QUALIFICATIONS AND ABILITY (20 POINTS) DIRECTIONS 50-100 words It is suggested that applicants consider the following questions to describe the need and urgency of the proposed project:  Do you have staff that will be able to commit to the project that can oversee recycling center procurement, construction, installation and operations?  Will additional staff be needed? Do you have the ability to hire new staff if needed?  List equipment you have to use for this project (fork-lift, skid-steer, collection containers, etc.)  Describe previous solid waste grant projects, detailing how you successfully completed the grant.  Describe experience implementing new programs for your community.  Detail your ability to meet quarterly and annual reporting requirements.  Has your community overseen federal or ARRA grant projects and are they familiar with requirements?
