A RESOLUTION honoring Dr. Howard F. Bracco upon his retirement after 33 years of exemplary community mental health service in the Seven Counties Region of Kentucky. WHEREAS, Howard F. Bracco, Ph.D., a New York native, came to Kentucky in 1966 for graduate work in psychology at the University of Kentucky, began his career here in community mental health, and became the first and only President and CEO of Seven Counties, Inc.; and WHEREAS, a practicing psychologist, Dr. Bracco has dedicated his entire working life to improving services for persons with behavioral illnesses and reducing the stigma associated with behavioral illness; and WHEREAS, through Dr. Bracco's leadership, Seven Counties, Inc. is in active partnership with 24 community affiliates, including Bridgehaven, University of Louisville Emergency Psychiatry Services, the Morton Center, Volunteers of America, Wellspring, the Zoom Group, and Our Lady of Peace; and WHEREAS, despite budget challenges in recent years, Seven Counties, Inc. delivers more services to more people today than at any time during its 33 year history; and WHEREAS, Dr. Bracco has served on numerous boards and committees including chair of the board of the Mental Health Corporations of America, and chair of the board of Behavioral Healthcare, Inc.; and WHEREAS, Dr. Bracco has won a host of regional and national awards including outstanding Mental Health Administrator for the Commonwealth of Kentucky in 1994, the Visionary Leadership Award from the National Council for Community Behavioral Healthcare in 2008, and the Center for Nonprofit Excellence Lifetime Achievement Award in 2010; and WHEREAS, the Commonwealth of Kentucky and the Louisville area are truly grateful for Dr. Bracco's service; and

WHEREAS, Dr. Bracco's leadership will be sorely missed but his contributions will leave a lasting legacy of professional service in community mental health throughout the Commonwealth; NOW, THEREFORE, Be it resolved by the House of Representatives of the General Assembly of the Commonwealth of Kentucky:
Section 1. The members of the House of Representatives, both individually and collectively, honor Howard F. Bracco, Ph.D. upon his retirement after 33 years of exemplary service in the field of community mental health in the Seven Counties Region of Kentucky, and wish him all the best in his future endeavors.
Section 2. The Clerk of the House of Representatives is directed to transmit a copy of this Resolution to Karen McMillan, Seven Counties Services, Inc., 101 West Muhammad Ali Boulevard, Louisville, Kentucky 40202.
