A very warm welcome everybody to County Hall & the Annual General Meeting of North Lancashire Swimming & Water Polo Association in what is our 120th anniversary year. I’d like to extend a particular welcome to Janice Whittle in her capacity as NW Regional President for 2014/2015 and congratulate her on being elected to that office. It is a fitting tribute and recognition of all her service and commitment to the sport over many years. Janice, with her Regional hat on, has very kindly agreed to present the trophies and awards later. I don’t know what the collective noun is for a group of presidents, an ostentation, perhaps - borrowing from the world of Peacocks! However tonight you are blessed with three Presidents in the midst, with Garry Whittle also being the current Lancashire County President. It is probably the first time in the Association’s history that it has simultaneously provided both the County & Regional Presidents. I think that is something to be proud of and a reflection of the strength and depth of the membership within the Association. We also welcome any visitors from clubs and the team managers who are here for the Swimming League fixtures meeting, immediately after the AGM. Can I please just point out that from a procedural point of view that it is only the club delegate to Council and officers of the Association who can vote on agenda matters this evening; however the visitors are nevertheless very welcome.

MINUTES OF THE PREVIOUS ANNUAL GENERAL MEETING

Minutes of the AGM held on the 2nd December 2013 were proposed by Janice Whittle and seconded by Malcolm Wilson and accepted by the meeting as a true record. .

MATTERS ARISING No Matters Arising.

PRESIDENTS REPORT Presidents Report The year began with another successful Level 3 Age Groups & Championships in January/ early February. With the benefit of hindsight this was probably the last time the Championships will be held in January, having now moved to September/October to fit in with the new Competition Calendar. Encouragingly entries were up on the previous year with some impressive results. The competition was capped off by the ever popular Squadrons Relay Competition and congratulations are due to Leyland Barracudas on preventing what would otherwise have been a clean sweep for Preston. In August we ran the Swim Camp at Lancaster University. This year we ran two back to back camps, a two day camp for 11&12 yr. olds & three day camp for 13& 14 yr. olds. The format worked well and meant that we had nearly twice as many swimmers participating, compared to previous years, but for the same overall outlay. The feedback from the swimmers was very positive and we are very grateful to Fred Furness for running the Thursday sessions, for putting on a coaches CPD session and for providing his services free of charge. It is just a pity that more coaches didn’t take advantage of the day. We are also grateful to Paul Davison & Mary Parkinson who took joint responsibility for the coaching and pulled the programme together, ably assisted by Mike Wilson & Dean Sumner, and also to the various parent helpers. I would like to also express our appreciation to Sue Tinkler for all the considerable work she does in relation to the administration in respect of the camp, including liaison with the clubs and Lancaster University. Attendance at the October Development Meet was down on the 2013 meet, however the sessions were a comfortable length and financially the meet matched the 2013 surplus, largely as a result of a reduction in pool hire charges for the week-end and thanks are due to Janice for working with Blackpool Council on getting costs down. The swim league ran successfully in the new league window of January to July, which meant that the league was concluded by the end of the 2013/2014 season. The change in format appears to have been well received, particularly the mixed canon at the start. Congratulations to the three league winners who will collect their trophies later. I can’t leave the subject of the Association competitions without putting on record our thanks to the army of officials and volunteers, including competitors stewards, door stewards, timing suite personnel, etc. without whom we could not stage these events. Once again people stepped up to the plate, which is no small feat given the increasingly crowded competition calendar. But there is always scope for more helpers and our two meets provide an ideal training environment, particularly for new officials, always provided that we have got enough people to mentor them of course! Inter-Association The week-end before last saw the annual Level 2 Inter- Association competition, this year hosted by Liverpool & District at the new facilities at Huyton pool. North Lancs were able to field a solid team with most first/second choices accepting the invitation to compete. Two weeks prior to the competition we held a team get together at West View, which appeared to be appreciated by both the swimmers and parents, particularly those new to the competition. The team swam well and there was a great atmosphere on the pool deck. The swimmers were impeccably behaved and a credit to the Association. North Lancs finished in a strong second place, having shaken off early challenges from a resurgent Cumbria. The North Lancs team posted a whole raft of PBs and had a good crop of podium finishes; however L&D were unassailable in their dominance of the competition. They had a very strong team, drawing as they do from several squads in and around Merseyside. All credit to Mark Patrickson and his team on a well-deserved victory. I did ask Mark if he would bring Lesley Lloyd back to take care of team selection for L&D as we’re really beginning to miss her input, but Mark assured me he had no plans in that direction! Thanks to team managers Andy Timpany & Paul Davison & Jen Barcock for chaperoning and to our team captains A.J. Wood, Ciara Barcock & Vice Captains Kenan Yeung & Ellie Taylor who led from the front and were present all week-end. Thanks as ever to Janice for all her hard work in co-ordinating the event including combing through the rankings and liaising with clubs/swimmers, ordering shirts, caps etc., you name it.

