 A SENSATIONAL CASE OF KIDNAPPING-CUM-MURDER OF TAXI DRIVER SOLVED  TWO ACCUSED ARRESTED

With the arrest of two accused Rajesh Kumar Das (25 years) s/o Jogender Das s/o Village Thikaha Baruraj Tola, Tehsil Motipur, District Muzafarpur (Bihar) and Anil Kumar Sah (35 years) s/o Late Shakal Dev Sah r/o Village Rareyahee, PO Kumiya, District Samastipur, Bihar, staff of PS Vasant Kunj North, South District has solved a kidnapping-cum-murder case of a Taxi Driver.

BRIEF FACTS :

On 13-09-12, Sh. Satpal Yadav, owner of “Yadav Taxi Service”, Sector-A, Pocket B & C, Vasant Kunj, Delhi visited PS Vasant Kunj (North) and reported that on 03.09.12, one person had made a call on his mobile phone and introduced himself as Sunil, Accountant in Vasant Valley School, Gurgaon. He told that a school project is going on in Bilaspur, Chhatisgarh. He requested for a vehicle to go to Bilaspur along with other persons to see the project on 04.09.12 to 09.09.12. On 04.09.12, the complainant sent an Indigo Car along with driver Suresh to pick the passengers from Sohna Road, Gurgaon. Accordingly, the driver picked up them and left for Bilaspur. When they crossed Agra, the vehicle broke down. The driver Suresh called the complainant and requested to make arrangements for another vehicle. Thereafter, the complainant sent an Innova Car along with driver Shamsher to pick the passengers from where the Indigo Car had got defected. The complainant was in constant touch with the driver Shamsher and he was supposed to come back on 09.09.12 but he did not come back. On 10.09.12, the complainant contacted Vasant Valley School, Gurgaon and came to know that no person in the name of Sunil was working as Accountant in Vasant Valley School and no request was made for any vehicle by the school staff. On this, the complainant contacted driver Shamsher and informed him about the facts came to his notice. He advised the driver Shamsher to be cautious and take care of himself because the passengers seemed to be suspicious. On 11.09.12, driver Shamsher went missing and his mobile phone was found to be switched off. In this regard, a case vide FIR No. 261/12 u/s 365IPC dated 15-09-12, PS Vasant Kunj (North) was registered and investigation was taken up.

INVESTIGATION :

A team comprising Inspr. O.P. Thakur, S.I. K.P. Singh, HC Satish, Cts. Sandeep, Sombeer, Ravinder, Vikas, Mathu Ram, Rajesh, Santosh and Roshan under the supervision of Inspr. K.P. Malik, SHO/Vasant Kunj (North) and overall supervision of Dr. Ram Gopal Naik, ACP/Vasant Vihar was formed to locate the taxi driver. During the course of investigation, the team members worked relentlessly and enquiries made from Gurgaon. The criminal intelligence was developed, which revealed that real name of Sunil is Chandan, who is resident of Jharkhand and other three persons who accompanied him to Bilaspur were identified as Saroj @ Parvez, Rajesh and Anil. The team members made intensive hunt for the accused persons and on receipt of secret information, accused Rajesh and Anil were apprehended from Gurgaon.

INTERROGATION :

During interrogation, both accused persons disclosed that driver Shamsher had informed local police in Chhatisgarh that they had hired the vehicle on fake identity and were suspicious. On this, they felt harassed and conspired to kill the driver. While they were on way from Vilaspur to Raipur, they strangulated driver Shamsher and when they confirmed that he was dead and after murder, they dumped his body at isolated place and escaped with Innova car, cash Rs. 6,000/- and mobile phone of driver Shamsher.

On 12-09-12, the dead body of driver Shamsher was found by the local villagers and they informed at PS Bango, District Korba, Chhattishgarh. In this regard, a case vide FIR No. 79/12 u/s 302/201 IPC was registered. The dead body was disposed off after conducting post mortem and later on the body was identified by the relatives of the deceased from the photographs and clothes of the deceased.

During investigation the team of P.S. Vasant Kunj conducted raids in the different places of M.P., Chattisgarh, Jharkhand & Bihar to nab the co accused Chanden and Saroj @ Parvez and to recover the Innova Car. Both the said accused persons are still absconding and efforts are being made to nab them.

1. Rajesh Kumar Das (25 years) s/o Jogender Das s/o Village Thikaha Baruraj Tola, Tehsil Motipur, District Muzafarpur (Bihar) has studied up to 12th class. He is married and his family is residing in his native village in Bihar. He works as supervisor at construction sites in Gurgaon.

2. Anil Kumar Sah (35 years) s/o Late Shakal Dev Sah r/o Village Rareyahee, PO Kumiya, District Samastipur, Bihar has studied up to 10th class. He is married and his family is residing in his native village in Bihar. He works as crane operator in Gurgaon.

BOOTLEGGER ARRESTED WITH HUGE QUANTITY OF SMUGGLED ILLICIT LIQUOR FROM HARYANA : HYUNDAI ACCENT CAR ALSO SEIZED

With the arrest of Amit, aged about 23 years s/o Subhash r/o Village Nimbari, P.S. Sadar Panipat, District Panipat, Haryana, Central District police has busted a gang of interstate bootleggers and recovered 15 boxes of illicit liquor containing 48 quarters of Besto Whiskey, 48 bottles of Besto Triple X Rum, 24 bottles of Green Label Whiskey, 18 bottles of Johns Original Choice Rose Deluxe Whiskey and 12 bottles of Party Special Deluxe Whiskey have been recovered from his possession.

INFORMATION, TEAM AND OPERATION

With a view to keep a check on bootlegging in the area, a special drive was launched against the bootleggers in Central District. On 23.09.12, a secret information was received that a grey colour Accent car carrying huge quantity of illicit liquor would come from Punjabi Bagh and go towards Yamuna Vihar, Delhi. On receipt of this information, a team comprising of Inspr. Dalbir Singh, SHO/Anand Parvat, SI Pardeep Kumar, Ct. Manjeet and Ct. Ashok was constituted under the close supervision of Sh. J.K. Sharma, ACP/Patel Nagar, Central District, Delhi.

