ACTION 1 Welcome and introductions
Dr Winter updated the meeting on the changes to the steering group. Dr Winter will be stepping down as Chairman, Claire Lawton will be the SHA RO and James Quinn will be joining the group. It has not yet been decided who will take on the Chair’s role. Dr Winter commented that there is a good system and team in place to take revalidation forward locally.
2 Apologies
Apologies were received on behalf of Claire Lawton, James Quinn, John Firth, John Howard, Mark Sanderson, Neil Sellen, Paul Tempest, Sarah Rann and Yomi McEwen.
3 Minutes of the last meeting
The minutes were approved as an accurate record of the meeting.
4 National Update
Dr Winter gave an update on the recent SHA RO meeting which took place with the RST. The meeting highlighted five key themes which are causing some concern, as follows. 1. Conflicts of interest – a second RO should only be appointed where there is an explicit need when conflict arises. 2. Remediation 3. Ensuring consistency 4. Legal accountability – Medical Directors have asked for an explicit statement on legal accountability. It is expected that GMC Advisors, when appointed will be crucial in supporting ROs with this. 5. 1 of 3 5 Progress on Action Plan
1. Dr Thiagarajan and Carly Schoepp attended the Train the Trainers workshop hosted by the RST in April. Mark Gammage and Jo Anthony have kindly agreed to assist in the delivery of modules 1 and 2 of the RO training while NCAS will deliver module 3. The module packs for modules 1 and 2 were updated following the training by East Midlands. 2. There is a need for clarification around the purchasing of electronic toolkits. Dr Thiagarajan has asked the RST for minimum criteria for purchasing toolkits from private providers. 3. System or process needed for supporting appraisal information to ROs. A simple method is needed to allow ROs to make recommendations. The current paperwork is not fit for purpose.
6 Trainee Revalidation
As part of the second year piloting Deaneries have agreed to take part in a trainee revalidation pilot. Acute Trusts in the region have been invited to express an interest in the pilot by May 20th. It is hoped that one teaching hospital and one district hospital will take part in the pilot.
7 ORSA
It was highlighted that a Medical Appraisal policy needs to be developed to support trusts. Another issue highlighted by the group was patient surveys. Joe Arrowsmith discussed the work that has been developed by Papworth Hospital. It was noted that Papworth Hospital has some of the highest patient experience ratings in the region. 8 Appraisal Training
There may be some scope within the budget to deliver appraisal training. MDs will be asked at the next MD meeting to advise us if this is needed regionally. Dr Winter to raise with the MDs. RW
9 Comms
The group discussed the need to communicate with different audiences. Currently good links have been made through the MD meetings and HRDs have been invited to attend the RO training. The group suggested presenting an item to MSCs, MAC Committee Chairs, Medical Staffing Managers, PCT Cluster Chairs and LNC Committee Chairs. Dr Winter suggested focusing a three month period in the autumn to present revalidation to different audiences.
