Situation Manual – Tabletop Exercise 1 Disaster Resistant Communities Group – www.drc-group.com Operation Earthquake Endurance – Start Exercise Exercise Briefing
During the exercise it will be important to remember and comply with the following statements:
You should only use Internet Explorer as your internet browser for today’s Exercise. It is important NOT to jump ahead in the exercise scenario. In other words don’t focus on what might happen, focus on the Common Operating Picture that is presented during the exercise to make informed decisions. In any exercise a number of assumptions and artificialities may be necessary to complete play in the time allotted. During this exercise, the following apply: 1. The scenario is plausible, and events occur as they are presented. 2. There is no “hidden agenda”, nor any trick questions. Exercise Basics: 1. This exercise contains a total of 22 scenario and inject pages. 2. The exercise is self-paced and it should take approximately three hours to complete. However, based on the time spent on each scenario and inject the exercise may be completed in under three hours or it may take much longer than three hours to complete the exercise. 3. There is a scheduled 15 minute break approximately half way through the exercise. 4. All videos embedded within this exercise can be enlarged to FULL SCREEN by simply clicking on the full screen icon in the lower right hand corner of the video. 5. Thoroughly review all scenario information and injects as they are presented during the exercise. At the end of the exercise you will need to complete an evaluation (Hotwash) on how your team preformed during the exercise. The Hotwash will consist of your team providing comments on three areas in which it performed well (Strengths) and three areas your team will need to improve upon (Areas for Improvement) to enhance its preparedness, response and recovery capabilities. Strengths – During the exercise our team consulted our disaster plans and procedures and found them to be complete. Areas for Improvement – During the exercise our team consulted our disaster plans and procedures and found portions of the plans and procedures that need to be revised.
After the exercise each registered participant who took part in the exercise will receive an e-mail to log into the ONX System to complete their Individual Hotwash to access their Certificate of Participation.

Is the hospital involved in assisting its employees in preparing themselves, their families and their homes for an earthquake and other disasters or emergencies that may strike the region? If the above answer is yes. – List in detail the various disaster preparedness and / or mitigation activities the hospital undertakes to assist its employees and their families to be prepared for an earthquake.

It is Wednesday morning and the region’s weather is normal for this time of year, however the local forecast office of the National Weather Service is predicting an increased chance of severe weather within the next 24 hours. The severe weather has the potential of producing heavy rain which could cause localized flooding.
The hospital is experiencing a normal patient load for a weekday and is staffed accordingly.

Supplies are normally ordered throughout the week, however due to above normal consumption of inventoried supplies a large re-supply order was placed on Tuesday with various vendors.

Employees assigned to the various ICS positions have been arriving at the hospital’s Incident Command Center (HCC) for the past 20 minutes.

Based on the hospital’s Emergency Operations Plan (EOP) and current information regarding the earthquake prepare a prioritized checklist known as an Incident Action Plan (IAP) that focuses on the INITIAL RESPONSE activities the hospital will undertake during the next 24 hours.
Ensure that all objectives are completed using Specific, Measurable, Attainable, Relevant and Time-Bound (SMART) methodology.
In preparing the IAP list the objectives; identify all resources that will be needed to accomplish each listed objective; and list the expected timeline to complete each identified objective.
(Note: Access a list of Potential Operation Concerns to be considered in developing this IAP.)
(Example: Objective: Communicate with county Emergency Operations Center (EOC) to determine extent of damage to critical infrastructure and services. / Required Resources: Resource Contact List. / Timeline: 15 Minutes.)

A surge of people have been arriving at the hospital as a result of the earthquake. These include both injured persons and the worried-well.
In addition to ensuring the hospital has the ability to sustain its normal operations it is now faced with a Medical Surge that may exceed its current capabilities. Does the hospital have a written Medical Surge Plan? Yes No If the above answer is yes. – Identify the trigger point(s) for activations of the hospital’s Medical Surge Plan.
Describe in detail how Medical Surge will be implemented and managed for this event.
If the above answer is no. – Briefly explain why the hospital will not activate its Medical Surge Plan.
List the available locations within the hospital, other than the space within the Emergency Department (ED), which will be made available to support patient treatment as part of the Medical Surge Plan.

Once areas affected by the earthquake become accessible local and regional emergency response personnel initiate life safety operations. From conducting needs assessment to carrying out search and rescue operations law enforcement agencies, fire departments, EMS, emergency management officials and various volunteer organizations are working together to meet the immediate earthquake caused needs of the area’s residents.
In the hours following the earthquake, local television is filled with images of damaged homes, commercial buildings, roads and bridges.
Preliminary Damage Assessment – Essential Services
Utility providers are reporting that 75% of their customers are currently without electrical power. The hospital is operating on generator power. The natural gas and sewer lines serving the hospital have been damaged. Mobile phone service has been disrupted and is not reliable in many areas. Most of the roads and streets surrounding the hospital are accessible. Telecommunication providers are reporting that 70% of landline phone service is down. The water tower providing drinking water to the hospital has been damaged and the water pressure has been steadily falling for the past several hours.

This individual is responsible for tracking and documenting all expenses (Overtime Pay, Consumable Supplies, Equipment, etc.) that will be incurred by the hospital during its response to and recovery from the earthquake.

During this morning’s Incident Briefing the Incident Commander reports that conditions throughout the community have continued to improve over the weekend. Damage to homes has not been as extensive as first reported and much of the electrical systems have come back on-line.
However the hospital is still dealing with current and new challenges as it continues working through the recovery process. Based on current known conditions and the hospital’s EOP develop an Incident Action Plan (IAP) that focuses on activities associated with RETURNING TO NORMAL OPERATIONS.
In preparing the IAP list the objectives; identify all resources that will be needed to accomplish each listed objective; and list the expected timeline to complete each identified objective.
(Example: Objective: Review the list of non-essential functions that were suspended to determine which ones can be brought back on-line. / Required Resources: List of available staff and resources that will be needed to re-establish each suspended functions. / Timeline: 3 Hours.)
