Minutes of January 10, 2011
The Somerset Area School District Board met in regular session on January 10, 2011 at 7:31 PM in the Conference Room of the Administration Office with President Randy Welker presiding. The meeting was opened with the flag salute.
The following members were present at roll call: Karen Addleman Andra Snyder James Cascio Laurie Van Bremen Jon Critchfield Mark Weimer Ruth Shaffer Randy Welker
Other officer of the Board present was Leanne E. Heiple, Board Secretary/Director of Finance and Operations.
Also present in official capacity: Krista S. Mathias, Superintendent, William R. Carroll and Benjamin A. Carroll, Solicitors.
The following visitors were present as per the attached list.
President Welker presented gifts to Richard Whipkey, outgoing Board Secretary/Director of Finance and Operations, and to James Cascio, outgoing President of the School Board. Mr. Welker thanked them for their years of service.

Educational/Personnel: 9. To approve the 2011 projections of the “Little Shop of Horrors” musical production.
10. To approve Julie Sheeler as a special education teacher as per the terms of the Collective Bargaining Agreement in effect with the Somerset Area Education Association. Ms. Sheeler’s appointment is provisional until the District receives all appropriate clearances and a satisfactory physical and drug screening. 11. To approve Kirsten Ott as an elementary teacher (LTS to permanent full-time employment) effective at the beginning of the 2nd semester of the 2010/2011 school year as per the terms of the Collective Bargaining Agreement in effect with the Somerset Area Education Association. 12. To approve Megan Bodie as a long-term elementary substitute for Sue Menser effective at the beginning of the 2nd semester of the 2010/2011 school year as per the terms of the Collective Bargaining Agreement in effect with the Somerset Area Education Association. (Reading Recovery Grant) Ms. Bodie’s appointment is provisional until the District receives all appropriate clearances and a satisfactory physical and drug screening. 13. To approve Randall Harrold, WV University student, as a student teacher with Dan Overdorff, ag teacher, at the senior high school from January 31- April 19, 2011. Mr. Harrold’s approval is contingent upon receipt of necessary clearances. 14. To approve the following substitute teachers for the 2010/2011 school year. Their appointments are provisional until the District receives all appropriate clearances and satisfactory physical examinations and drug screenings: Brandon Goller – emergency certificate Jared Rigo – chemistry certificate 15. To rescind Ian Hummel’s bid into the custodian position at Friedens Elementary that was approved at the December 13, 2010 meeting. 16. To approve Charles Sanders to fill a Friedens Elementary custodian position. Mr. Sanders was the successful bidder as a result of posting the position. 17. To approve an FMLA Leave for Andrew Shubik, elementary teacher, with express condition that paid leave will run concurrently with unpaid leave effective January 13, 2011.
Athletics: 17. To approve the following coaches for the 2010/2011 season as per the approved coaching salary scale. Their appointments are provisional until the District receives all appropriate clearances and satisfactory drug screenings: January 10, 2011

It was moved by Cascio, seconded by Shaffer that the Board of Directors of the Somerset Area School District waive the action of the personnel committee at Step 5 of the grievance procedure and move directly to Step 6 for grievance #2 of the 2010/2011 with the Somerset Area Education Association.

It was moved by Cascio, seconded by Weimer that the Board of Directors of the Somerset Area School District deny Somerset Area Education Association grievance #2 of 2010/2011.

It was moved by Addleman, seconded by Shaffer that the Board direct the Administration to prepare a preliminary budget proposal and to provide public notice of the intent to adopt a preliminary budget at the February 14, 2011 meeting, which the preliminary budget proposal includes the intention to seek exceptions from the Department of Education to increase real estate taxes in excess of the Act 1 index.
