Job Purpose:

1. Strategic lead for the inclusion policy and strategies for the Borough 2. Lead for the development and commissioning of high quality Alternative Education for pupils ensuring effective monitoring and good outcomes and brokering this with schools 3. Provide support and challenge to mainstream schools in relation to inclusion and behaviour strategies 4. To reduce exclusions from schools and improve engagaement with learning and reintegration 5. To ensure the LA delivers the statutory functions for excluded pupils and for those with medical needs who are unable to attend school 6. Strategic lead for the planning of places and provision for children with social, emotional and mental health difficulties in close liaison wth the head of SEND and other partners 7. Link officer for Pupil Referral Units

Principal Accountabilities and Responsibilities:

1. Make a positive contribution to the delivery of the service, this will include working flexibly and positively to achieve the objectives of the council. 2. Manage and lead staff in the Inclusion team and Behaviour Support Service to achieve high performance and effective operational delivery, including developing and improving staff capability. 3. Manage a customer focused service and the effective use of resources. 4. Ensure that the council’s overall vision, values and ethos are central to the requirements of the service. 5. Support effective working relationships and act as an ambassador and advocate with external organisations 6. Keep up to date with developments in service delivery and best practice to ensure the service performs effectively and to the highest standards.

Provide effective support, advice and challenge to schools on the inclusion of pupils in mainstream schools with the aim of reducing exclusions and improving reintegration to school and re-engagement with learning 9. Provide support, advice and training on exclusions to head teachers and governors to ensure compliance with their statutory requirements. 10. Strategic lead for the development and commissioning of high quality alternative education provision for pupils who are educated other than in mainstream school,monitor contracts and pupil progress ensuring good outcomes 11. Quality assure and broker high quality Alternative Provision for schools to purchase, maintaining the list of providers. 12. Establish and manage effective tracking and monitoring arrangements to ensure that good outcomes for children and young people who are in alternative provision are delivered 13. Responsible for ensuring that the LA delivers its statutory functions in relation to exclusions and provide full time education from day 6 of a permanent exclusion. This is normally delivered through the Pupil Referral Unit at Brent River College or through alternative provision. 14. Manage the arrangements for the tracking and charging the AWPU funding for excluded pupils 15. Work closely wth a wide range of partners to provide integrated and coordinated support for children and young people with Social Emotional and Mental Health ensuring that a Team around the Child is in place where appropriate, taking a person centred approach to case work 16. Ensure that the service works proactively with parents and carers and that the service is evaluated 17. Manage the Fair Access and CAFAI process in liaison with School Admissions and Schools.Keep the Fair Access protocol under review with schools to ensure provision for hard to place pupils. 18. Manage the provision at the Wembley Learning Zone ensuring that the traded service to schools is effective and efficiently managed and responsive to schools 19. Strategic lead for the LA’s provision for pupils with medical needs who are unable to attend school. This is normally delivered through Ashley college Pupil Referral Unit 20. Act as the link officer for the Pupil Referral Units providing LA support and advice to the headteachers and the Management Committees 21. Manage streamlined referral processes to the service ensuring an integrated approach with SEND and other parts of the Inclusion service 22. Provide analysis of information and reports as required for senior management, elected members and headteachers as necessary 23. Chair panels and other meetings as required 24. Deputise for the Head of Inclusion as required 25. Manage all budgets for the service within the financial management systems for Brent 26. Safeguarding is everyone's responsibility and all employees are required to act in such a way that at all times safeguards the health and well-being of children and vulnerable adults. 27. Carry out duties with due regard to the council’s customer care, equal opportunities, information governance, data protection and health and safety policies and procedures. 28. Undertake any other duties commensurate with the general level of responsibility of this post.

Knowledge and Qualifications:

 Qualified Teacher Status  Evidence of significant relevant Continuing Professional Development (CPD).  Knowledge and understanding of legislation in relation to SEND, Exclusions and Alternative Provision  Knowledge and experience of evidence based behaviour management strategies in schools  Knowledge and understanding of the curriculum and management systems in schools for pupil progress and tracking  Knowledge of safeguarding and Signs of Safety approaches

Experience:

 Track record of achievement at a management level in a similarly large and complex organisation including at a senior level in a school  Experience of managing teams that deliver services to schools  Experience of performance management of staff  Experience of working collaboratively in a multi agency environment and effective partnership working with parents and partners  Experience of budget management and financial monitoring  Experience of commissioning and management of contracts  Experience of developing strategies, policies and service initiatives