In terms of clubs and individual swimmers - seven of our clubs had swimmers competing at A/G & Youth Nationals this year in their own right with two more competing via their respective squads. At nine clubs in total that is over half our member swimming clubs training to a National standard and testament to the quality of coaching within the Association. Southport’s Holly Hibbott collected six gold and two silver medals at the A/G Nationals winning the Girls 14 years BAGCATS. She also won silver with a new British A/G record at the European Juniors in Dordrecht. Pioneer 79’s Niamh Robinson represented the I-O-M at the Commonwealth Games in Glasgow and at 14 was one of the youngest competitors, reaching the Semis in both the 50m Backstroke & Breaststroke events. On the disability side Preston’s Steph Slater won silver in the S8 100m F/S at the Commonwealths. She went on to win 5 individual Gold medals and a team Gold at the IPC European Championships in August securing a new European record in the 50m F/S and regaining her World Record in the 100m Fly. We congratulate Steph on having recently been named the Sunday Times and Sky Sports Disability Sportswoman of the Year 2014. Burnley’s Thomas Hamer also competed at both competitions. At the Commonwealths he secured silver in the men’s S14 200m F/S in a new lifetime best of 2:00.27 He matched this performance in Eindhoven again winning silver in the same event. Congratulations are due to all our swimmers and their coaches on their achievements. Water Polo This year Darren Gibson is stepping down from the role of WP Secretary and I would like to put on record our thanks to Darren for his contribution to the Association regarding WP. Swimming Committee The swimming committee met twice during the year In February we met to discuss the Inter Association selection criteria and protocols and also to review the Association’s two licensed meets. At the time it was resolved to extend the scope of the January meet by upgrading it to Level 2. Following the release of the British Swimming/ASA competition review in October, the Swimming Committee reconvened to discuss how the Association would respond to the new framework. The recommendation, accepted by the full Executive in November, was to move the higher meet and Championships to late September/early October and Licence this as a Level 2 meet, with a view to not only providing Lancashire & Regional QTs but also times for the new ASA short course winter meet in December 2015. The meet this coming January has therefore reverted to Level 3, being a one off, but with a relaxation of the upper cut off times so as not to exclude any top swimmers wishing to compete. The lower development meet will now have to move from its usual October date, probably to June/July and it was decided to wait until 2016 to determine where the meet would best fit into the new competition structure. Personally I believe the release of the new competition structure provides the opportunity for clubs to take stock and I believe there is scope to rationalise the number of open meets in the calendar. Development Committee The development committee met once in March largely to decide on the structure and format of the Swim Camp. The Association continues to provide funding for training of coaches and, since inception of the scheme in 2009, we have distributed over £30,000 to member clubs. The scheme has been so successful that we’ve had to reduce the level of grants going forward and the Hon. Treasurer will cover that in more detail in his report. During the year we took the decision to cease funding of Safeguarding courses to focus on coaching/teaching qualifications, given that Safeguarding courses can now be sourced free of charge through Swim NW. One thing I have picked up on from last year’s minutes is that we did say that we would organise a FINA rules refresher/update for our coaches and to date we have not done so. If there is an interest in this perhaps we could run a session over lunchtime at the January meet when many of our member coaches will be present. Could I just ask for a show of hands from the coaches present if they think that would be helpful/useful? Executive Meetings The Executive meetings have been well attended and I’d like to thank our delegates for their attendance and contributions. However not all the member clubs are regularly represented and I would encourage all our clubs to send a delegate to the quarterly meetings. This is your Association and we value your input on its future direction.

