255 BOARD OF SELECTMEN February 21, 2012 SELECTMEN PRESENT: Steven N. Wawruck, Jr., Denise T. Balboni and Dennis Gragnolati ALSO PRESENT: Barbara Bertrand, Cathy Ziemian, and Reporters from Patch.com, and The Journal Inquirer ------CALL TO ORDER: First Selectman Wawruck called the meeting to order at 6:11 p.m.
PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was observed.

APPROVAL OF THE FEBRUARY 7, 2012 REGULAR MEETING & FEBRUARY 14, 2012 SPECIAL MEETING MINUTES: Selectman Balboni moved to approve the February 7th Regular Meeting & the February 14, 2012 Special Meeting Minutes as presented. Selectman Gragnolati seconded the motion. All were in favor.

NEW BUSINESS: None
OLD BUSINESS: a. 2012-2013 Board of Selectmen’s Budget Selectman Wawruck stated that the Budget is still a work in progress and that another workshop will be held at 5:00 p.m. on Tuesday, March 6, 2012 before the Regular Board of Selectmen’s Meeting.
Selectman Wawruck called for the addition of an Agenda item. The matter will require going before a Town Meeting for final approval. He added that the requirement to send this matter before a Town Meeting was approved earlier in the month by the Board of Finance but was not received in the Selectman’s Office until today. Selectman Balboni moved to add an item to the previously scheduled Town Meeting on Wednesday, February 29, 2012 to appropriate the amount of $20,000.00 from the CIP Unallocated Capital Improvements Account to the Pool Roof Replacement Account to be used for the completion of the necessary state required documents, perform mandated hazards material testing, and initiate the state approval process with proper consultants for the roof replacement over the pool at the Windsor Locks High School, as recommended by the Board of Finance. Selectman Gragnolati seconded the motion. All were in favor.
APPOINTMENTS, RE-APPOINTMENTS, RESIGNATIONS: a. Appointment of Peter Juszczynski as an alternate to the Planning & Zoning Commission for a term expiring on February 15, 2017. Selectman Gragnolati moved to appoint Peter Juszczynski of 44 Andover Road as an alternate to the Planning & Zoning Commission for a term expiring on February 15, 2017.Selectman Balboni seconded the motion. TAX REFUNDS: Selectman Gragnolati moved to approve the Refund Request for February 21, 2012 in the amount of $3474.97, as defined in Schedule A. Selectman Balboni seconded the motion. All were in favor. A copy of Schedule A is attached to the Minutes of the February 21, 2012 Board of Selectmen Meeting.
PUBLIC INPUT (Agenda Items Only): None.
FIRST SELECTMAN’S COMMENTS: Selectman Wawruck stated that the there are several matters that will be discussed at upcoming Board of Selectmen’s meetings including implementing the revised Blight Ordinance with the upcoming spring season, leaf & garbage pick-up, and which direction to take with the non-union employee salary increases.
ADJOURNMENT: There being no further discussion or information to come before the Board of Selectmen; A motion to adjourn the meeting at 6:22 p.m. was made by Selectman Balboni and seconded by Selectman Gragnolati. All were in favor.
