PURPOSE The purpose of this procedure is to establish standard operating guidelines for South Lynches Fire Department Training Grounds. GENERAL USAGE Any fire department member or outside agency wishing to use the South Lynches Fire Department Training Grounds shall abide by the Standard Operating Guidelines of South Lynches Fire Department. Any outside agency wishing to use the Training Grounds must first submit a Training Grounds Application for Use Form. The SLFD Personnel Coordinator or the Deputy Chief of Training will review each application and notify the requesting entity if permission to use the facility has been granted or denied.

The time and date of the training drill must be scheduled with the Training staff. Drills involving Recruit Training and Departmental Training always have first priority. South Lynches Fire Department members and individual stations will be allowed access to use the training facilities for training purposes at anytime, provided that the training ground is not in use for a class or drill and permission is obtained from a member of the Training Staff or their District Chief. Live-fire training will not be allowed unless approved and supervised by the Deputy Chief of Training, Personnel Coordinator or their designee.

The City of Lake City Fire Department will have use of the building on the second and fourth Monday of each month. They must notify SLFD staff if they plan to use the facility. An officer representing the Training staff must be on-site for any live fire drills involving live burns. A fee may be charged to outside services/agencies. REGISTRATIONS Any request to use the facility for training must be submitted on the South Lynches Fire Department Training Grounds Application for Use Form. One application must be submitted for each request. The application must be turned in by the 20th of the month prior to the month requested. Requests for dates will be on a first-come, first-serve basis. If requested dates are in conflict with South Lynches Fire Department, the South Lynches Fire Department will have first priority. CONFIRMATION Confirmations for those organizations which have applied will be sent to the organization. RIGHT OF REFUSAL South Lynches reserves the right to refuse any application for the use of the facility, if, in the opinion of the South Lynches Fire Department Staff, a proposed eventwould:

 Pose possible harm to personnel directly or indirectly involved

 Cause damage to any South Lynches property.

 Not meet nationally accepted safe practices for fire or emergency services training. QUALIFIED TRAINING OFFICER All outside organizations wishing to use the South Lynches Fire Department Training Grounds must have a Qualified Training Officer (QTO) present. A Qualified Training Officer (QTO) is an officer who has completed a course of instruction designed to familiarize him/her to a level that they may safely utilize the Training Grounds. If an organization does not have a QTO, they will be required to utilize a South Lynches Fire Department QTO as per current Fee Schedule. AUTHORITY At any time the facility is in use by outside organizations or a live burn is being conducted, a member of the South Lynches Fire Department Training Staff will be present. When the nature of the training event warrants more than one staff member be present, one member of the staff shall be designated as the Duty Supervisor.

The Duty Supervisor, as well as any other South Lynches Fire Department Training Staff Officer participating in the activity, has the authority and responsibility to correct and/or terminate any training session/program, for just cause.

Injuries

All injuries shall be immediately reported to the on duty supervisor. The on duty supervisor will see that the person receives the appropriate medical attention. A Medical/Incident Report shall be completed for all injuries.

EXPENDABLE EQUIPMENT South Lynches may provide expendable materials to be used on the Training Grounds. This will include: - Fuel for live burns - Dry chemical powder and other extinguishing agents - Fluid for smoke machines - Air refills for SCBA - Other expendable supplies as may be necessary and/or requested Facility users may be invoiced for any expendable materials used as per the current Fee Schedule.

PERSONAL CONDUCT All personnel shall be courteous and disciplined. Proper decorum shall be observed at all times toward fellow students, South Lynches Staff and Instructors. The following are PROHIBITED: Abusive, profane or obscene language or behavior; sexual harassment; horseplay or any disturbance during any course or program; any form of gambling, use, possession or introduction of any drugs or alcohol; reporting to any program under the influence of drugs or alcohol. SMOKING POLICY Smoking is prohibited on ALL South Lynches Fire Department Training Ground Areas and in Buildings except for designated areas outdoors. Anyone wishing to smoke must do so at designated areas outdoors. Receptacles for discarded cigarettes are provided at each designated areas outdoors. TRASH/RECYCLABLES All trash will be placed in the proper receptacles. Trash receptacles are located throughout the facility. Any refuse that is considered recyclable shall be placed in the appropriate container. TRAINING GROUND EQUIPMENT All organizations will provide their own equipment for training. If equipment is needed, please indicate on the application. Fire departments will be invoiced for any damages to South Lynches Fire Department Training Ground buildings, fences, grounds, equipment, including hand tools, training mannequins, props, etc. APPARATUS Apparatus will be permitted in designated areas only. Designated areas are: a) all blacktop surfaces, b) Burn Building and Drill Tower concrete pads. Apparatus will not be permitted on the flammable/combustible liquids pad areas. All apparatus must be kept off all grass areas. Any department utilizing a "hot response" into the fire training grounds during the course of their evolutions MUST adhere to the following guidelines:

 MUST advise the on duty supervisor of "hot responses" prior to the start of training. The on duty will have full authority to not allow "hot responses" if he/she feels that this can’t be done safely, given the weather conditions or operations of other companies on the training grounds.

 MUST ensure that all personnel are seated and belted while the apparatus is in motion. No personnel are permitted to ride the rear tailboard of the apparatus.  MUST ensure that a "hot response" can be done safely under the given weather conditions (i.e. – snow, rain, etc.).

 MUST ensure that the apparatus travels at a speed that will allow the operator to stop safely. Speed shall not exceed 15 miles per hour.

 If more than one apparatus is utilized, apparatus should space themselves for safety.

 When beginning outside of the training grounds, apparatus may start from no further than the Florence County DSN Building.

 Must ensure that other companies utilizing the training grounds are aware of the "hot responses" prior to the start of training evolutions.

 No other apparatus or students vehicles are entering or leaving the fire training grounds at the time of the "hot response". PERSONAL VEHICLES Personal vehicles are to be parked in the designated parking lot outside of the fenced in area. Personal vehicles are not permitted past any gate to the fenced in Training Ground area, except for personal vehicles that are utilized as command vehicles or as deemed necessary by the Key Holder. DRAFTING POND When using the drafting pond, hose streams and master streams shall not be directed onto any structural training prop(s), or other non-designated areas of the Fire Training Grounds. VISITORS / GUESTS Non-fire department personnel visiting the South Lynches Fire Department Training Ground are not permitted on the concrete training pads, or in the areas designated as the "hot-zone" for evolutions not surrounded by a concrete pad. Guests are to remain on grass areas, at a safe distance from the training exercise and fire apparatus. All agencies training at the South Lynches Fire Department Training Ground are responsible for the safety and actions of their guests.