As I said at the beginning of the meeting this year is the 120th anniversary of the Association having been founded in 1894. There’s an old minute book and a file produced for the 100th anniversary in 1994 on the table at the front if you want to take a trip down memory lane after the meeting. I thought it might an interesting diversion to look back at the minutes of one of the first meetings of the N. Lancs Council to see how much things had changed since the early days. So please indulge me whilst I read a few excepts from a meeting held at the Victoria Baths in Southport in December 1895.  The meeting was chaired by Eli Whittle – no doubt Garry’s Great Great Granddaddy  The secretary had apologised for the late distribution of the paperwork, owing to teething problems with her new Remington Number 2 typewriter.  The delegate from Chorley is noted as having arrived at the meeting 25 minutes late!  There would appear to have been a lengthy discussion concerning the Northern Counties ASA’s latest proposals for competitive swimming - that swimmers are grouped, not by age but according to their shoe size, on the basis that larger feet clearly provide a competitive advantage to the swimmer. The delegate from Leyland was evidently quite vocal in that discussion.  The representative from Colne is recorded as lamenting the lack of development galas for the younger swimmers.  Rather unusually no report would appear to have been forthcoming from the Water Polo section.  The representative from Preston - one Septimus Heaps had a contribution to make. Although the late Victorian era being an altogether more sensitive & decorous time, his numerous expletives have been redacted from the minutes and you’ve got to guess at what he was driving at from the few remaining words left in the transcript.  From what I can gather he’s banging on about having patented a brand new swimming stroke involving bringing the arms together simultaneously over the water accompanied by a series of dolphin kicks.  Septimus hasn’t thought of a name yet but claims it’s by far the easiest ******g stroke to master and will quickly catch on. Sadly later minutes record that Septimus passed away in 1930 three years before the Butterfly was formally recognised as a stroke by the ASA. But hopefully his heirs are still collecting a royalty every time the stroke is swum.  The Hon. Treasurer reported that at the end of a successful first year the Association had 40,000 guineas in the bank. So clearly not a lot has changed over 120 years! In all seriousness and with apologies for poking gentle fun at some of my fellow Exec members, I think it’s fantastic that this Association has survived for 120 years, through a turbulent 20th Century , two World Wars and the Great Recession. The first minute book appears to be lost but there is a minute book dating from the 1930s and a meeting in 1940 records that activities were suspended for the duration of the war, being reconvened in 1947, but quite poignantly, in the interim in true Dunkirk spirit member clubs were encouraged to arrange ad hoc friendly galas between themselves wherever possible. It is testament to some of our predecessors that they had a vision for the Association that has ensured its longevity and that today we are blessed with a strong, well supported and financially stable Association. It is my hope that we can continue to engage and represent our member clubs, to evolve and respond to continuous changes within the sport and ensure that the Association continues well into the future, long after we are all a footnote in its history. I’d also like to pass a forward note to the next Vice President, after Garry who will be President in 2019 our 125th anniversary year- let’s make a bit of a splash that year please! This concludes my first year in office and I would like to thank the Officers and Executive for their generous support both to me and the Association in a year marked by some fairly significant changes. Thank You.

HON TREASURERS REPORT

Year Ended 30th September 2014  The income from affiliation and league fees is down on the previous year, owing to the fact that this year all clubs, bar one, paid on time at the discounted rate.  The Associations fortunes from the two meets were a reversal of the 2013 results. The upper Level three meet was more profitable this year and the October 2013 development meet less so.  Swimmer entries and consequently spectator fees were down for the October 2013 meet by £1,405 and whilst other running costs were reduced overall, a significant increase in pool hire charges from £2,174 to £2,933 more than outweighed other cost savings and in the final analysis the meet generated £1,431 less than the October 2012 meet.  I am pleased to advise that pool costs now appear to be under control and a tighter booking of hours at the October 2014 meet has kept this year’s bill at £2,052 which is less than we paid in 2012. I’d like to thank Janice for her work with Blackpool Council in getting costs brought down.  The January Championships and squadrons proved popular with an increase in both swimmer entries and spectator fees. Overall costs were £63 less than for the previous year resulting in an increased surplus from £2,119 in 2013 to £3,015 in 2014.  It remains to be seen how the new competition structure impacts on the Association’s revenue from the licensed meets and, as our only significant source of income, we will need to keep the financial results under review. There has not been any increase in entry fees for several years and the Executive therefore decided at their November meeting to raise the fees for the January 2015 meet by £0.50 to £3.50 per event.  There was no share of revenue this year from the Piccolo board and we are unlikely to see any further receipts from this source as it is incompatible with the new scoreboard at Manchester Aquatics.