The team started vehicle checking with barricading near Industrial Area, Anand Parvat in the area of P.S. Anand Parvat. During vehicle checking, one grey colour Accent car was spotted and was signalled to stop but the driver reversed the car and tried to flee away. He was overpowered and on search, 15 boxes of illicit liquor containing 48 quarters of Besto Whiskey, 48 bottles of Besto Triple X Rum, 24 bottles of Green Label Whiskey, 18 bottles of Johns Original Choice Rose Deluxe Whiskey and 12 bottles of Party Special Deluxe Whiskey were recovered from the car. Consequently, a case vide FIR No. 115/12 under section 33/58 of Delhi Excise Act was registered at P.S. Anand Parvat. The vehicle has also been seized by the police.

INTERROGATION

On sustained interrogation, accused person revealed his identity as Amit, aged about 23 years s/o Subhash r/o Village Nimbari, P.S. Sadar Panipat, District Panipat, Haryana. Accused Amit disclosed that he is working as a helper in a Car Accessory shop at Panipat (Haryana). Accused Amit further disclosed that one person namely Kallu met him at Panipat Haryana and told to supply illicit liquor in Shyamli (U.P.) and will get handsome money for supply. Accused Amit was in dire need of money. He accepted the offer given by Kallu to earn quick money.

Further investigation / interrogation is in progress and efforts are being made to arrest Kallu, who is still at large.

RECOVERY

15 boxes of illicit liquor containing 48 quarters of Besto Whiskey, 48 bottles of Besto Triple X Rum, 24 bottles of Green Label Whiskey, 18 bottles of Johns Original Choice Rose Deluxe Whiskey and 12 bottles of Party Special Deluxe Whiskey.

PROFILE

1. Amit s/o Subhash r/o Village Nimbari, P.S. Sadar Panipat, District Panipat, Haryana is 23 years old and has studied up to 8th class. He has one brother and one sister. To fulfill his daily financial needs, he used to work as a helper in Car Accessory shop at Panipat (Haryana). However to earn quick money, he committed the crime.

The staff of P.S Kapashera has arrested a proclaimed offender namely Sultan Ali (aged-25 yrs.)s/o Abdul Suleman r/o Rohilla ka Makan, Khedki Mod, Dhankot, Distt. Gurgaon, Haryana. He was declared Proclaimed Offender in an attempt to murder case of Police Station Kapashera in case FIR No.438/08 u/s 307/34 IPC & 27A.Act PS Dwarka Sec-23 by the Hon’ble Court of Sh. Sanjay Bansal ACMM Dwarka Court, New Delhi.

GIST OF THE CASE:- On the intervening night of 11-12/07/2008 at about 1:15 am, complainant Muzamil Firdous and friends viz. Zulfkar and Javed Kalokari were returning to their homes after taking dinner, in Santro car No. DL-2CD-8679. When they reached near Sec.17 Dwarka, suddenly 3-4 boys aged between 20 to 25 years came and started beating window panes of the car which was moving slowly owing to road blockage. When complainant refused to open window panes, above boys opened fire for no rhyme or reasons. Complainant tried to escape by taking the car back in reverse gear, but the assailant again fired. One round pierced through the chin of Muzamil and through thumb & thigh of Julfikar. Upon this a case vide FIR No. 438/08 U/s 307/34 IPC was registered at Sec.17, Dwarka. During course of investigation 3 associates of accused Sultan Ali S/o Abdul Suleman were nailed down and accused Sultan Ali remained at large. OPERATION

Initially the case was worked out with the arrest of three persons and a special investigation team was formed to nab the absconding accused person. A massive man hunt was launched and possible hideouts i.e FarukhNagar, Dhankot, Gurgaon, Nizammuddin etc. were raided but every time the absconding accused person was escaped narrowly from the dragnet of police. On 17/07/2012 accused Sultan Ali was declared Proclaimed offender from the Hon’ble Court of Sh. Sanjay Bansal , ACMM Dwarka Courts New Delhi. Sources were infiltrated, help of technical surveillance was also sought but no worthwhile information oozed out. The team comprising HC Amar Singh No.-29/SW, HC Sunder No.-38/SW and HC Puran No.-91/SW of police station Kapashera was constituted, which was dedicated enough and kept continue the mammoth efforts. Finally the efforts bore fruits and on 23/09/12 after a tip off accused Sultan Ali was nabbed from Lal Maszid, Kabristan, Lodhi Raod, Nizzamuddin, Delhi and after established proper identity he was booked u/s 41.1(c) Cr.P.C. PS Kapashera New Delhi.

INTERROGATION

Sultan Ali s/o Abdul Suleman was subjected to sustained interrogation. Initially he tried to hood wink the police by saying that on the day of incident he was not in the area and nothing to do with an attempt to murder case of Muzamil Firdous, but cross questioning broke him down and spelt the beans. He revealed that his younger brother Mohd. Ali is also a desperate criminal, who tried to kill police officials of Dwarka in the year 2009. On the fateful day he and his associates had planned to rob a car, but the car occupant resisted vehemently and could not succeed to take away their car. Since his associates had nabbed by the police, he was frequently changing addresses with intent to escape from police.

South East District Police has arrested five desperate robbers while they were planning to rob the cash of CNG Pump at Sarai Kale Khan in night intervening 22/23.09.12. They used to give lift in their TSR to the persons waiting for buses/auto rickshaws in the late night and rob them of their cash and valuables at gunpoint and thereafter throw them at lonely places in nearby NCR region. One country made pistol with two live cartridge, three button activated knives, mobile phones and TSR used in commission of crime have been recovered from them.

INCIDENT, TEAM & ARREST:

On 16.09.2012, Sh. Bal Mukund @ Mukesh s/o Govind Parsad R/O Shiv Mandir, F- block, Khajoori Khas, Delhi reported at Police Station Sun Light Colony that on 16.09.12 at around 01:00 P.M. while he was waiting for a bus at Sarai Kale Khan bus terminus to go to Khajoori Khas, a TSR stopped near him in which two persons were sitting and they offered him lift. He took lift and sat on rear seat along with two persons. When the TSR had reached near Millennium Park flyover they robed his 22,000/- rupees and thrown him near road. On his complaint, a case vide FIR No. 375/12 was registered at Police Station Sun Light Colony, Delhi and investigation taken up. Several similar incidents were also reported in Delhi and NCR which created fear in the minds of general public who usually travel in buses and autos. To solve these incidents and to arrest criminals involved in these incidents, several teams were constituted in South East District. A team of Police Station Sun Light Colony of South East District consisting of SI Jatan Singh I/C PP Sarai Kale Khan, SI Sambhu Shah, HC’s Parmod Kumar, Mahender Singh, Mukesh Kumar, Awdesh Kumar, Veer Bhan, Ct.’s Dhrambir, Lakhmichand, Sudesh and Harender was also formed under the supervision of Inspector Sunil Kumar SHO Sun Light Colony and Sh. Data Ram, ACP/NFC, to identify and apprehend the criminals involved in these cases.

