STATE OF KANSAS KANSAS DEPARTMENT OF TRANSPORTATION

SPECIFICATIONS FOR DIESEL POWERED OFF-ROAD HYDRAULIC FORK LIFTS

The following specifications and dimensions shall apply to purchases of DIESEL POWERED OFF-ROAD HYDRAULIC FORK LIFTS for the Kansas Department of Transportation. The State reserves the right to waive minor technicalities under this specification. Federal and State laws supersede any conflicting part of this specification.

The unit shall be a current model, new and unused, under standard production by the manufacturer, and of which parts are stocked at one or more locations in Kansas or Greater Kansas City. All parts utilized on the unit shall be new and unused.

The bidder agrees, if his proposal is accepted, to guarantee the design, material and workmanship of the unit bid according to the standard factory warranty, or for one year, whichever is greater. A copy of the warranty shall accompany the bid. Warranty coverage shall include costs of transporting the unit to and from dealer’s shop, when outside a 150 mile radius of the delivery point.

Complete specifications and literature on the unit bid shall accompany the bid. Any exceptions to these specifications shall be indicated on the bid or on a separate attachment to the bid, labeled as such.

Any “or equal” or “equivalent” items for brand specified components shall be listed with the bid package. Complete description and literature on the “or equal” components shall be supplied for consideration by the KDOT. The burden of proof regarding “or equal” items will be upon the vendor.

PRE-DELIVERY SERVICE: The unit shall be delivered complete and fully operational. It shall be properly serviced, free of leaks, and all mechanical adjustments made prior to delivery. A minimum of three days notice prior to delivery shall be given to the person to whom the unit is to be shipped.

TECHNICAL SERVICE: The services of a competent technician, thoroughly trained in the use, operation and servicing of the unit, shall be furnished for a minimum period of one working day for each delivery point. The technician shall instruct the KDOT personnel in the proper use, safety, operation and preventive maintenance of the unit and to test the unit for satisfactory performance. This instruction shall be performed on a date to be agreed upon by the Shop Superintendent. Spec.: MS 143.9 Dated: 3/30/17 Page 2 of 6 FK/FORK/MEDY One shop manual, parts manual, and operator manual shall be supplied with each unit, with one additional set of each manual supplied to each delivery point. The manuals shall fully and clearly cover all components of the unit, including motors, drive systems, and attachments. DIESEL POWERED OFF-ROAD HYDRAULIC FORK LIFTS

EXCEPTIONS TO MFG. CODE SPECIFICATION SPECIFICATION

PAINT:

______All painted surfaces shall be properly primed and painted with standard factory paint.

ENGINE:

______The engine shall be diesel fueled.

______The engine shall have a minimum of 70 net horsepower and 200 foot-pound net torque. Engine shall comply with current EPA standards.

______The engine shall be equipped with a cold weather starting aid, air filter restriction indicator, and hour meter.

______The unit shall be capable of a forward speed of 18 miles per hour, minimum.

______The engine shall be governor controlled.

TRANSMISSION:

______The transmission shall be power-shift or power- reversing type with torque converter.

______The unit shall contain a minimum of four speeds forward and four reverse.

______The unit shall be two-wheel drive with power supplied to the front axle. Spec.: MS 143.9 Dated: 3/30/17 Page 3 of 6 FK/FORK/MEDY BRAKES:

______The unit shall be equipped with foot actuated hydraulic brakes and a mechanical parking brake.

______The mechanical parking brake shall be capable of holding a fully loaded truck on any grade the truck can negotiate.

______The unit shall be equipped with individual turning brakes.

STEERING:

______The unit shall have power steering on the rear wheels. Articulated units will not be accepted.

TIRES:

______The unit shall be equipped with approximately 16.9 x 24, 8 ply, R4 tires on the front and 11L x 16, 10 ply, F3 or I1 tires on the rear.

LIFT CAPACITY AND HEIGHT:

______The unit shall have a minimum lift capacity of 6,000 pounds to 12 feet at a 24 inch load center.

______The minimum lift height shall be 20 feet.

______The unit shall have a “free-lift” feature allowing the forks to elevate without moving the mast.

SIDESHIFT:

______The unit shall be equipped with a hydraulic actuated sideshift capability of 3 inches either side of center. Spec.: MS 143.9 Dated: 3/30/17 Page 4 of 6 FK/FORK/MEDY FORKS:

______The unit shall be equipped with two forks with minimum dimensions of 2" x 4" x 48", with fork extensions.

______The forks shall be capable of hydraulically adjusting fork width and capable of being hydraulically tilted 15° forward and 9° rearward.

PROTECTIVE STRUCTURE:

______The unit shall be equipped with Roll Over Protection and Falling Object Protection Structures which meet OSHA requirements.

AXLES:

______The front drive axle shall have a minimum rating of 50,000 pounds dynamic and 13,000 pounds static.

______The rear axle shall have a minimum rating of 40,000 pounds dynamic and 11,000 pounds static.

COUNTERWEIGHT:

______The unit shall contain an appropriately sized rear mounted counterweight.

ACCESSORIES:

______The unit shall be equipped with ammeter, fuel engine temperature, and oil pressure gauges located within easy view of the operator.

______The unit shall be equipped with a 12 volt electrical system.

______The unit shall be equipped with two front and two rear white work lights. Spec.: MS 143.9 Dated: 3/30/17 Page 5 of 6 FK/FORK/MEDY ACCESSORIES (Continued):

______A horn shall be installed within convenient access of the operator.

______Fenders shall be installed covering the front tires.

______The unit shall be equipped with a full suspension bucket seat with seat belt.

______The most complete anti-vandalism lockup kit offered by the factory shall be installed.

______The radiator shall contain Texaco Extended Life antifreeze to -30° protection.

______The engine exhaust shall be equipped with a muffler and contain a rain cap or shall open to the rear.

______The unit shall be equipped with a backup alarm and a slow moving vehicle emblem on the rear.

______The backup alarm shall emit a minimum of a 90 decibel high pitched “beep” at a rate of approximately 60 times per minute. The sound shall begin when transmission is shifted into reverse, with no motion necessary to activate it.

COMPLIANCE:

______The unit shall comply with the design and construction requirements established by the American National Standards Institute, B56.1. Spec.: MS 143.9 Dated: 3/30/17 Page 6 of 6 FK/FORK/MEDY BARREL HANDLING ATTACHMENTS OPTION: (when specified in the Request for Quotation, the following shall be provided):

______An attachment for mounting on the forks for handling single 55 gallon steel barrels shall be furnished with the forklift.

______A suggested unit is the Hialeah Single Barrel Lift Model DRL-DT manufactured by Equipment Company of America, Hialeah, Florida.
