CITY OF AUSTIN, TEXAS PURCHASE SPECIFICATIONS FOR

SLUDGE AND SEWAGE PUMPING, HAULING, AND DISPOSAL SERVICES (SCHEDULED)

1.0 SCOPE AND CLASSIFICATION

1.1 Scope

This specification establishes minimum requirements for scheduled Sludge and Sewage pumping, hauling, and disposal services for the City of Austin Water (AW). Included in these specifications are Scope and Classification, Applicable Specifications, Contractor Requirements, Invoicing and Security.

1.2 Classification

Service of pumping, hauling, and disposal of sludge and sewage shall be made at various City of Austin locations.

2.0 APPLICABLE SPECIFICATIONS

2.1 The Contractor shall comply with all Federal, State and local laws, regulations and ordinances in the performance of this service including OSHA, TCEQ, EPA and TxDOT.  City of Austin Ordinance # 950911-D  Texas Commission on Environmental Quality (TCEQ) – Texas Admin Code 330.32, 312.1, 312.101.  City of Austin Code Chapters 12-4 and 18-2  Travis County Health and Human Services Dept – licensed hauler

2.2 The Contractor shall include with the bid submittal, a copy of the most current TCEQ disposal permit, EPA approval certification (if applicable) and TxDOT hauling permit in order to be considered for award.

2.3 The Contractor shall provide a copy of registration with the bid submittal of the most current Austin-Travis County Health and Human Services Department to operate as a licensed hauler within the City of Austin, Travis County, and surrounding counties.

3.0 CONTRACTOR REQUIREMENTS

3.1 The Contractor shall be in good standing and not be on record with any agency of having been investigated and found to be in violation by a local, state or federal agency or charged and fined or have had business restricted by any regulatory authority for violation(s) of regulations pertaining to the transportation and/or disposal of collected wastes. The City reserves the right to request any documentation regarding violations and reserves the right to not award based on violation(s).

3.2 The Contractor shall provide service during business hours of Monday through Friday, 6:00 a.m. to 5:00 p.m. CST, except on City-observed holidays. The Contractor shall begin work within 24 hours of notification. Situations may arise which require extended service, which may occur approximately 15 times during the contract period. Service shall be on an ‘as-needed’ basis.

3.3 The Contractor shall provide service approximately 150 visits during a 12- month period. The total estimated amount of sludge and sewage is approximately 1,490,000 gallons.

3.4 The Contractor shall be capable of hauling loads ranging from a minimum 3,000 gallons to 40,000 gallons per visit. The AWU will provide adapters (CAMLOCK) due to tanks having different connectors.

3.5 The Contractor shall have a sufficient fleet of trucks to transport quantities for no more than 2 consecutive calendar days (for each visit) after scheduling of service and without requiring extended work hours.

3.6 The Contractor shall not mix or co-mingled any haul with any other waste.

3.8 The Contractor shall be responsible for cleanup of any spillage or leakage at the Plant or during transportation due to defective pumping, loading/unloading or negligence of the driver.

3.9 In the event there is a special situation that requires an increased rate of hauling which Contractor cannot meet, the AWU reserves the right to contact other Contractors to assist in the hauling.

3.11 Locations:

3.12 The City reserves the right to add and/or delete locations, as it deems necessary, at the same price bid.

3.13 The City reserves the right to visit the Contractor’s location(s) prior to and/or during the contract term.

3.14 The Contractor shall document each visit with an Austin-Travis County Manifest/Trip Ticket. The Contractor shall also document each order/job with a Service Ticket or a type of ticket indicating proof of service. (There is no waste treatment fee applied for the transportation of sludge from City of Austin locations.) The Service Ticket shall include the following:

 The name of the AW employee requesting service.  Location of service  Date and time of arrival and departure  Signature of AW employee.

4.0 INVOICES

4.1 Each haul shall be charged per 1,000 gallons to a City disposal site such as Walnut Creek Wastewater Treatment Plant. The Contractor shall ensure that the gauge on each truck is fully operational to ensure accurate measurement of each haul.

4.2 The Contractor shall submit invoices by the 5th business day of each month for the prior month’s services.

4.4 Invoices shall include, but are not limited to the following:

5.0 SECURITY

5.1 All person(s) and companies transporting HM (Hazardous Material) for the AW shall comply with the Federal Motor Carrier Safety Regulations, specifically 49CFR part 383 which governs commercial driver license standards requirements and penalties.

Hazardous Material is defined under 49 CFR part 383.5 as: Any material that has been designated as hazardous under 49 U.S.C. 5103 and is required to be placarded under subpart F of 49 CFR part 172 or any quantity of a material listed as a select agent or toxin in 42 CFR part 73.