The team so formed worked relentlessly to collect the information and deployed their informers. The hard work of team bore fruit and it came to fore that a gang of robbers headed by Nafees @ Ganja who previously involved in such type of criminal activities might be involved in these incidents. So

team started locating Nafees @ Ganja and specific task was given to their reliable informer to collect the information about Nafees @ Ganja. On 22.09.2012 specific information was received through a reliable source to above mentioned team that Nafees @ Ganja along with his gang members would come near sarai kale bus stand to commit crime. At about 09.30 PM five persons were came in a TSR and gathered near Kamal Ka Talab, Sarai Kale Khan. They were identified by the informer as Nafees @ Ganja and his associates. The team acted very swiftly and nabbed Nafees @ Ganja and his associates while they were planning to rob the cash of CNG pump of Sarai Kale Khan. One country made pistol along with two live cartridges was recovered from the possession of Nafees @ Ganja and three button activated knives were also recovered from other associates. A case vide FIR no 377/12 u/s 399/402 IPC & 25 Arms Act PS Sun Light Colony Delhi was registered and all accused persons have been arrested in this case. Three other Arms Act cases were also registered against them vide FIR no.’s 378/12, 379/12, and 380/12.

INTERROGATION:

On sustained interrogation, it was revealed that on 16/09/12 Nafees @ Ganja along with two of his associates namely Parmod and Rahees was roaming near sarai kale khan bus terminus in search of target. When they reached near bus stand they saw a person waiting for bus. Nafees asked him for lift on cheaper rates. He sat in TSR and when they reached a lonely place near Millennium Park they robbed the cash and other valuable items from him and dumped him. They also disclosed their involvements in several other cases of similar modus operandi which are being verified.

 WORTH RS. 10-12 LAKHS ORNAMENTS STOLEN FROM TEMPLE RECOVERED

INCIDENT

On 16.9.12, three persons were carrying out POP work in a temple situated at 2 nd Floor, 86, Kapil Vihar, Pitam Pura, Delhi. Priest of the temple was also present in the temple. At about 5 PM, Mr. Dinesh Sharma, Priest fell asleep and when awoke, he noticed that the precious ornaments made of gold and silver worth Rs. 10-12 lacs along with wearing by the idols in the temple were missing and POP workers were also not there. He immediately reported the matter to the house owner. Accordingly, a case vide FIR No. 63/12 u/s 380/34 IPC PS Subhash Place was registered and investigation was taken up.

TEAM

A team comprising of SI M.P. Saini, HC Jai Pal No. 367/NW, Ct. Manoj No. 1234/NW under the leadership of Inspr. Om Dutt Vats, ATO/Subhash Place under the overall supervision of Sh. Ashish Anan, ACP/Saraswati Vihar was formed.

INVESTIGATION AND INTERROGATION

During investigation, it came to notice that the POP workers were arranged by one petty contractor of Wazirpur Industrial Area. During sustained interrogation, contractor revealed that the workers belong to Eastern UP. Electronic surveillance was conducted and raiding team was dispatched to nab the culprits and to recover the stolen property. On 19.9.12, three boys namely Dinesh (aged 24 years), Panne Lal @ Pramod and one Juvenile were apprehended from Khajuria Choraha village Dushia, District-Maharaj Ganj, UP when they were trying to dispose off the stolen ornaments. At their instance, 5 golden chains, two gold flutes, one gold mangalsutra and 4 gold necklaces, two pairs of gold earrings, two pairs of gold bangles, one silver pot and one pair of 'Charan Padukayein' and one silver spoon were recovered. Both Dinesh and Panne Lal @ Pramod were arrested and the juvenile was handed over to his parents with the instructions that they would produce him before the Juvenile Justice Board. RECOVERY :

SUPERVISOR ARRESTED FOR BREACHING THE TRUST OF HIS EMPLOYER

INTRODUCTION:

With the arrest of one accused persons namely Gopal Sharma, the staff of PS Keshav Puram of North West District has solved a case of Criminal Breach of Trust. The accused person used to work as a supervisor in Ahuja Floor Mill, C-6/11 Lawrence Road industrial Area, Delhi. On 22.92012, when he was sent to collect the payment from parties, he absconded after collecting the payment along with the scooter of the Mill.

INCIDENT:

On 22.9.2012, owner Raj KUMAR handed over bills to the Supervisor Gopal Sharma to collect the huge payments from the parties. Gopal Sharma went on Vespa scooter bearing No. DL10SD 2071. He absconded after collecting the payment along with the scooter of the Mill. Accordingly, a case vide FIR No. 276/12 u/s 408 IPC was registered at PS Keshav Puram Delhi and the investigation was taken up.

INVESTIGATION:

During investigation, the labourers of the Mill were thoroughly interrogated. Relatives of the absconded Gopal Sharma was contacted. A raid was conducted at Delhi as well as Jaipur, Rajasthan. Accused Gopal Sharma was arrested and Rs. 10,27,985/-, two cheques, three bills and scooter have been recovered at the instance of accused Gopal Sharma

INTERROGATION:

During interrogation, accused Gopal Sharma revealed that after collecting payment, he went to Bhardurgarh and parked the scooter in front of Mission hospital near Bus Stand and flew away to his native village along with the payment.

PROFILE: Gopal Sharma s/o Babu Lal Sharma r/o Vill Kanwarpura, Hari Chandpura, Distt. Jaipur, Rajasthan is 12th pass. He is married and having one daughter age about three years. His parents reside in his native village.

