Pakistan Science Foundation, Islamabad, a funding organization for the development of Scientific and Technological Research for Socio-economic development and popularization of Scientific & Technological knowledge in the country, invites sealed bids from well-reputed contractors/ builders having NTN, GST No. and are on Active Tax Payer List (ATL) etc and who posses experience in renovation/ repair work of buildings in different public sector organizations for repair/ renovation of PSF Building.

Bidding Documents/ BOQ, containing detailed terms and conditions, details of works, method of contracting/ procedure for submission of bids, bid security, bid validity, opening of bid, evaluation criteria, clarification for rejection of bids, performance guarantee etc. are available for the interested bidders at the office of the undersigned, at Pakistan Science Foundation, 1-Consitution Avenue, G-5/2, Islamabad, on official request, without any cost. Bidding Documents can also be downloaded from our website www.psf.gov.pk free of cost. Details of the work can be examined on the spot during working hours till the closing date.

The bids, prepared in accordance with the instructions in the bidding documents, must reach at the office of the undersigned at 1-Constitution Avenue, G-5/2, Islamabad on or before 13.04.2016 till 12:00 hrs. Bids will be opened on the same day at 12:30 hrs. The advertisement is also available on PPRA website at www.ppra.org.pk.

Terms and conditions. 1). Firms, registered with Pakistan Engineering Council may quote their rates as per (BOQ) after visiting the sites of work in PSF. 2). The rates inclusive of GST in Pak Rupees must be quoted in the bid. 3). The bids will be evaluated in terms of the given specifications/ BOQ of the complete works. 4). The Firms should mention NTN number, GST No. & ATL No. 5). An affidavit to the effect that the Firm has never been black listed by any department/ organization of Federal/Provincial Government of Pakistan, may be furnished on stamp paper duly signed by the Notary Public. .6). An affidavit to the effect that the Firm has never been involved in any litigation with any client/ department/ organization of Federal/Provincial Government of Pakistan during the last five years, may be provided on stamp paper duly signed by the Notary Public. 7) Firms having bad reputation of sub-standard work and delay in completion of works at any time in the past in PSF, PASTIC and PMNH, for more than 10-20% of required completion time, need not apply. 7). Submission of any false statement /document, including concealing of any information is likely to disqualify the bidder. 8). The jobs must be completed at Pakistan Science Foundation, 1-Consititution Avenue G-5/2, Islamabad with a period of fifteen days (15). 9). No transportation and carriage/ mobilization charges advances will be allowed. 10). Income Tax,. GST and other all Govt. taxes will be deducted at source as per Government Rules. 11). The work if done below the given specifications/ standard will not be accepted and the Firm concerned will have to do it again up to the satisfaction of the Tender Committee and competent authority, at its own risk and cost. 12). Bid Evaluation Criteria Bids will be evaluated on the basis of total cost of the complete job. Bid with lowest total cost conforming to the specifications and other terms & conditions prescribed in Tender Notice & Tender Document will be considered for award of contract. 13). The Tender Opening Committee of PSF reserves the right to accept or reject any or all the tenders under unavoidable circumstances. 14) The details of works may be visited on site on any day during the office hours for assessment/ measurements by the bidders, by themselves .
