04 p.m. by Vice President Rob Baum.

Members present were: Julie Baglien, Rob Baum, Don Hoaglin, Linda Kubiak, and David Lightner.

Members absent: Craig Ward

Administrative members present: Randall Cook, Tanya Overweg, Chris Kregel and Janis Sanford.

Visitors present: Kristy Dickinson, Shawn Dickinson, Pam O’Connell, Paige Miller, Amanda Wiel, Amy Howell, Mike Howell, Denise Tomasello, Jackie Hector, George Johnson, LeAnn Kregel, Matt Schwartzkopf, and Chris Talbot.

Motion by Treasurer Caudill, second by Trustee Baglien to approve the agenda as presented. Motion Carried, all ayes.

Motion by Member Baglien, second by Secretary Hoaglin to approve the consent agenda as presented.  Regular Meeting Minutes of March 17, 2014  General Fund Bills of $ 311,245.47  Hot Lunch Bills of $ 3,613.76 Motion Carried, all ayes.

Elementary Principal Janis Sanford introduced LeAnn Kregel, elementary 4th grade teacher, who presented Makenna Dickinson with the Citizen of the Month Award for the elementary. Secondary administrator Chris Kregel introduced Paiger Miller, middle school math teacher, who presented the March Citizen of the Month Award to Michael Howell. Mr. Kregel introduced Megan Merrill, teacher, who presented the High School Citizen of the Month Award for March to Amanda Wiel.

Superintendent Cook announced the District’s Golden Apple Recipient for the 2013-2014 school year as Middle School Counselor Steve VanWinkle.

Matt Schwartzkopf, SEA President, thanked Superintendent Cook for his collaboration of working with staff requests in preparing the school calendar for 2014-2015.

The Board took a brief recess at 7:15 p.m. The Board reconvened at 7:20.

Jeff Caudill, Treasurer, gave a Finance Committee report. The Committee is working to be fiscally active in preparing for future budgets, and looking at revenue and expenditures. Julie Baglien, Personnel Committee Chair, presented the personnel committee meeting report. Topics discussed were to hire part time people as custodians, and discontinue the services shared with West Michigan Janitorial. Member Baglien also discussed the advantages of hiring current Food Service Director, Jeff Brenner food service director, as a district employee and discontinue the services we shared with Okemos School District. The committee also discussed the end of the year calendar make-up days.

Elementary Principal Janis Sanford reported on the physical education program in the elementary. They are currently focusing on cardio exercise. A strategy the physical education department is doing is to start to teach children as young as first grade the proper way to participate and perform in sports, so that they can practice those skills. Tanya Overweg, Principal of Curriculum and Instruction, reported on the health courses and the Coordinated School Health and Wellness Committee, which will be looking at the high school curriculum and reproductive health curriculum and decide if additions are needed to bring curriculum up to date.

Superintendent Cook presented probationary teacher evaluations for recommendation of continued probation, or tenure, as stipulated by the State of Michigan’s current probation and tenure laws.

Motion by Trustee Baglien, second by Member Lightner to approve Samantha Weaver, Elementary Counselor for a fourth year of probation. Motion Carried, all ayes.

Motion by Member Baglien, second by Member Lightner to approve Sara Lammers, for a third year of probation. Motion Carried, all ayes.

Motion by Trustee Lightner, second by Secretary Hoaglin to approve Jan Buchanan for a second year of probation. Motion Carried, all ayes.

Motion by Trustee Baglien, support by Trustee Lightner to approve Jenny Sanford for a second year of probation. Motion Carried, all ayes.

Motion by Member Lightner, second by Treasurer Caudill to approve Justin Cloyd for a third year of probation. Motion Carried, all ayes.

Motion by Treasurer Caudill, second by Trustee Lightner to approve Korey Bradley for a second year of probation. Motion Carried, all ayes.

Motion by Member Baglien, second by Member Hoaglin to approve Travis Harrall for a second year of probation. Motion Carried, all ayes. Motion by Member Lightner, support by Treasurer Caudill, to approve Jacob Heller for a second year of probation. Motion Carried, all ayes.