INFORMATION AND OPERATION

On 23/9/2012, while HC Raj Kumar No 270/W and Ct. Udham Singh No 2937/W were deployed on picket for checking at Ganda Nala, Tilak Nagar, one Motor Cycle came from Sant Nagar Extn. When Police tried to stop it for checking, the Motor Cycle borne youth took a U-turn but he was apprehended by the HC Raj Kumar along with Ct. Udham Singh. Later on he was identified as Manohar S/o Kartar Singh R/o H. No B-81-C Tilak Vihar Tilak Nagar. During enquiry the M/Cycle was found to be stolen from the area of Sant Nagar, Tilak Nagar, vide FIR No. 373/12, dated 23/9/12. On sustained interrogation he has confessed that the above said motor cycle was stolen from sant Nagar Tilak Nagar along with with his friend namely Sukhvinder S/o Kulwant Singh R/o A-14C, Tilak Nagar New Delhi. He is still absconding from the given address. Accused Manohar S/o Kartar Singh R/o H. No B-81-C Tilak Vihar, Tilak Nagar has been arrested in this case and previously involved in 16 cases in Delhi.

SOUTH WEST DISTT. Dated: 24.09.2012 MOBILE PHONE THIEF PREVIOUSLY INVOLVED IN THREE CASES NABBED AND ELEVEN MOBILE PHONES RECOVERED. Highlights:-  DEDICATED TEAM NABBED A MOBILE THIEF AND WORKED OUT A CASE OF MOBILE THEFT.  STOLEN 11 MOBILE PHONES AND CASH RECOVERED With the arrest of a thief namely Mukesh @Lefty (aged-20) s/oHarichand r/o H.No.18, Bijwasan, Delhi, Police Station Kapashera, South-West District has worked out a case of mobile theft and recovered 11 stolen mobile phones & cash. GIST OF CASE On the night intervening 22-23/9/2012 at about 3.30 am the picket staff at Kapas Hera border noticed a young boy running from side lane, who was being chased by a person. The alert picket staff namely Ct. Rakesh and Ct. Harish also started chasing and caught him after some distance. In the meanwhile the chaser also reached at the spot and informed the police that the person who was identified later as Mukesh @ Lefty had stolen his two mobile phones i.e one phone make of Samsung Galaxy and another phone was of china make. Complainant alleged that he was sleeping in the room, upon noticing movement and lights in his room, he woke up and noticed that this accused stole his 2 mobile phones and was fleeing. He raised an alarm but in the meanwhile the accused started running and he also started chasing. Cursory search of the accused was effected, 11 mobile phones and cash Rs. 1120/- were recovered from his possession. On the basis of incident and recovery of phones, a case vide FIR No. 160/12 u/s 457/380/411 IPC PS Kapashera was registered. Ownership of the remaining phones etc. are being ascertained. INTERROGATION Interrogation of the accused was conducted by SI Vijendar of PS Kapas Hera. Accused who is already involved in 3 other cases of theft, revealed that he had committed theft of phones from the rented rooms of persons working in Udyog Vihar Gurgaon. He often targets rooms having single doors which are not closed for ventilation purposes.  GANG OF INTER-STATE BURGLERS BUSTED  10 ACCUSED PERSONS ARRESTED.

Staff of PS Hauz Khas busted a gang of interstate burglars and arrested 10 accused persons, who were involved in thefts in the shops / showrooms by lifting the shutter using iron rod / jack without breaking the locks of the shutter.

INCIDENT :

One such incident of shop burglary was reported at Samsung Showroom Plaza at shop No 6, DAV School Building, Yusuf Sarai Market, New Delhi on 21.09.12 vide DD No. 11 A PS Hauz Khas. On visiting the spot, the complainant Sh. Sanjay Bakshi, owner of the showroom reported that at around 6 AM, the Security Guard of the market informed him that the shutter of his showroom is bent and lifted upwards about one foot from the floor. On inspection, the complainant found that about 20 Samsung mobile phones / tablets, 10 Cameras (Samsung) worth about 4 lacs and cash Rs. 85, 900/- had been stolen. In this regard, a case vide FIR No. 264/12 u/s 457/380 IPC was registered at PS Hauz Khas and investigation was taken up.

INVESTIGATION :

During minute inspection of the crime scene, one mobile phone (make Nokia) was found on the spot, which on verification was neither found belonging to the owner nor to the employees of the showroom. Further scrutiny of the mobile revealed that it had a number of Bihar Circle and had got some missed calls and communications made during the period when the crime took place. It confirmed that the mobile belongs to the member of gang which has committed the burglary in the showroom and has been accidentally left behind the shoproom.

A special team comprising Inspr. Neeraj Chaudhary, Inspr. Rajesh Brar, SI Harpal, SI Mithlesh, SI Naveen, HC Rajesh, HC Kartar, HC Nribhay, Ct Rakesh, Ct Ravi, Ct Sunil, Ct Alam, Ct Jitender and Ct Ramesh was constituted under the leadership of Inspr. Kulbir Singh, SHO/Hauz Khas and overall supervision of Sh. S. Saravanan, ACP/Hauz Khas to apprehend the criminals. During the course of investigation, the team developed criminal intelligence, which revealed that the accused persons are staying in the area of village Jamrudpur, Greater Kailash, New Delhi and the gang moves out early morning wee hours at about 04:30 – 5:00 AM. Accordingly, the team was briefed and deployed in plain clothes at all the exit points of the village and the adjoining areas. Besides, a team was dispatched to District Motihari, Bihar, the native place of the subscriber Rameshwar Mehto for nabbing accused and recovery of stolen property, if accused left Delhi.

The hard work of team yielded results and accused persons Rameshwar Mehto, Mohammad Israfil @ Jugnu, Bignesh Jaswal, Pramod Shah, Vijay Kumar, Jafar Ansari, Sriram Shah, Mumtaj Alam, Amal Mathur and Ranjit Kumar were apprehended by the team, when the accused persons came out in different small groups for committing the crime. Their further sustained interrogation revealed that they have came to Delhi about 10 days back and have taken two rooms on rent showing themselves as workers in embroidery / stitching workshops. From the search of their rented accommodation at 54, Jamrudpur, New Delhi, 5 Samsung Mobile Phones, cash Rs 50,000/-, one lock cutter, screwdriver and shutter opening lever used in commission of crime was recovered from the rooms of accused persons. Their further interrogation with regard to the remaining case property and associates revealed that their two associates namely Uppender @ Tadi and Santosh Kumar have already left after committing the crime with remaining stolen articles i.e. Mobile Phones / Tablets, Cameras for the their native village at Ghodasahan, PS Ghodasahan, Mohalla Jagdamba Nagar, District Motihari, East Chamaparan, Bihar for disposing off the same in Nepal as the Nepal Border is hardly 3 Kms away from their native place.

