Gender Equity Training Co-ordinator (Part-time, 14 month contract)

POSITION CONTEXT

Women with Disabilities Victoria (WDV) is the peak organisation for women with disabilities in Victoria. We communicate with community organisations and government about the critical issues affecting women with disabilities. We are united in working towards our vision of a world where all women are respected and can fully experience life. Our gender perspective allows us to focus on areas of particular inequity: access to women’s health services, gendered NDIS services, and freedom from gender-based violence.

One of the strategic priorities of WDV is to increase women’s wellbeing and prevent violence against women with disabilities. A key initiative to support this is the Workforce Development Program on Gender and Disability. This program aims to increase awareness on how to deliver gender equitable and sensitive services and to influence organisational culture as a strategy for violence prevention and improving women’s well- being and status.

In mid-2012 WDV sought and received a one-off grant from Disability Services in DHS to develop and establish a “Delivering Gender Sensitive Disability Services” training package. In 2013 WDV received further DHS funding phase two, to pilot the implementation of the workforce development program. The program was piloted and evaluated during 2013-2015, demonstrating that it was well received and has had some impact on gender sensitive and responsive practice and policy of the participating organisations.

The Victorian Government has announced funding to further refine and expand the roll-out of the Workforce Development Program on Gender and Disability.

POSITION DETAILS

Position Title: Gender Equity Training Co-ordinator Classification: WHV Enterprise Agreement 2007, Level 4, Year 1 Hours of Work: .7 EFT (53.2 hours per fortnight) Salary: $70,386 per annum pro rata, plus employer superannuation. Attractive salary packaging is available to all staff. Conditions: A police check will be required to undertake the duties in this position. Some regional travel by public transport is required.

1 Position Location: Level 9/255 Bourke St, Melbourne. Tenure: Subject to funding this position is a 14 month contract from the date of appointment. Commencing early January 2016.

POSITION OBJECTIVES

This position is responsible for implementing workforce training within the third phase of the Workforce Development Program on Gender and Disability.

KEY RESPONSIBILITIES

Program coordination and implementation  Support the implementation of the modified train-the-trainer program and refresher training for women with disabilities and prevention of violence sector workers as co- facilitators based on Stage 2 evaluation recommendations  Coordinate and support the delivery of the modified gender and disability learning packages by co-facilitators to senior executives and managers, service managers and disability support workers in specified disability service organisations  Implement reflective learning strategies with existing and new co-facilitators to build knowledge and skills in delivering the learning packages and facilitating communities of practice  Implement an appropriate model for an empowerment/peer education program with women with disabilities and prevention of violence sector workers.

Relationship management and communication  Develop and maintain positive relationships with co-facilitators, delivery site organisations and other key stakeholders  Develop and implement a range of communication strategies to meet program needs  Document program processes and outcomes to inform decision making and program evaluation.

Program administration, systems and reporting  Collate, analyse and produce reports on training participant feedback  Develop and implement administrative and event management support for the program including promotion of events, managing RSVPs, coordinating venue, translating and catering services  Develop and implement systems and processes to manage and maintain information that supports the recruitment, training, employment and ongoing requirements of co-facilitators  Provide secretariat support to project advisory groups and committees informing the development and implementation of the Workforce Development Program on Gender and Disability, including organising meetings and related correspondence  Maintain a financial accountability system for the program and ensure appropriate processing of accounting transactions and supply information and documents for audit as required  Provide progress updates and monthly project reports to the Gender Equity Program Manager.

2 General The following responsibilities are carried out by all staff:  Contribute to WDV’s capacity as a feminist organisation to deliver its goals, enable and support high performing teams and foster productive internal and external relationships  Provide verbal and written reports and activities data as appropriate  Active involvement in a reflective learning organisation committed to strategic and operational planning, setting performance objectives, policy development and review, evaluation, risk identification and risk management  Work within organisational policies, procedures and Enterprise Bargaining Agreement  Undertake other duties as directed.

ORGANISATIONAL RELATIONSHIPS

Internal  Work collaboratively with internal staff  Contribute to the culture of the decision making processes incorporating co- operation, collaboration and shared accountability with other staff, and the Board.

External  Liaise with services participating in the pilot  Progress strategic directions by building and maintaining relationships with relevant organisations  Encourage involvement of women with disabilities and other key stakeholders in the project.

Accountability  The position will report on delivery of agreed performance measures to the Gender Equity Program Manager.

Extent of Authority  The position reports directly to the Gender Equity Program Manager and supports and supervises project staff and volunteers/students as required.

KEY SELECTION CRITERIA

 A demonstrated commitment to feminist principles and the values underpinning Women with Disabilities Victoria  Knowledge of the key policy areas relating to WDV’s priorities  Demonstrated high level skills and experience in developing and delivering training programs.  Demonstrated project management and coordination skills including ability to manage competing priorities and to work within deadlines  Knowledge and experience in high level written and verbal communication and partner relationships.  Demonstrated experience in staff management and support  Demonstrated financial management skills.

Desirable:  Lived experience of disability. 3 CLASSIFICATION LEVEL and DEFINITION

The WHV Enterprise Agreement 2007 Level 4 Classification definition is as follows:

 Work is likely to be under limited guidance in line with a broad plan, budget or strategy. Responsibility and defined accountability for the management and output of the work of others and for a defined function or functions may be involved.  Work involves the exercise of a degree of autonomy with delegated authority to operate within broad organisational guidelines. The selection of methods and techniques is based on sound judgement. The work generally involves the management of major projects and/or functions. Solutions to problems can generally be found in documented techniques, precedents or instructions. Advice would not necessarily be available within the organisation.  Competency at this level involves the self-directed development of knowledge with substantial depth across a number of areas and/or mastery of a specialised area with a range of skills. Application is to major functions in either varied or highly specific contexts.  Competencies are normally used independently and are substantially non-routine. Significant judgement is required in planning, design, technical or supervisory functions related to products, services, operations or processes.

CORE COMPETENCIES FOR THIS LEVEL (Level 4)

 Ability to use knowledge of legislation, policies and procedures of the Service to identify risk, opportunities and strategic issues for the future.  Ability to use strategic and operational planning processes to set goals, develop plans and objectives having regard for both the current and future directions of the service.  Ability to allocate work flexibly to people, and lead and motivate staff performance. Training needs are identified and appropriate training is provided to staff being supervised. Personnel management records are maintained in line with recognised practices.  Ability to identify and assess client needs, negotiate and liaise with clients and market the product or service.  Ability to implement, monitor and evaluate work plans so that work conforms to prior estimates and costs. Materials, services and equipment are acquired and work-in- progress is regularly checked. Any necessary variations are incorporated and these are advised to staff and management. Progress reports are provided to clients and other interested parties.  Ability to exercise initiative by identifying potential problems and developing appropriate solutions.  Ability to cost work, prepare estimates and provide this information to clients. Material and suppliers are identified and prices are negotiated.  Ability to anticipate and assess the impact of change and create and foster an awareness of the opportunity for change and an environment conducive to change.  Ability to recognise and apply strengths and address areas for development. Demonstrate integrity and apply ethical practices, as well as demonstrate self- organisation and a high degree of personal accountability.
