WASTEWATER OPERATIONS MANAGER
DEFINITION Under direction, to plan, organize and manage the Wastewater and Solid Waste operations and facilities; improves, repairs, operates and maintains sewage collection systems and treatment facilities for Nevada County Sanitation District No.1; manages franchise agreement with closed landfill vendor; participates in annual budget development and provides and accounts for mater- ials, equipment and supplies; performs related work as required.
CLASS CHARACTERISTICS This is the management classification responsible for the Department of Public Works wastewater and solid waste operations. Responsibilities include the development of the division budgets, establishment of divisional priorities, approval of budget expenditures for purchases of materials, equipment, and services, and approval of payments to vendors for services rendered.
EXAMPLES OF DUTIES (Illustrative Only) Essential: Plans, organizes, manages and coordinates the operations of the wastewater division Manages the work programs in such areas as planning, budgeting, improving, repairing, operating and maintaining gravity sewer collection mains, pressure sewer collection mains, septic tank effluent pump systems, sewer service connections, sewage pump stations, standby power generators, community leach fields, sewage treatment plants, treatment ponds, sand filters, flocculation basins, chlorination systems, irrigated pastures and testing laboratories Manages and coordinates the operations of the eight operating zones of Nevada County Sanitation District No.1 Prepares correspondence, reports, planning documents, and policy manuals for the division Prepares project budgets, the Sanitation District's annual operation and maintenance budgets, capital improvement budgets and controls expenditures Coordinates with other departmental personnel for the preparation of RFPs (Request for Proposal) for the planning, financing, designing and constructing of new sewer facilities; Represents the Sanitation District at meetings Trains and conducts or oversees performance appraisal of division personnel; interviews and selects applicants for employment Manages the collection, electrical/mechanical, treatment and customer service groups within the division Maintains liaison with state and county regulatory authorities Meets and confers with residents, neighborhood and community groups, and state and local officials on future needs and current operations Conducts studies and make recommendations on fees, parcel charges, and other assessments Wastewater-Solid Waste Operations Manager - Page 2
Plans, organizes, manages and coordinates the operations of the County’s Solid Waste activities Provides management and oversight of the County’s franchise agreement for solid waste services

QUALIFICATIONS Knowledge of: Environmental quality control provisions of State and local laws and regulations Principles and practices of wastewater collection systems and treatment facilities Principles and practices of closed landfill site management Federal, State and local laws, rules and regulations relating to the construction, maintenance and operation of wastewater collection systems and treatment facilities, special assessment districts and county service areas Principles of administration, including organization, budgeting, general management, training and supervision Basic computer operations, including utilization of certain types of computer software for the operation and maintenance of wastewater collection system and treatment facilities
Skill in: Planning, organizing, directing, coordinating and evaluating directly and through subordinates the operation of wastewater collection systems and treatment facilities including the work of engineering, construction operation, maintenance, and repair personnel Planning and implementing procedures relating to personnel, training, budget and organization Interpreting, explaining and applying applicable laws, rules and regulations Establishing and maintaining effective working relationships with those contacted in the course of the work Preparing RFPs and professional contracts, and directing, monitoring and reviewing the work of consultants and construction contractors Supervising the maintenance of accurate, comprehensive technical and administrative records Operating computer software which assists in the operation and maintenance of wastewater collection systems and treatment facilities
Education and Experience:
Bachelor's degree from an accredited college or university in civil or sanitary engineering, environmental science, resource management, business or public administration, or related field, and five years of experience in wastewater and/or solid waste engineering, environmental health, or a related field, of which two years includes supervisory experience. Specific experience in wastewater collection systems, treatment facilities, or closed landfill sites is highly desirable. Wastewater-Solid Waste Operations Manager - Page 3
OR Associates’ degree from an accredited college or university in engineering, environmental science, resource management, business or public administration or related field, and seven years of experience in wastewater and/or solid waste engineering, environmental health, or a related field, of which two years includes supervisory experience. Specific experience in wastewater collection systems, treatment facilities, or closed landfill sites is highly desirable.
Licenses and Certificates: Possession of a valid California driver's license within 30 days of hire.
Voluntary certification by the CWEA in wastewater collection system maintenance and voluntary certification by the CWEA in any of the five other wastewater disciplines is desirable.
Physical Demands and Working Conditions: Mobility to access and inspect work sites, to work in a standard office environment, to use standard office equipment and to attend off-site meetings; vision to read handwritten and printed materials and a computer screen; hearing and speech to communicate in person and by telephone.