INTERROGATION / MODUS OPERANDI :

The sustained interrogation of the accused revealed that the group consists of 10-12 persons. The main kingpins of this gang are Uppender Tadi, Santosh Kumar and Mohd. Israfil @ Jugnu rope in other associates belonging to their native place i.e. Village Ghodasahan, District Motihari, Bihar for good gain and quick money. These persons lured the young youths of their native place to Delhi and other Metro Cities. Then, they would hire a cheap rented accommodation near the targeted area. The gang used to part into 3-4 small groups and conducts recee in different areas / markets. Then, they would select the target and choose early wee hours around 5 AM to strike as the accused persons collected information / have knowledge regarding the timings of police patrolling. Then, the group lift the shutter of the targeted shop with the help of iron rods and by fixing car jack in the created gap. Then, Upender Tari and Mumtaj would enter the shop by crawling, taking benefit of their slim built. Then, they would steal all the costly / expensive small items like mobile, cameras and cash available in the shop and would leave the spot in small groups. During the investigation of the case, the undersigned spoken to Sh. Ganesh Kumar, SSP/Motihari, Bihar in this regard who immediately rendered all help and assistance to the police team which reached Motihari for further investigation. Further investigation of the case is in progress and a team is stationed at native place of accused person at Bihar and at the border of Nepal to keep track on the absconding accused Santosh and Uppender Tadi and with their arrest more recoveries are accepted.

The salient feature of this gang are as follows:-

 The main kingpins of the gang viz. Uppender Tadi, Santosh and Jugnu used to rope in other fresh members for each visit to a city under the pretext of giving them good returns in short period.

 They carry SIM Cards of Bihar Circle in their mobile phone which are difficult to track down in Delhi and other cities because they are in roaming.

 They would also obtain mobile phones with fake IDs or the IDs obtained during their temporary visit / stay to different places where they no longer resides.

 They will hire a rented accommodation in village / unauthorized colonies, presenting themselves as embroidery / stitching workers.

 They will choose the time of early morning wee hours between 5-6 AM, when the local police patrolling staff as well as the guard / chowkidar are changing duties.

 The gang members depart in small different groups and take positions all around the shop / showroom to be targeted to keep complete watch and the core group stationed itself just outside the shutter of showroom.

 The core group would disguised as normal passerby and cover the shutter by lying / sitting or putting bed sheets in front of the shutter. The other two guys would lift the shutter with the help of iron rod / jack and would enter the showroom to commits the burglary.

 During this complete operation, the group inside the showroom will be in constant touch with the other members, standing outside via mobile phones, who would alert them in case of somebody approaches the place.

 Soon after committing the burglary, one / two persons will immediately depart to their native place / Nepal with the stolen property for its disposal.

PROFILE OF ACCUSED PERSONS :

1. Rameshwar Mehto (35 years) s/o Joginder Mehto r/o Village Dhundiya, PO Dhundiya Bhijwani, PS Jitana, District Motihari, East Chamaparan, Bihar is married. He has earlier also came to Delhi and worked for a short period in Gurgaon, Haryana. He was promised good return in a short period of stay in Delhi. His mobile phone was used by accused Upender @ Tadi during the crime to communicate with other accused persons who were present outside the shop. His role in the gang is to keep watch in the surroundings of the shop / showroom and alert the other members, if somebody approaches the place of crime.

2. Mohammad Israfil @ Jugnu (37 years) s/o Rajjaq Miyan r/o VPO Ghodasahan, PS Ghodasahan, District Motihari, East Chamaparan, Bihar is married and has 5 children. He is a school dropout and runs a vegetable shop at his native village. He came in contact with accused Jugnu, Uppender Tadi and Santosh Kumar and joined them in the crime. They have been roping in youths from their native village and surrounding area with a promise to get them good handsome returns in a short period. Besides, tours to big metro cities like Delhi also attract to join them. He has also applied for a PAN Card at Pune, Maharastra address and keeps it ready for misguiding his identity and actual native place. 3. Bignesh Jaswal (27 years) s/o late Mahender Prasad r/o VPO Ghodasahan, PS Ghodasahan, District Motihari, East Chamaparan, Bihar is illiterate and running a tea shop in his native village. He was also brought by the main accused persons for quick earnings and become the part of the gang. His mobile phone was used by Santosh, one of the main Kingpins, who was keeping watch outside the showroom and communicating with Uppender @ Tadi who was committing the crime inside the showroom.

4. Pramod Shah (26 years) s/o Jagdish Shah r/o Village Bhijwani, PO Ghodasahan, PS Jitna, District Motihari, East Chamaparan, Bihar is illiterate and is a scrap vendor in his native village. He was also brought by the main accused persons for quick earnings and become the part of the gang. His role in the gang is to keep watch in the surroundings of the shop / showroom and alert the other members, if somebody approaches the place of crime.

5. Vijay Kumar (28 years) s/o Ramji Shah r/o Village Bajar Road, PS Ghodasahan, District Motihari, East Chamaparan, Bihar is illiterate. He is married and has one daughter. He earns his livelihood by selling vegetables in his native village. He also came into the contact of gang leaders and joined them to earn quick money.

6. Jafar Ansari (38 years) s/o Tahir Ansari r/o Village Dhundiya, PO Sathola, PS Jitna, District Motihari, East Chamaparan, Bihar is illiterate. He is a tailor by profession at his native village. Earlier, he has also worked in Indore, MP and has got issued a Driving License at MP address. For further committing the crime, two SIM Cards were purchased by the gang using that driving license as ID from Paharganj, after landing at Delhi Railway Station.

7. Sriram Shah (27 years) s/o Rameshwar Shah r/o VPO Ghodasahan, PS Ghodasahan, District Motihari, East Champaran, Bihar is illiterate. He is a painter at his native village. He was given money by accused Jugnu for purchasing mobile and SIM of Bihar Circle before departing for Delhi. He was also brought by the main accused persons for quick earnings and become the part of the gang.

8. Mumtaj Alam (22 years) s/o Rasool Miyan r/o VPO Ghodasahan, District Motihari, East Champaran, Bihar is a school dropout. He is married. He works as tailor with his father at his native place. He is the one who entered showroom along with co-accused Uppender Tadi and committed theft of cash, mobile phone and cameras from the showroom.