Motion by Member Lightner, second by Member Baglien to approve Sarah Sutliff for a second year of probation. Motion Carried, all ayes.

Motion by Secretary Hoaglin, second by Treasurer Caudill to approve Jeff Szekely, Music/Band teacher, for tenure. Motion Carried, all ayes.

Motion by Trustee Baglien, second by Treasurer Caudill to approve Norma Bethke, Science/Math teacher, for tenure. Motion Carried, all ayes.

Superintendent Cook presented a recommendation from Jim Acker, Transportation Supervisor, to hire Samantha Neal as a regular bus driver.

Motion by Trustee Lightner, second by Trustee Baglien to approve Samantha Neal as a regular bus driver in accordance with all local and state statutes and the Transportation IUOE Master Agreement. Motion Carried, all ayes.

Superintendent Cook met with West Michigan Janitorial, the Custodial/Maintenance Union, and our legal counsel to develop an agreement to separate services with West Michigan Janitorial as of June 13, 2014. The District has an agreement with the Custodial/Maintenance Union to add a third section of the contract to include part time custodians. This would reduce our cost by approximately $22,000-$25,000 for the 2014-2015 school year.

Motion by Member Baglien, second by Member Hoaglin to accept the mutual separation agreement letter between West Michigan Janitorial and Springport Public Schools effective June 13, 2014. Jeff Caudill abstained from the vote due to conflict. Motion Carried, all ayes, 5-0.

Superintendent Cook presented a recommendation to hire Jeff Brenner as our food service director. He has worked as our food service director the past four years in a shared service agreement with the district and Okemos Public Schools.

Motion by Member Lightner, second by Treasurer Caudill to hire Jeff Brenner as our part time Food Service Director for 2014-2015 at a salary of $25,000. Motion Carried, all ayes. Superintendent Cook presented two requests for the overnight trips as presented for information at the March Board of Education meeting.

Motion by Secretary Hoaglin, support by Trustee Lightner to approve the overnight trip request for the fourth grade students to attend the Mackinac Area departing on June 3rd, and returning on June 5, 2014. Motion Carried, all ayes.

Motion by Member Baglien, support by Member Lightner to approve the overnight and out of Country trip request for the Spanish and Agricultural Immersion Experience to Costa Rica, departing August 10th and returning August 17, 2014. Motion Carried, all ayes.

Superintendent Cook presented the proposed resolution for the operating millage renewal proposal.

Motion by Treasurer Caudill, second by Member Lightner to adopt the Renewal Resolution prepared by Thrun Law Firm that a Special Election of the electors of the District be called and held on Tuesday, August 5, 2014 to vote on the Operating Millage Renewal Proposal as presented. ROLL CALL VOTE: Ms. Baglien, aye; Mr. Baum, aye; Mr. Caudill, aye; Mr. Hoaglin, aye; Ms. Kubiak, aye; Mr. Lightner, aye. Motion: Carried 6-0

Superintendent Cook presented a resolution for Best Practices. Section 22f of the State Aid Act provides $52.00 per pupil, one time grant to districts that satisfy at least 7 of 8 best practice criteria

Motion by Member Baglien, support by Member Lightner to approve the Best Practice Resolution as presented. ROLL CALL VOTE: Ms. Baglien, aye; Mr. Baum, aye; Mr. Caudill, aye; Mr. Hoaglin, aye; Ms. Kubiak, aye; Mr. Lightner, aye. Motion: Carried 6-0

Superintendent Cook presented the 2014-2015 School Calendar for review. Superintendent Cook thanked the SEA for their work with the calendar proposal.

Superintendent Cook presented Football Coach Schwartzkopf’s request for the football team to attend a football camp at Albion College from June 22, 2014 to June 24, 2014, for information.

Motion by Member Baglien, support by Member Lightner to adjourn the meeting at 7:55 p.m. Motion Carried, all ayes.
