Patent Policy and Procedures: The contributor is familiar with the IEEE 802 Patent Policy and Procedures , including the statement "IEEE standards may include the known use of patent(s), including patent applications, provided the IEEE receives assurance from the patent holder or applicant with respect to patents essential for compliance with both mandatory and optional portions of the standard." Early disclosure to the Working Group of patent information that might be relevant to the standard is essential to reduce the possibility for delays in the development process and increase the likelihood that the draft publication will be approved for publication. Please notify the Chair as early as possible, in written or electronic form, if patented technology (or technology under patent application) might be incorporated into a draft standard being developed within the IEEE 802.22 Working Group. 2Minutes from March 7 2007 Conference Call

2.1 Agenda

 Attendance (Steve)  Review agenda for Orlando  Review Spectrum Sensing Text (Steve)  Discussion on presenting results for sensing techniques (Gerald)  New Business

2.2 Notes

 Gerald suggested that we specify the method of deciding whether a channel is in the available channel list but not how the list is sorted.  Winston suggested that the data fusion algorithm can be specified in the standard  Gerald show how the spectrum manager controls the SSFs  Also show in Figure 1 the inputs form SM and outputs to CSF  After we have described the behaviour of the CSF we will need to describe an algorithm to implement it and put that in an informative annex  Behaviour text specifying the global probability of misdetection and global probability of false alarm  Winston is not totally comfortable that a greater effort is needed. We may need to specify it exactly.  Gerald pointed out we need to find a proper way to measure the performance of the global decision  Steve to add a discussion topic on how to measure the performance distributed to Orlando agenda  Need to add an annex for methods of implementing the CSF  Gerald points out that the PMD curve needs to be averaged over the SNR probability density function. He points that we are plotting on a logarithmic scale. He is suggesting the use of a linear scale on the y-axis.  Steve thinks it is better to have the logarithmic scale  Gerald is working on a composite plot shows the results on a single curve 