9. Amal Mahtho (36 years) s/o Dinanath Mahtho r/o PS Ghumiyan, PO Nanoora, PS Ghodasahan, District Motihari, East Champaran, Bihar is illiterate and married. He used to work as a farmer in this native place.

10. Ranjit Kumar (25 years) s/o Mohan Prasad r/o VPO Ghodasahan, PS Ghodasahan, District Motihari, East Champaran, Bihar is married and works as labour. He has earlier came to Delhi in 2010-11 and worked as labour at the construction sites of DMRC.

1. Whereas, a large number of private courier services operate in and around the capital to facilitate sending of goods through courier across the country.

2. And whereas, it has been noticed that the private courier services generally book goods or items to be transferred on the face value of the courier sender without bothering to verify his or her address thereby paving the way for unscrupulous persons using the courier services for illegal activities.

3. And whereas, instances have come to notice where criminals have used courier services to send incriminatory items, contraband and even dead bodies in the guise of courier.

4. And whereas, it has also been observed that the record of courier senders are not kept by the courier services or agents engaged in the business of facilitating courier of goods making it difficult for the investigation agencies to identify the culprits behind such crimes.

5. And whereas, it is thus rendered imperative to put regulatory check on the private courier services who deal in booking and sending goods from one place to another so that the anti social elements may not be able to use them to send incriminatory things through them and it is felt that immediate action is necessary in this regard.

6. Now, therefore, in exercise of the powers conferred upon me by virtue of Section 144 of the Criminal Procedure Code, 1973(No. 2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U- 11036/(i)/ UTL, dated- 09/09/2010, I, Dr. RAJEEV SHARMA, Assistant Commissioner of Police, Sub-Division Kalkaji, South-East District, Delhi, do hereby make this written order that all such private courier services or agents who deal in booking and sending goods in the jurisdiction of Sub-Division Kalkaji, South-East District, Delhi shall :-

(a) Maintain a register of courier senders and detail of goods to be sent through courier.

(b) Keep copies of identification documents like election card, ration card, PAN card, Driving License etc. of the courier sender for access by the police as and when required. .

(c) Cross-check from the concerned company or office if its representative or employee approaches for getting the goods booked for courier in case sender is acting on behalf of a company or office or organization.

(d) Generally satisfy self about the goods before accepting the packet / parcel booked for courier.

(i) Install CCTV with sufficient number of cameras and recording system with play back facility, to cover booking office and the area where goods are to be kept. The CCTV should monitor anyone coming for booking a courier. (ii) The recording system shall preserve a digital record of CCTV coverage for not less than 30 days. (iii) The private courier service or agent shall cause to copy the CCTV coverage on a CD and hand over to the police whenever demanded. (iv) Inform the nearby police station if the courier sender of the goods is found suspicious. 7. These orders shall come into force with effect from 24.09.12and shall remain in force for a period of 60 days i.e. up to 22.11.2012 (both days inclusive) unless withdrawn earlier.

8. Any person dealing in business of courier services or agent who contravenes this order shall be liable to be punished in accordance with the provisions of Section 188 of the Indian Penal Code.

9. As the notice cannot be served individually on all concerned, the order is hereby passed ex-parte. It shall be published for the information of the public through the press and by affixing copies on the notice board of the offices of all District DCsP, Addl. 1. Whereas, there is a mushrooming of BPOs (Business process outsourcing Centres) prominently known as Call Centres, Corporate and Media Houses in Delhi and other parts of the NCR offering employment opportunity for the youths.

2. And whereas, the employees including young women from across the country have been staying in various parts of Delhi while their work place may be in the NCR region and their employers are providing cab services for the purpose of picking up and dropping them from their places of stay to office and back. As these organizations are functioning round the clock, the cabs are ferrying employees even at late night hours. Such employers are reported to have hired cabs on contract basis and have not been able to properly monitor these cab operators and their drivers for ensuring safe and secure transportation of the employees resulting in grave danger to human life, safety and security of the employees, especially of women employees.

3. And whereas, it has come to notice that certain criminal and antisocial elements look for soft targets, particularly during the odd hours and the women employees who travel during late night hours are vulnerable to crime and criminal acts by such elements, if they are not dropped securely and safely at their places of stay.

4. And whereas, it is rendered imperative to put some regulatory checks on organizations having such service of picking and dropping their employees and the transporters, security agencies, drivers and security guards involved in the same so that anti-social and criminal elements may not cause danger to human life and safety and their property and it is felt that immediate action is necessary in this regard.

5. Now, therefore, in exercise of the powers conferred upon me by the virtue of section 144 Cr.P.C. 1973 (No. 2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U-11036/(i) UTL dated 09.09.2010. I, Satish Yadav, ACP/Punjabi Bagh, do hereby make this written order that all such organizations like BPOs, Corporate and Media Houses, having the system of picking up and dropping their employees and the concerned transporters, security agencies, drivers and security guards in the jurisdiction of Sub-Division Punjabi Bagh, West District, Delhi shall :-

a. Maintain a database of all employees, security personnel, cab drivers and contractual workers working with them, for access by the police as and when required. b. Hire the security personnel and other contractual personnel as far as possible from licensed agencies only.

c. Ensure verification of antecedents of all their employees including contractual employees.

d. Ensure that women employees are not made to travel alone with the cab driver and a duly verified security guard or a male colleague (Regular employee of the company) is invariably deployed in each cab carrying women staff during night hours i.e. 8 PM to 7 AM.

e. Choose the route in such a manner that as far as possible a woman employee is not the first one to be picked up or the last one to be dropped.

f. Ensure that during the night hours cab involved in transportation of women employees picks up and drops such employees right at their houses, remains halted at the point where a woman employee has been dropped till she confirms about her arrival/reaching at their residence/place of stay through a telephone call.

g. Ensure that, whenever the house of a woman employee is so located that the approach road is not motorable, the duly verified security guard or the male colleague, during night hours, accompanies the employee on foot up to her house and takes a confirmation about her safe arrival.

h. Exercise effective check and control on the vehicle’s movement in order to check any unwarranted activities of the cab drivers, such as picking up strangers, straying away from the designed route etc.

i. Get GPS System installed in the cabs used in transportation of such employees, especially women employees.

6. These orders shall come into force with effect from 26.09.12 and shall remain in force for a period of 60 days i.e. up to 24.11.12 (Both Days Inclusive) unless withdrawn earlier.

