SOUTH TANGIPAHOA PARISH PORT COMMISSION TUESDAY, June 14, 2016 – 12:00 NOON MINUTES REGULAR MEETING

President Don Boihem called the Regular Meeting to order at 12:00 noon on Tuesday, June 14, 2016, at the office of the South Tangipahoa Parish Port Commission, 163 W. Hickory Street, Ponchatoula, Louisiana.

Helen Muller gave the invocation and Commissioner Wm. Joubert followed with the Pledge of Allegiance.

Commissioners Present: Don Boihem, Cheryl Brumfield, James Wes Daniels II, Ernie Drake III and William Joubert

Commissioners Absent: Daryl Ferrara and Lucas Watkins

Others Present: Patrick Dufresne, Director; Helen Muller, Secretary; Bryan McMahan, The Ponchatoula Times and Don Ellzey, Hammond Daily Star

All visitors were welcomed.

President Boihem asked for a motion to adopt the June 14, 2016 Agenda as presented.

It was moved by Commissioner Joubert seconded by Commissioner Daniels II that the Commission adopt the June 14 , 2016 Agenda. Motion passed. Yeas: 5 Boihem, Brumfield, Daniels II, Drake III and Joubert Nays: 0 Absent: 2 Ferrara and Watkins

Approval of Minutes:

It was moved by Commissioner Brumfield and seconded by Commissioner Daniels II that the South Tangipahoa Parish Port Commission adopt the minutes, as presented, for the meeting held on May 10, 2016. Motion passed. Yeas: 5 Boihem, Brumfield, Daniels II, Drake III and Joubert Nays: 0 Absent: 2 Ferrara and Watkins

TREASURER’S REPORT:

The financials for the month ending May 31, 2016 was presented by Commissioner Joubert. He reported that the Income Statement Ending May 31, 2016 total revenues were $272,687.14 and the total expenses were $ 233,380.20 leaving a net income of $ 39,380.20. A Balance Sheet report was also given reporting Total Current Assets as $ $534,798.09 and Current Liabilities and Capital assets as $59,987.67. Hearing no additions or deletions, a motion for approval of the May 31, 2016 financials, as presented, was made by Commissioner Daniels II and seconded by Commissioner Drake III . Motion passed. Yeas: 5 Boihem, Brumfield, Daniels II, Drake III and Joubert Nays: 0 Absent: 2 Ferrara and Watkins

1 OLD BUSINESS:

1. DOTD – Port Priority State Project: SPN 578-53-0012 (322)

Patrick Dufresne, port director, reported that Phase I on port improvements for the Bulkhead, and Yard Surfacing project, under the Port Construction and Development Priority Program, was near completion. The Contractor, PCS, is preparing the required documentation relative to the closing of the project and anticipates that the final steps/procedures should be completed for Commission review by the next meeting scheduled for July 12th .

2. Prospective Tenant (s) Update

The port director reported/discussed commodity inquiries recently interested in rail storage and trans- loading on the following: molasses, grain products, concrete panels and companies relative to their manufacturing products. He also attended the Amite Chamber Luncheon and reported meeting with Mr. Don Pierson, LA Secretary of Economic Development, and guest speaker at the event, and personally invited him for a site visit of the Port Manchac intermodal-facility.

3. Invoice Payment Approval

Commissioner Joubert presented for the Commissioners review and payment approval the following June, 2016 Invoices a) URS/AECOM – Proj. No: 6038099 Payment No. 3 (Generator) - Task No. 7) Inv. 37749025- Amt. $1,130.00 Service Rendered Through April 16– May 13, 2016 b. Cashe Coudrain & Sandage- Matter # 4623-1 Invoice 105012 Amt. $220.00 c. FBAC (Fontenot Benefits & Actuarial Consulting) Inv. No. 3321 Professional Service Rendered for the GASB 45 Actuarial Valuation for FY 2015 Amt: $2,000 d) The Ponchatoula Times – Journal of Record (Inv. #8070348- Amt.$ 354.37 and Inv. #807350 - Amt. $ 339.20) Total Amt. $693.57 Services through Jan. 28,2016- Apr. 13,2016

It was moved by Commissioner Drake III and seconded by Commissioner Daniels II that the Commission approve payment on the June invoices as presented by Commissioner Joubert. Motion passed. Yeas: 5 Boihem, Brumfield, Daniels II, Drake III and Joubert Nays: 0 Absent: 2 Ferrara and Watkins

4. Insurance RFP a) Award/Resolution

A RFP for Insurance Coverage was re-advertised three times prior to the June 14, 2016 Commission meeting. Based on the reviewed proposal submitted for insurance coverage, as advertised in the port’s Official Journal of record, for FY 2016-2017 the port director, as required, asked that the Commission accept the proposal submitted by Jackson-Vaughan, Inc., Agency, dated June 7, 2016, for the port’s insurance coverage for FY June 2015-2017 and adopt a resolution on its approval.

It was moved by Commissioner Drake III, seconded by Commissioner Brumfield that the Commission authorize its director, Patrick Dufresne, to award Jackson Vaughan Insurance Agency, only proposal submitted, for the port’s insurance coverage for FY – June 2016-2017. Motion passed: Call Vote: Yeas: 5 Boihem, Brumfield, Daniels II, Drake III and Joubert Nays: 0 Absent: 2 Ferrara and Watkins

2 5, RFP for Journal of Record FY June, 2016- June 2017 a) Award/Resolution

The port director reported that two submittals were received and reviewed for the purpose of selecting an Official Journal to serve the South Tangipahoa Parish Port Commission for the period beginning July, 1, 2016 and ending June 30, 2017. After reviewing the submittals and based on the RFP criteria, it was recommended that the Commission approve the Ponchatoula Times for its official journal of record .

A resolution was introduced by Secretary Drake III in regards to advertising its Request for Proposals for an official journal of record.

It was moved by Commissioner Drake III and seconded by Commissioner Daniels II that the Commission accept the proposal submitted by the Ponchatoula Times to serve as its Official Journal, at the contractual rates stated in their proposal, meeting all state law requirements of L.A.R.S. 142 with regards to port related business/public notices for year 2016-2017. Motion passed: Call Vote: Yeas: 5 Boihem, Brumfield, Daniels II, Drake III and Joubert Nays: 0 Absent: 2 Ferrara and Watkins

Bryan McMahon, editor/owner of the Ponchatoula Times, expressed his thanks and appreciation for the acceptance of his proposal and informed the Commission that he was owner of both the Ponchatoula Times and Independence Times which are parish wide newspapers.

New Business:

1. HB 244

The port director announced that House Bill 244- that extends term limit for the South Tangipahoa Parish Port Commission to three full terms had passed into law and is awaiting for Gov. John Bel Edwards signature.

Remarks:

Port Director, Patrick Dufresne, and President Boihem gave a brief summary on the Amite Chamber luncheon and having the honor of speaking with Mr. Don Pierson LED Secretary/Director, and also thanked everyone for their attendance at the meeting.

There being no further business, it was moved by Commissioner Drake III and seconded by Commissioner Joubert that the meeting be adjourned. Motion passed. Yeas: 5 Boihem, Brumfield, Daniels II, Drake III and Joubert Nays: 0 Absent: 2 Ferrara and Watkins

The meeting was adjourned at 12:20 pm.
