DR. BIFF BAKER Science Applications International Corporation

Dr. Biff Baker is a Senior Analyst and Researcher for the Science Applications International Corporation (SAIC), which provides support to the Bi-National Planning Group (BPG), Peterson Air Force Base, Colorado. Through a contract with US Northern Command (USNORTHCOM) J5, Dr. Baker serves as the liaison for Theater Security Cooperation (TSC) initiatives between the Bi-National Planning Group and USNORTHCOM.

The BPG was established post September 11, 2001 with an agreement signed by the United States Secretary of State and the Canadian Minister of Foreign Affairs, for the purpose of enhancing military cooperation between the two countries, through bi-national military planning, surveillance and support to civil authorities

Dr. Baker was born in Chicago and entered the U.S. Army in 1974. He was commissioned as an officer following graduation from the United States Military Academy at West Point in 1978. Dr. Baker served for 22 years on active duty and is a board-selected Joint Specialty Officer.

While serving as the Chief of Plans for North American Aerospace Defense Command (NORAD), Colonel Baker was the lead author for the NORAD Concept Plan for Defense of North America, and was the first American to receive a Deputy Commander in Chief Commendation. His last military assignment was as the Director of Plans for Army Space Command (ARSPACE), a major subordinate command of the United States Space Command. In addition, Dr. Baker served for over 2 years with the American Embassy in Kuwait. Prior to supporting the BPG, Dr. Baker was a Professor of Management at Colorado Technical University and Professor of Emergency Management at Pikes Peak Community College.