7. Any person / employer / transporter etc. contravening these orders shall be liable to be punished in accordance with the provision of Sec. 188 of the IPC, and 8. Whereas a large number of complaints are being received that people purchasing liquor from liquor vends often start consuming the same in front of the liquor vend itself or at other public places. Vendors selling eatables and juices, at times, also station themselves unauthorizedly outside liquor vends which further facilitates this undesirable activity. Sometime, ‘Baratis’ of marriage processions also openly drink liquor etc. on the roads while the Barats are moving. Drinking in public is a nuisance with a serious potential to result in brawls and quarrels causing serious injuries/death and damage to public and private property. This affects the peace and tranquility of the area and creates problems in maintaining law and order. It is also a punishable offence under section 40 of The Delhi Excise Act, 2009 (Delhi Act 10 of 2010).

2. And whereas it is necessary to take speedy measures in this regard to prevent danger to human life or safety and to thwart/prevent un-toward incidents which may affect the peace and tranquility of the area.

3. Now, therefore, in exercise of the powers conferred upon me by Section 144 Criminal Procedure Code, 1973 (No. 2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U-11036/(i) UTL dated 09.09.2010, I, Satish Yadav, ACP, Punjabi Bagh, West District, Delhi do hereby make this written order to do the following, for strict compliance by the owners of such liquor vends in the area of Sub Division Punjabi Bagh, West District:-

a) Install CCTV with sufficient number of cameras and recording system with play back facility, to cover up to 50 meters area in front of the shop. The CCTV should monitor anyone consuming liquor or facilitating consumption of liquor or any unauthorized vendor stationed in the coverage area. b) The recording system shall preserve a digital record of CCTV coverage for not less than 10 days. c) The vend owner or his agent shall cause to copy the CCTV coverage on a CD and hand over to the police whenever demanded. d) Before starting sales for the day, the Manager of the liquor vend should ensure that the CCTV system is in proper working order and in case any defect is noticed, immediate action to get it rectified should be taken. An entry should be made in the register and intimation in writing should be sent to the Police Station simultaneously to be got duly received from the Duty Officer of the Police Station mentioning Daily Diary Number on the intimation. e) During the course of monitoring of the CCTV System, the Manager or anyone specifically designated by the Manager for real time monitoring of the CCTV shall immediately inform the Police Control Room at telephone No.100 and also the nearest Police Station in case any illegal drinking in public or unauthorized vendor is noticed in the CCTV coverage area. f) The vend owner shall display prominently at least two bilingual sign boards mentioning that drinking in public places is an offence and standing of unauthorized vendors outside the liquor shop is strictly prohibited. Telephone number of nearest Police Station shall also be mentioned on the sign board. 4. Whereas report have been received that due to the situation prevailing in the area of Police stations of West District, it is apprehended that terrorist/anti-social elements may seek hideouts in the residential areas of the said Police Stations/West District and there is every likelihood of breach of peace and disturbance of public tranquility and also there is grave danger to human life, safety and injury to public property on that account.

2. And whereas it is necessary that some checks should be put on landlords/tenets so that terrorists/anti-social elements in the guise of tenants may not cause explosion, riots, shoot outs, affray etc. and that immediate action is necessary for the prevention of the same.

3. Now, therefore, I, Satish Yadav, Asstt. Commissioner of Police, Sub-Division Punjabi Bagh, West District, Delhi in exercise of the power conferred upon me under section 144 Cr. P.C. 1973 (No.2 of 1974) read with Govt. of India, Ministry of Home Affairs, and Notification No. U-11036/1/2010-UTL, dated 09.09.2010 do hereby order that no landlord/owner/person of any house/property which falls under the jurisdiction of Sub-Division Punjabi Bagh, West District, Delhi shall let/sublet/rent out any accommodation to any person unless and until he has furnish the particulars of the said tenant(s) to the Station House Officer of the Police Station concerned. All persons who intend to take accommodation on rent shall inform in writing in this regard to the Station House Officer concerned in whose jurisdiction the premises fall. The persons dealing in property business shall also inform in writing to the Station House Officer concerned, in whose jurisdiction the premises fall about the particulars of the said tenants.

O R D E R Whereas a large number of commercial places/shops have come up in West Distt., Delhi which are popularly known as Cyber Cafes and a large number of people visit them to use the facilities available in such places including e-mail facility.

1) And whereas it has come to notice that certain criminal anti-social elements/terrorists are using these facilities to mislead the security/investigating agencies, create panic in the public, endanger the security of VVIPs and Govt. Institutions help in the terrorist activities directly affecting the security of the State.

2) And whereas it is necessary to take speedy measures in this behalf to prevent danger to human life of safety, to thwart/prevent terrorist activities, which may affect the security of the State and disturbance of public order and tranquility.

3) Now, therefore, I, Satish Yadav, Assistant Commissioner of Police, Sub Division Punjabi Bagh, West District, Delhi in exercise of the power conferred upon me under Section 144 Criminal Procedure Code, 1973 (No. 2 1974) read with Govt. of India Ministry of Home Affairs, New Delhi’s Notification No. U-11036/ (i) UTL dated 09.09.2010, do hereby make this written order for strict compliance by the owners of such Cyber Cafes in the entire Sub Division Punjabi Bagh, West District, Delhi.

(a) Prohibiting the use of Cyber Café by unknown person and whose identity has not been established by the owner of Café.

(b) Maintaining a register for identity of the visitor/user.

(c) Make an entry in the handwriting of the visitor/user mentioning name, address telephone number and identity proof. The visitor/user shall also sign the register kept for this purpose.

(d) The identity of the visitor/user shall be established through identity card, voter card, ration card, driving license, passport and photo credit card (any one of them).

(e) Activity server log should be preserved in main server and its record should be preserved for at least six months.

(f) If and activity of the visit is of a suspicious nature the owner of Cyber Café will immediately inform the police station

(g) Record be maintained about the specific computer used by the person, and

(h) Make sure that the users of Cyber Café are photographed on continuous basis and a record of the same is being maintained properly.

2. And whereas to prevent annoyance to public, danger to human life and disturbance to public tranquility, it is necessary to take speedy measures to prevent the forming of such gathering of persons in the late hours of the night.

