MEETING MINUTES BOARD OF DIRECTORS SAME ORANGE COUNTY POST

A meeting of the Board of Directors (BOD) of the Orange County (OC) Post of the Society of American Military Engineers (SAME) was held at the offices of Ninyo and Moore on Monday, May 5, 2008. Ron Everly, SAME OC Post Immediate Past President, called the meeting to order at approximately 11:55 am, after lunch.

1. Minutes Review - Draft minutes from the April 2008 BOD meeting were reviewed. The minutes were approved with minor modifications. 2. Treasurer’s Report - Penny Cornwall, the SAME OC Treasurer, was not present for the meeting, however she forwarded her monthly report for review by the BOD. o Checking - $21,308.17 o Investment CD - $14,849.10 o CD (8-mo @ 4.69%) - $10,388.01 - The BOD noted that the 2008 proposed budget, dated 7 January, has not been revised to reflect changes in allocations for some budget items. The BOD respectfully requests that the Treasurer and President meet and update the proposed 2008 budget, which can then be approved. 3. Program Committee Report - John Cromwell, the OC Post Program Chair, discussed the status of the 2008 Program schedule.

Page 1 of 3 o Apr 24 – Michael Sabbaghian, Acting Recovery Branch Chief, California Office of Emergency Services, Eagle’s Nest, Cypress. This was a successful meeting with 38 attendees. o May 29 – Speaker Larry Serafini, John Wayne Airport, Eagle’s Nest, Cypress. o Jun 26 – Camp Pendleton Day, Sharkey’s. Sponsors will be encouraged to provide simple, table top displays. So far, 13 companies have signed up for the 14 tables. The speakers will be Mr. Lupe Armas, Assistant Chief of Staff - Environmental Security, Commander Marshall Sykes, PE (USN) Camp Pendleton Public Works, CMDR Mark Geronime, US Navy, Chief of IPT–West and Maj General Michael R. Lehnert, Commanding General of Marine Corps Installations West. o Jul 24 - Speaker TBD, Eagle’s Nest, Cypress. John will contact NFESC for possible speaker o Aug 28 - Speaker TBD, Eagle’s Nest, Cypress. Judy McKeehan is checking with the Veterans’ Administration for a possible speaker in July or August. o Sep 12 – Golf Tournament, Green River Golf Club. We are considering a potential hole-in-one arrangement with Chrysler. o Oct 14- Scholarship Program, UCI University Club. We still need a speaker for this event, which may focus on the Triad approach to clean-up of contaminated sites. o Nov 20 – Business Opportunity Symposium, Cost Mesa Hilton. Exhibitors will be able to set-up their booths the night before the event. The program is still pending. o Dec 6 – Holiday Ball, Fort MacArthur. 4. Scholarship Committee - Peter Supko, a member of the OC Post Scholarship Committee reported that Karen Miles had recently contacted Ron Everly to request an opportunity to discuss with the Scholarship Committee the annual scholarship award. The cash awards is made with support from the Miles family, the SAME OC Post, and UCI Engineering Affiliates. Peter recommended that the Scholarship Committee meet soon to discuss funding requests and the upcoming selection process for 2008. 5. New Business - Readiness Plan Update and Committee – Steve Tayanipour, the OC Post Homeland Security Chairman announced that the National Response Framework was updated on 22 March. A revision to the 2005-2006 Emergency Preparedness and Response Report is due in 2008. Some discussion followed about the format that the revised plan should take. - Summer Camp: John Cromwell, the OC Post Program Committee Chairman, reported that he had not received any applications from the Santa Ana High School JROTC program for this year’s Seabee Engineering and Construction Camp. Since the deadline

Page 2 of 3 for applications to SAME is 15 May, John asked the BOD to recommend any qualified candidates who may be interested. - National Meeting Attendance: The BOD discussed the upcoming National SAME meeting in Minneapolis, MN and re-confirmed the Post’s financial support (up to $1,000) of attendance by the OC Post President, Dr. Bob Yelin. - Registration/Payment for Meetings: Following a discussion about the pros and cons, the BOD voted to test an on-line registration and payment system for meetings. There is a $200 set-up fee and 5% transaction fee for each registration. The period of evaluation will be one year, after which continued use will require a $200 per year subscription fee. - Jim Carter, OC Post Board Member, mentioned that the Groundwater Resources Association will host their 17th annual Conference, GROUNDWATER: Challenges to Meeting Our Future Needs, at the Orange County Hilton 24-26 September. 7. Next Meeting - The next Board meeting will be at Ninyo and Moore’s Irvine office on Monday, June 2, 2008.