 In terms of expenditure  The Swim Camp came in at a total cost of £3,113, fractionally less than the 2013 camp, but having split the camp into two separate camps this year, nearly twice as many swimmers were able to benefit. We are extremely grateful to Fred Furness for giving us a full day free of charge on the Thursday of the older age camp and for running the coaches workshop, although it would have been nice if more coaches could have attended and benefited from Fred’s extensive knowledge. We are also grateful to the numerous coaches and helpers who gave up their time to make the camp happen.  Twelve clubs made claims for coaching grants totalling £6,088 compared to nine in 2013 at £4,360. In addition the Association contributed £859 for two safeguarding courses. The Association no longer funds Safeguarding courses and we would direct member clubs to Swim NW who will fund courses in entirety, where three clubs band together to run the course.  Savings were made on insurance as a result of dropping cover on the obsolete AOE equipment.  We ran a well- attended business issues seminar for member clubs in June at a total cost of £488 and trust that the clubs appreciated the advice given.  We purchased several years supply of carbonised results sheets for the Water Polo section at a cost of £215 to facilitate the better reporting and collation of league results.  A new laptop was purchased at a cost of £455.  Sundries comprise trophies, engraving, refurbishment of the chain of office and presentations.  The deficit for the year was £8,368 compared to £4,885 in 2013 and total funds at 30th September 2013 stood at £37,675 compared to £46,043 and the reduction is in a large part down to the payment of coaching grants.  Back in 2009 the Executive established the grants in order to distribute some of the accumulated surplus and benefit our member clubs. In excess of £30,000 has been paid out to clubs since 2009, so the fund has been very successful in meeting the original objectives. The level of distributions has increased year on year and in order to prolong the life of the project and slow the rate at which reserves are being eroded the Executive decided at the November meet to reduce the maximum amount claimable in one year from £600 to £400 per club. The details and claim form have been updated on the Association website.  The new account is now open with Royal Bank of Scotland which will make my job considerably easier and we can now transfer some of the funds that were previously on deposit with Nationwide into the RBS Reserve account. If any member clubs still have cheques drawn on the old Yorkshire Bank account could you please present them quickly as we intend to close that account before the end of December?  I’d like to thank Garry for again carrying out the Independent Review of the accounts and wish you all a Happy Christmas and prosperous and successful 2015, both in and out of the pool. AGE GROUP SECRETARYS REPORT

Meets Both meets ran very smoothly and were successful. There were fewer entries in the October meet but the galas were good. There are a more meets available to clubs now and this provides them with more choice. We will continue to provide competitions for our members. Obviously with the changes to the competition structure we also will have to make changes but will strive to continue the provision of competition across the differing standards. We ask that you have patience and understanding throughout this period of change. Thanks to all those who were involved in the organisation, the officials and those who helped in the timing suite and with the catering. We do encourage officials to attend our meets as this also helps when trying to mentor those in training. If we do not have the required qualified officials this cannot take place. Thank You to all the clubs for fulfilling their allocated roles at the galas. This does help considerably with the running of the events.

Inter Association The team swam last weekend at Huyton and although were runners up to Liverpool there were some excellent swims. Thanks to Andy Timpany, Paul Davison and Jen Barcock for their help over the weekend motivating the swimmers, giving them feedback etc. Thanks also to team Captains Anthony Wood and Ciara Barcock for their support to the swimmers throughout the weekend at every session and to Vice Captains Kenan Yeung and Ellie Taylor who also did a sterling job. Liverpool were very strong indeed and fully deserved their victory. They have now “got their act together” and fielding a strong team each year. We do have to remember that Liverpool do have a massive catchment area for clubs as opposed to the other associations Including North Lanc`s who have much less. The Inter Association committee will be meeting early in 2015 to discuss the competition as a whole. Once again with the competition structure changes we do need to look at this for the future.

Finally thanks to everyone who has this year and in particular on a personal note I would like to thank the association, clubs and individuals for their concerns and support following my health scare in the summer. SWIMMING LEAGUE SECRETARYS REPORT

The results and league position are now up to date on the web site.

Garry Whittle is not continuing as Swim League Secretary. Burnley Aquatics are withdrawing from the League Slight changes have been made to the programme. The programme for 2015 is also on the web site.

GEORGE HARRIS SALVER

Nomination was received from Jen Barcock and Norman Cowburn and was agreed at the November Executive Meeting.

This was presented to Barrie Rayner from Fleetwood Swimming Club. Barrie has been Teaching and Coaching at Fleetwood for 27 years. 20years as a Team Manager (Swim League and Micro League) He has member of a number of Committees for more than 20years. 12 years as a ASA Tutor. Wyre Sharks Team Manager for 4 years. Involved with the setup of both Wyre Sharks and Gallica. Represents Fleetwood at the New Coastal Hub. Barrie works with over 250,000 swimmers both club and school per year. Barrie has also been a School Swimming Co-ordinator for 23 years and helped set up PADL Group and he was Treasure for 7 years.

*Alison Lawton received the award on Barrie`s behalf as he has recently had an operation and was unable to attend.

LIFE MEMBER

Nomination received from Mary Parkinson. This was agreed at the November Executive Meeting.

Steve Heaps has been made a Life Member of the Association. Steve has been a member for several years as delegate for Preston Swimming Club. He has also rendered sterling service for the Association as Team Manager for the Inter Association Team with several victories during his tenure. Steve has been a member of the Swimming Committee providing sound and well balanced advice to the Association from a coach’s perspective. In a wider context he was Inter County Team Manager for an unprecedented 3 successive years, each of which saw victory for the Red Rose Team. Steve has always demonstrated genuine interest in the performance and achievements of all the swimmers under his charge regardless of their club. As a result he has earned the loyalty and respect of the Association Swimmers.
