Maintenance Worker – Water/Wastewater/Streets

Class Code Number: 1017 Pay Grade: 5 (w/out CDL) 6 (with CDL) FLSA Designation: Non-exempt Effective Date: 10/99 Revised Date: 10/10, 10/13

General Statement of Duties Performs a variety of manual and semi-skilled maintenance and service work on City streets, rights-of-ways, water and wastewater facilities, public buildings, and other areas; performs related work as required. Classification Summary The primary function of an employee in this class is to perform a variety of manual and semi-skilled and skilled tasks to maintain and repair City systems, streets, water and wastewater facilities and other public areas. This position may be assigned to one or more specific areas in water, wastewater or streets or be given specific maintenance assignments. Maintenance Worker positions learn to operate medium to heavy and special service equipment. An employee in this class may be assigned to other maintenance duties in the City’s Public Works Department. The work is performed under the supervision of a department Supervisor with job site guidance from a Maintenance Technician or Equipment Operator. The principal duties of this class are performed in an outdoor environment and may include working in adverse weather conditions and hazards involving the use of power tools and equipment and working in traffic area(s). Essential Duties and Responsibilities: (Depending on Work Assignment) All Positions:  Operates a variety of vehicles and light and medium duty equipment, including but not limited to, dump trucks, front end loaders, sweepers, pavers, backhoes, water tankers, snow removal vehicles, street marking equipment and others;  Operates a variety of hand and power tools;  Welds, cuts and fabricates equipment and specialty items;  Fuels, lubricates, performs preventative maintenance and inspects equipment for use in maintenance facilities and projects;  Cleans and restores construction areas, job sites and other project areas;  Cleans, maintains and repairs tools, equipment and facilities;  Responds to citizens’ questions and comments in a courteous and timely manner. Water/Wastewater  Performs repairs to the City’s water distribution system including repairing leaks, installing water taps, replacing cracked and broken pipes, and reading meters;  Responds to calls from businesses, property owners and citizens to repair, replace and maintain public water distribution systems;  Installs back flow devices;  Installs fire hydrants and maintains hydrants by flushing, troubleshooting and repairing;  Assists in the installation of water mains and service lines;  Reads meters; Installs meter pits and performs meter change outs;  Checks and maintains the City’s pump operations and fills out daily log sheets;  Checks and maintains wells including water sampling;  Disconnects services from abandoned or empty residences and businesses and from properties of non-payment for services;  Operates light and medium duty equipment, hand and power tools;  Digs trenches, secures, lowers, installs and repairs collection pipes;  Maintains city lift stations, including checking, inspecting, removing and replacing pumps, checking valves, switches, relays, etc.;  Maintains physical facilities;  Removes and replaces broken sewer rings, covers and brings covers to grade;  Replaces and compacts bedding and overlay material;  Uses jet and vacuum truck to clean and repair collection lines;  Logs work duties on the computer at the end of the day.  Learns and works with the SCADA system.

Streets:  Removes worn, cracked or weathered asphalt using hand or power tools and loads debris for disposal;  Grades and repairs underlay or roadbed to prepare surface for patching;  Rolls asphalt patching material and assures patch meets grade and standards;  Seals and repairs asphalt and concrete;  Grades and prepares surfaces for concrete curbs, gutters and storm water inlets;  Builds and sets forms and pours and finishes cement for concrete structures such as curbs, gutters and storm water inlets;  Operates mowers, chain saws and weed-eaters to maintain right-of-ways and clean street areas;  Plows and sands streets in response to snow and ice conditions;  Trims trees and sprays weeds to maintain City streets and right-of-ways;  Places signs and paints streets, traffic areas and crosswalks.

Other Duties and Responsibilities:  On call after regular hours to respond to emergency situations;  Performs landscaping tasks, installs and repairs irrigation systems, builds wood and chain link fences; Maintenance Worker – Water/Wastewater/Streets Page 3

 Prepares forms and pores and finishes concrete;  May perform painting and carpentry tasks;  Locates water and wastewater lines for contractors;  Attends meetings, conferences, workshops and training sessions and reviews publications and audio-visual materials to become and remain current on the principles, practices and new developments in assigned work areas;  Performs other related duties as assigned. Required Knowledge, Skills and Abilities Knowledge of:  Construction equipment, materials and methods or Water distribution or wastewater facility construction, maintenance and repair;  Traffic hazards and traffic safety principles, practices and procedures;  Proper lifting techniques and personal protective equipment used in the operation of hand and power tools;  Operation of hand and power tools.

Ability to:  Comprehend and follow safety rules and regulations;  Operate hand and power tools used in public works facility maintenance and repair;  Communicate well with others, both orally and in writing, using both technical and non-technical language;  Understand and follow oral and/or written policies, procedures and instructions; Operate hand and power tools;  Operate light and heavy equipment, such as dump trucks, backhoes, front-end loaders, graders, snow plows, etc.;  Understand and follow effective safety practices and procedures.

Acceptable Experience and Training  Graduation from high school or possession of a GED; and  Experience performing manual and skilled tasks preferred; or  Any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work.

Special Qualifications  Possession of a valid driver’s license issued by the State of Idaho;  Obtain a Class A CDL with Tanker endorsement issued by the State of Idaho within the initial 6-month introductory period of employment;  Obtain, per current IDAPA standards, an Idaho Class I Water Distribution License, Class I Wastewater Operator Treatment license, and/or Class I Collection System license within one (1) year of eligibility, depending on assignment;**  Obtain Flagger Certification within one (1) year of employment.

 Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to understand department and safety rules and regulations and work around high traffic areas;  Sufficient vision or other powers of observation, with or without reasonable accommodation, which permits the employee to work safely in heavy traffic and heavy equipment operation;  Sufficient manual dexterity with or without reasonable accommodation, which permits the employee to operate hand and power tools and operate heavy equipment;  Sufficient personal mobility and physical reflexes, with or without reasonable accommodation, which permits the employee to work in trenches, in public works facilities, access trenches and operate construction equipment.

*Per IDAPA standards in 2013 (which are subject to change), an employee is eligible to qualify for the Class I Operator License after one (1) year of documented acceptable relevant on-site operating experience at a Class I or higher system.

**The City will pay for the Class I licensing test and allow employees time off for the testing process; employees who do not pass the test after the 3rd attempt will be required to pay for future tests and must use available leave time for testing purposes. If an employee does not obtain the required Class I certification/license within one year of employment or the CDL within the first six months of employment, he/she will be terminated from employment.
