THE MINUTES OF ROLLESBY ANNUAL PARISH COUNCIL MEETING HELD AT THE VILLAGE HALL AT 7.30pm ON MONDAY 16 th MAY 2016

MEMBERS PRESENT Mr R. Tacon (Chair), Mrs G. Tooke, Mr S. Day, Mr R Hawkins, and Parish Clerk Mrs C. Dickson

1. APOLOGIES Miss R. Rudrum, Mrs L. Castillo, Mr C. Braybrooke, Borough Councillors B and M Coleman, County Councillor M Cartiss

2. MINUTES The minutes of the meeting held on 18th April 2016 were agreed to be correct, and were signed by Mr. R Tacon as Chair of the Parish Council.

ELECTION OF CHAIRMAN Mrs G. Tooke proposed Mr R. Tacon be elected as Chairman, seconded by Mr S. Day and agreed. Mr Tacon then signed the Declaration of Acceptance of Office of Chairman.

3. MATTERS ARISING The Clerk reported back on clarification of the Waterside Broads Authority planning permission. There is no proposal for wider access by motor boats or larger engines. The internal auditor Mr Michael Brock brought to attention some inaccurate figures in the minutes on page 288. The Clerk amended the figures and Mr Tacon signed the new page as correct.

4. PUBLIC PARTICIPATION a) Community led Plan/Neighbourhood Plan Following the local elections in Martham some of the new Councillors are keen to pursue a Neighbourhood Plan. If 3 or more Parishes gather together then they have access to more and larger grants. Repps and Fleggburgh are to be approached to see if they would be interested in joining a cooperative.

5. CORRESPONDENCE A survey for Shaping the future of Voluntary and Community sector support in Great Yarmouth Borough was received and Mr Day will complete. A survey was also received from NALC regarding the future of the Parish Sector in the next 10 years. Mr Hawkins will complete.

6. PLANNING a) Broadland, Main Road, Rollesby – Broads Authority approval of office relocation. b) There has been email confirmation that the planning permission for the churchyard land has been granted but we have not received confirmation. Clerk to check website. c) Mr Day clarified the planning position on barns. Permission should be asked and is always granted, but is should be asked for before erection. The barn on Heath Road did not speak to planning first.

7. FINANCE a) Deposit account – balance brought forward £33,792.66 add: interest received £ 0.65 transfer from current account £8,000.00 Closing balance (April) £41,793.31 Current account – balance brought forward £ 862.60 add: GYBC precept £10,234.00 DAC Beachcroft cheque £ 250.00 less: Norfolk ALC £ 186.99 Secret Gardens £ 175.00 C Dickson £ 489.90 C Dickson £ 152.90 HMRC £ 38.20 transfer to deposit account £ 8,000.00 Closing balance (April) £2,303.61 Current account + deposit account less Clay Allotment money = £2,096.92 COIF deposit £4,539.89 Lloyds Fixed Term deposits £66,000.00 Following the audit of the accounts the internal auditor Mr Michael Brock expressed concern that the £32,000 Clay Allotment money was being held in the deposit account. He suggested it should be separated properly and transferred to the COIF account. This was agreed. Further forms were signed during the month to enable the Clerk to view the balance of both Lloyds Bank accounts but not to action any payments or transfers b) The Annual Governance Statement of the Annual Return was approved by the Council and signed by the Chairman

8. PAYMENTS a) Secret Garden grass cutting - £175.00 b) Mrs G Tooke for the electrical connection of the defibrillator - £190.00 c) Rollesby Playing Field Committee reimbursement of insurance cheque that was made payable to Rollesby Parish Council - £250.00 d) Mr M Brock audit fee - £35.00 e) Community Action Norfolk subscription - £20.00 f) Clerk’s salary and expenses - £152.90 + £15.28 + £22.00 = £190.18 g) HMRC PAYE - £38.20 h) COIF Charities Deposit Fund Clay Allotment transfer - £32,000.00

9. COMMITTEE REPORTS a) Playing Fields – there have been reports of cars racing up and down the stretch of road alongside the Playing Fields but as yet no trouble at the Playing Fields themselves. There are occasional problems with parking around pickup time from the school. The car boot sales are running well, even better when the sun shines. b) Allotments – there have been no complaints from the ploughing and they are looking much neater.

10. FOOTPATHS & HIGHWAYS a) Village drainage issues - Clerk to contact Highways to request the drains are flushed, particularly Flegg Road, Rectory Road and near the Horse and Groom. The roads are gradually being patched up but there are still noticeable pot holes. The yellow lines near the school have not been replaced following recent road repair. Clerk to chase this up. There have been reports of dog fouling on the cut through to the school so it has almost become unusable. Clerk to requests more visits from the dog warden. The Council’s opinion on cycling on the Windmill to School path was discussed. Technically it should not be allowed but because the road is so busy and dangerous it was considered acceptable as long as other path users were not inconvenienced. 11. ANY OTHER BUSINESS Other Parishes at their Annual Parish Meeting have reports from village groups, like a Bowls Club or Happy Rollers. It could be something to be considered and discussed at a meeting nearer the time next year. The Chair was asked if there was a policy on field spraying as one parishioner had felt recently that the conditions were unsuitable when she encountered spraying whilst out walking the dog. Farmers are required to note down the time, date, and weather conditions every time they spray. If the conditions are not suitable they should not spray. It was requested that some more training on how to use a defibrillator be sought from the Ambulance Service. There had been an excess of mud on the road from Lancelot House to Busy Bee Farm but it was eventually removed.

12. CLOSE AND NEXT MEETING The Council agreed to meet again on Monday 20th June 2016 at 7.30 pm in the Village Hall. The meeting closed at 8.45 pm.
