Village of Fredericton Junction Council Minutes November 14, 2016

ATTENDANCE: Mayor Gary Mersereau Councillor James Webb Councillor Lonnie Daley Councillor Mark Mersereau Cindy Ogden Kirk Mowry Richard Hodgson

CONFLICT OF INTEREST: None

APPROVAL OF MINUTES: “ Moved by Councillor Mersereau and Seconded by Councillor Webb that the October 24, 2016 Minutes be accepted as distributed..” Motion Carried.

APPROVAL OF AGENDA “ Moved by Councillor Daley and Seconded by Councillor Mersereau that the Agenda be accepted as distributed.” Motion Carried.

DELEGATIONS & PETITIONS:

Richard Hodgson inquired what was to be done with the existing public works building. He would be interested in the building and would move it should Council decide to get rid of it. To be discussed in the spring once the emergency services complex is complete.

Kirk reported that he is monitoring the consumption issue at Well 1.

CORRESPONDENCE RECEIVED:  ELG –Update of intentions GFT agreement letter  Bullying Canada – Anti-Bullying Day Dec 17th , looking to have proclamation declared  October RCMP report  Invitation to National Housing Day Nov 24th, Crown Plaza  Dillon Consulting re: Municipal Information Session – have overview at village office  ELG – welcome Mr. Thomas Weber as acting ADM for the Local Gov’t Division  Allan Marshall Associates Inc. re: 241 Sunbury Dr  Mike Coates , JDI – re: Open House Nov 17th at Tri-C  Invitation to the 5th Canadian Division Support Base Gagetown Christmas Reception Dec 6th 7pm  Invitation to the Oromocto River Watershed Annual Christmas Social Nov 30th AMANB – “Improving the Regional Service Commissions” Workshop Nov 22, New Maryland Council Meeting November 14, 2016 Page 2 CORRESPONDENCE SENT:  Tim Bennett Electrical – building permit waiver for electrical upgrades at 258 Sunbury  244 Sunbury re: municipal water concerns  SWS Advancement Class of 2017 – approval for garbage pickup in the spring  Flyer for Variety show celebrating Village’s 50th Anniversary of Incorporation  124 Wilsey Rd re: Lot behind property

UNFINISHED BUSINESS: EMO – Ongoing.

Storm Drain on Wilsey Rd – Ongoing.

Municipal Service Easement – Follow up with NB Southern.

Right-Away to 202 Sunbury Dr. – Councillor Bigger reported he has two options concerning the right-away to 202 Sunbury Drive and will discuss these with the owner of the property.

Water Billing Rates – The policy for the water billing rates is to be reviewed and revised.

COUNCIL STATEMENTS: None

COMMITTEE REPORTS:

Policing & Dog Control:  Councillor Mersereau: Complaints were reported to the RCMP regarding a car on Riverside Dr and a vacant residence that was damaged.  Completed the RCMP survey.  Received the Oct RCMP report.  There will be a Neighbourhood Watch meeting on Nov 21st.

Fire Department:  Councillor Bigger: Absent.

Public Works:  Councillor Daley: The tree trimming is now complete.  The load of salt has been received.  Machinery is all ready for winter.  Kirk should be able to keep Prides Landing open this year. If he gets behind we will contact Garry Brooks Construction to open up for us.  Attended the Remembrance Day Service.

Finance & Administration:  Councillor Webb: Projection budget done up to date. Looks good. Council Meeting November 14, 2016 Page 3

COMMITTEE REPORTS CONTINUED:

Recreation:  Councillor Webb: Toured the Haunted Trails behind the Currie House. The event was a great success.  Attended the 50th Anniversary event.  Attended the Remembrance Day Service.

Land Use Planning, Solid Waste/Recycling:  Mayor Mersereau: Nothing new to report.

Mayor’s Report:  Mayor Mersereau: The 50th Anniversary Event was a great success.  Attended the Remembrance Day Service.  Attended the UMNB Committee meeting.  Will need the year’s highlights from council for the dinner on the 26th.  Received 50th Certificate from Jeff Carr.  Office get together scheduled for Monday Dec 19th.

NEW BUSINESS: Strategic Planning – The plan needs updated.

PAYMENT OF BILLS:

“ Moved by Councillor Webb and Seconded by Councillor Daley that the bills be paid as approved by the appropriate Councillor.” Motion Carried.

ADJOURNMENT: “ Moved by Councillor Daley and Seconded by Councillor Webb that the meeting be adjourned. Meeting adjourned at 8:35 pm.
