MEETING MINUTES

January 8, 2014

Orwigsburg Borough Council met on Wednesday, January 8, 2014 in Council Chambers. President Buddy Touchinsky called the meeting to order at 7:30 pm, and the Pledge of Allegiance was recited.

Attending were: President Buddy Touchinsky; Vice President Susan L. Murphy; Councilors: Edward C. Mady; Darle W. Cresswell; Angela Hoptak-Solga; Paul J. Bedway; Mayor Barry J. Berger; Solicitor Frank Tamulonis; Borough Manager Michael P. Lonergan and Borough Secretary Sherry M. Edwards.

Visitors were: Colleen Hoptak of South Schuylkill News, Brian Baldwin of 200 S. Liberty Street; Amy Marchiano of Republican Herald.

The minutes of the December 4th , December 11th and December 18th meetings were accepted as presented on a motion made by Sue Murphy second by Ed Mady Unanimous.

The November 2013 Treasurer’s Report was approved as presented on a motion made by Darle Cresswell, second by Sue Murphy. Angie Solga abstained. Motion carried.

The Tax Collector’s report was approved as presented on a motion made by Ed Mady second by Sue Murphy. Angie Solga abstained. Motion carried.

Real Estate $ 5,824.87 Per Capita $ 1,536.80 Occupation $ 513.63

A motion to exonerate the Tax Collector from collecting Occupation Tax on Tax Exoneration List #11 was made by Sue Murphy, second by Darle Cresswell. Unanimous. Orwigsburg Borough Council January 8, 2014/Page 2

Building Permits for December 2013 – 0 new permits issued at -0- total value and 1 renovation permits issued at $10,000.00.

Visitors – None

Unfinished Business

Council interviewed Brian Baldwin for the vacant council seat vacated by Barry Berger.

New Business

A motion to accept the resignation of Barry Berger from Orwigsburg Borough Council was made by Sue Murphy, second by Ed Mady. Unanimous.

A motion to adopt Resolution 2014-02 establishing a UCC Permit Fee Schedule was made by Darle Cresswell, second by Ed Mady. Unanimous.

A motion to adopt Resolution 2014-03 sanctioning Fire Company activities was made by Sue Murphy, second by Ed Mady. Unanimous.

A motion to approve the Orwigsburg Borough 2014 Schedule of Events. These events are excluded from the permitted hours of operation for a vending permit if a fee to participate in the event is assessed by the event sponsor was made by Ed Mady, second by Darle Cresswell. Unanimous.

Committee Reports:

Finance

A motion to authorize the Borough Manager or Finance Chairman to transfer funds as needed during 2014 was made by Darle Cresswell, second by Ed Mady. Unanimous.

A motion to submit names of delinquent taxpayers as received from the Tax Collector to Berkheimer for collection was made by Darle Cresswell, second by Sue Murphy. Unanimous.

Insurance and COG

Councilor Murphy noted the next COG meeting will be January 16st at 7:00 at Borough Hall in Council Chambers.

Planning & Zoning - None

Personnel & Negotiations

A motion to adopt Resolution 2014-04 appointing Michael P. Lonergan as delegate, Buddy Touchinsky as alternate delegate and Larry Padora as second alternate delegate to the Schuylkill County Tax Collection Committee was made by Sue Murphy, second by Darle Cresswell. Unanimous.

A motion to re-appoint: Paul Bedway and Darin Brensinger to Planning and Zoning with terms expiring January 1, 2019, Ed Mady to the Blue Mountain Recreation Commission with a term expiring December 31, 2017, John Boyer to the Orwigsburg Municipal Authority with a term expiring December 31, 2018 and Jeff Fanelli to the Zoning Hearing Board with a term expiring December 31, 2016 was made by Sue Murphy, second by Darle Cresswell. Unanimous.

A motion to appoint Nicholas Bagdonis to fill an open seat on the Orwigsburg Municipal Authority with a term ending December 31, 2015 was made by Ed Mady, second by Sue Murphy. Unanimous.

The Police Report for December 2013 is attached to these minutes.

A motion to authorize the Borough Manager to request proposals for supplemental management and operations services for the Water and Wastewater systems was made by Ed Mady, second by Darle Cresswell. Unanimous.

Sewer and Solid Waste - None

Streets & Lights

A motion to authorize the Chief of Police to apply to PennDot for permission to close Market Street for the Memorial Day Parade, Community Heritage Day, and the Halloween Parade was made by Sue Murphy, second by Angie Solga. Unanimous.

Building and Recreation - None

Correspondence – None

A motion to approve and ratify accounts payable for General, Water, Sewer, Sanitation, and COG accounts was made by Ed Mady second by Sue Murphy. Unanimous. Orwigsburg Borough Council January 8, 2014/Page 5

President Touchinsky reminded council to prepare a list of goals to discuss at the February work session.

At 7:55 pm there being no further business the meeting was adjourned.