3. Now, therefore, in exercise of the powers conferred upon me by Section 144 Criminal Procedure Code, 1973 (No. 2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U-11036/(i) UTL dated 09.09.2010, I, Satish Yadav, ACP, Punjabi Bagh, West District, Delhi do hereby make this written order, prohibit pan cigarette and aerated drinks shop being kept open after 01:00 AM in the jurisdiction of Sub Division Punjabi Bagh, West District, Delhi.

And whereas to prevent endanger to life of students, non smokers and public, prevent smoking as well as passive smoking near educational institutions to prevent annoyance to students, public danger to human life and disturbance to public tranquility, it is necessary to take speedy measures to prevent the selling of tobacco items near educational institutions in a radius of 100 yards. 3. Now, therefore, in exercise of the powers conferred upon me by Section 144 Criminal Procedure Code, 1973 (No. 2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U-11036/(i) UTL dated 09.09.2010, I, Satish Yadav, ACP, Punjabi Bagh, West District, Delhi do hereby make this written order, prohibit selling of pan cigarettes and any type of tobacco items in a radius of 100 yards near educational institutions in the jurisdiction of Sub Division Punjabi Bagh, West District, Delhi.

1. Whereas, a large number of people sell and purchase Second Hand Vehicles including Motor Cycle, Scooters and Cars in Delhi through dealers engaged in this profession.

2. And whereas, it has been noticed that the Second Hand Vehicles are commonly sold without filling all the columns especially date of transaction of Form No.29 and Form No.30 (part-I & II) thereby resulting in transfer of vehicle to number of purchasers before the actual transfer of the vehicle in the records of Transport Authority. This is to circumvent the requirement of section-50 of the Motor Vehicles Act, 1988, that the fact of transfer of vehicle should be reported to the Transport Authority within 14 days for local transfer and 45 days for inter- district transfer.

3. And whereas, it has been noticed that the stolen vehicles involved in crime are sold to several purchasers through dealers/ agents of Second Hand Vehicles. Such second hand vehicles are likely to be used for commission of various type of crime like robbery etc. and may be used even in terrorist activities.

4. And whereas, it has also been observed that the record of seller and purchaser are not kept by the dealers or agents engaged in the business of facilitating sale and purchase of Second Hand Vehicles making it difficult for the in investigation agencies to identify the criminals involved in such crimes

5. And whereas, it is rendered imperative to put regulatory check on the vehicle dealers who deal in sale and purchase of Second Hand Vehicles so that the anti social elements may not use them to sell the stolen vehicles through them and it is felt that immediate action is necessary in this regard.

6. Now, therefore, in exercise of the powers conferred upon me by virtue of sec. 144 Cr. PC, 1973 (No.2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U-11036(i)UTL, dated 09/09/2010, I, Satish Yadav, ACP/Punjabi Bagh, do hereby make this written order that all such Vehicle dealers who deal in sale and purchase of second hand vehicles including Motor Cycles, Scooters and Cars in the jurisdiction of Sub-Division Punjabi Bagh, Delhi shall :-

a) Maintain a register of sellers and purchasers of all the transactions of Second Hand Vehicles.

b) Ensure that Form 29, Form 30 and the delivery letter are duly filled with clear mention of the date of transaction.

c) Affix photographs of the seller and purchaser on the register.

d) Keep copies of identification documents like election card, ration card, PAN Card, Driving Licence etc. as well as copies of Form 29, Form 30 ( Part-I & II ) and Delivery Letter for access by the police as and when required.

e) Inform the nearby police station if the seller or buyer is found suspicious.

These orders shall come into force with effect from 26.09.2012 and shall remain in force for a period of 60 days up to 24.11.2012 (both days inclusive) unless withdrawn earlier.

Any person dealing in business of sale and purchase of second hand vehicles as dealer or agent who contravenes this order shall be liable to be punished in accordance with the provisions of Section 188 of the IPC.

Whereas, a large number of private courier services operate in and around the capital to facilitate sending of goods through courier across the country.

2. And whereas, it has been noticed that the private courier services generally book goods or items to be transferred on the face value of the courier sender without bothering to verify his or her address thereby paving the way for unscrupulous persons using the courier services for illegal activities. 3. And whereas, instances have come to notice where criminals have used courier services to send incriminatory items, contraband and even dead bodies in the guise of courier.

4. And whereas, it has also been observed that the record of courier senders are not kept by the courier services or agents engaged in the business of facilitating courier of goods making it difficult for the investigation agencies to identify the culprits behind such crimes.

5. And whereas, it is thus rendered imperative to put regulatory check on the private courier services who deal in booking and sending goods from one place to another so that the anti social elements may not be able to use them to send incriminatory things through them and it is felt that immediate action is necessary in this regard.

6. Now, therefore, in exercise of the powers conferred upon me by virtue of Section 144 Cr.P.C., 1973(No.2 of 1974) read with Govt. of India, ministry of Home Affairs, New Delhi’s is Notification No. U-11036/(i)UTL, Dated 09.09.2010, I, Satish Yadav, Asstt. Commissioner of Police, Sub-Division Punjabi Bagh, West District, Delhi do hereby make this written order that all such private courier services or agents who deal in booking and sending goods in the jurisdiction of Sub-Division, Delhi Shall: -

(a) Maintain a register of courier senders and detail of goods to be sent through courier.

(b) Keep copies of identification documents like election card, ration card, PAN card, Driving license etc. of the courier sender for access by the police as and when required.

(c) Cross-Check from the concerned company or office if its representative or employee approaches for getting the goods booked for courier in case sender is acting on behalf of a company or office or organization.

(d) Generally satisfy oneself about the goods before accepting the packet/parcel booked for courier.

(e) Install CCTV with sufficient number of cameras and recording system with play back facility, to cover booking office and the area where goods are to be kept. The CCTV should monitor anyone coming for booking a courier.

(f) The recording system shall preserve a digital record of CCTV coverage for not less than 30 days.

(g) The private courier service or agent shall cause to copy the CCTV coverage on a CD and hand over to the police whenever demanded.

(h) Inform the nearby police station if the courier sender of the goods is found suspicious. These orders shall come into force with effect from 26.09.2012 and shall remain in force for a period of 60 days i.e. up to 24.11.2012 (both days inclusive) unless withdrawn earlier.

Any person dealing in business of courier services or agent who contravenes this order shall be liable to be punished in accordance with the provisions of Section 188 of the I.P.C.
