1 [594-1] 1 2 3 4 5 6 7 8 9 A JOINT RESOLUTION 10 11 TO APPROVE REGULATIONS OF THE DEPARTMENT OF 12 LABOR, LICENSING AND REGULATION, RELATING TO 13 INSPECTIONS AND FEES, DESIGNATED AS REGULATION 14 DOCUMENT NUMBER 2818, PURSUANT TO THE 15 PROVISIONS OF ARTICLE 1, CHAPTER 23, TITLE 1 OF THE 16 1976 CODE. 17 18 Be it enacted by the General Assembly of the State of South 19 Carolina: 20 21 SECTION 1. The regulations of the Department of Labor, 22 Licensing and Regulation, relating to Inspections and Fees, 23 designated as Regulation Document Number 2818, and submitted 24 to the General Assembly pursuant to the provisions of Article 1, 25 Chapter 23, Title 1 of the 1976 Code, are approved. 26 27 SECTION 2. This joint resolution takes effect upon approval by 28 the Governor. 29 ----XXX---- 30 31 SUMMARY AS SUBMITTED 32 BY PROMULGATING AGENCY. 33 34 The Office of Elevator and Amusement Rides is amending 35 Regulation 71-5500(1)(b) to reduce the frequency of routine 36 inspection of certain low use specialized elevator facilities and to 37 amend the inspection fee schedule respectively at 71-5600 to 38 reflect these changes. Regulation 71-5300 (2) deletes the 39 following: all operating certificates shall be valid for a period of 40 one (1) year from the date of issuance, except where no inspector 41 is available. This deletion is necessary so that it will not conflict 42 with new language in 71-5500(1)(b). Regulation 71-5500(1)(b) is

1 [594] 1 1 amended to eliminate the renewal inspection for dumbwaiters. 2 Regulation 71-5500(1)(c) Frequency of inspection for handicapped 3 lifts is amended from once every two (2) years to once every five 4 (5) years. Regulation 71-5500(1)(d) is added and indicates 5 dumbwaiters, manlifts, television tower elevators, and special 6 purpose personnel elevators will now be inspected every seven 7 years. Regulation 71-5600 (2)(A)(1) deletes routine inspection fees 8 for dumbwaiters to reflect new language in 71-5500(1)(b). 9 Regulation 71-5600 (2)(A)(2) is added to reflect fees for operating 10 certificates. 11 ----XX---- 12
