The headlines: Government and opposition sign implementation of matrix agreement Ministry of Health to open up Ebola screening centers at border points Council of States discusses creation of new counties in Central Equatoria
The government and the opposition have signed a matrix for the implementation of the cessation of hostilities agreement.
The agreement was signed during an extra ordinary Heads of State summit in Addis Ababa.
According to a joint communique released by IGAD, the warring parties have been given 45 days to complete agreements on the formation of a Transitional Government of National Unity.
The mediators have warned that they will take action against any party that obstructs the attainment of peace – further saying any such party would be denied participation in future governance arrangements.
The IGAD envoys also calls on the parties to fully commit to the talks and say negotiations will continue in spite of a boycott from either side.
President Salva Kiir and opposition leader Riek Machar were at the summit.
Other leaders present were Uganda’s Yoweri Museveni, Ismail Omar Guelleh of Djibouti, Kenya’s Uhuru Kenyatta and Somalia’s Premier Abdiweli Sheikh Ahmed Mohammed.
Earlier the government sent a strong message to the IGAD mediators calling on them to put more pressure on the opposition to implement the ceasefire agreements and sign a matrix for the implementation of the peace process.
The matrix contains the details of agreements reached so far and the process of their implementation.
Yohanis Musa Pouk, a spokesperson with the opposition said the opposition would not sign the matrix until Ugandan forces withdrew from South Sudan
The SPLA is accusing the opposition of launching fresh assaults on its positions in Upper Nile and Unity States.
Army Spokesperson Col. Philip Aguer says the opposition forces bombed and shelled its locations wounding two SPLA soldiers. He says the SPLA repulsed the attack.
Philip Aguer: “They bombed Ayod yesterday evening using motors but when the SPLA responded, they went quiet. They also shelled Dolieb and Nasir and that was yesterday. They shelled Nasir in the morning and they shelled Dolieb in the afternoon. This has resulted into wounding of two SPLA soldiers the SPLA medical corps has medical facility that can treat light wounds but if they are serious then definitely they will need evacuation which we want ascertain from the command on the ground.”
1 Meanwhile, the Deputy Governor of Upper Nile state, Awer Dau Agang says Nasir town came under shelling on Sunday but says the situation is now calm.
Agang says he was in Nasir at the time of the fighting and confirms one SPLA soldier was wounded.
IGAD mediators are warning of tough action following the death of a ceasefire monitor in Unity State.
The monitor was part of a group of six that was held by opposition forces as they were on a routine mission in a rebel- controlled area on Saturday.
A statement from the UN Mission in South Sudan (UNMISS) says the monitors were intercepted in Buoth, 35 km South West of Bentiu by opposition forces.
UNMISS assisted in locating and flying the ceasefire monitors and the aircrew to the UNMISS base in Bentiu following the incident.
The UN Mission has strongly condemned their detention.

The Council of States has passed a report on the creation of new Counties in Central Equatoria to its third reading.
An original proposal presented by Governor Clement Wani Konga contains 10 counties; however the Council members did a survey and have proposed an additional county to make 11 in total.
Addressing the Members of the Council, the chairperson of the specialized committee on Decentralized Governance and State Affairs, Maswa Madanza says the names and headquarters of the proposed counties still need to be resolved.
The Council will convene on Wednesday for the third reading.
The Ministry of Health is opening up screening centers for Ebola at the border points.
The Director General for Preventive Health Services, Pinyi Nyimol Mawein says centers will be set up at crossings into Uganda, Kenya and the DR Congo.
Nyimol says extra precautions are being taken after reports that the Ebola outbreak has spread from West Africa.
He says teams and equipment will be dispatched to the States to screen and monitor people entering the country.
Pinyi Nyimol Mawein: “We are trying to send two teams, one team to Eastern Equatoria and one to Central Equatoria and the third team will also soon go to Western Equatoria to go and do training and to preposition some supplies and equipment. We are now starting to put measures in place. We fear the magnitude of the problem has become big – the border is wider so it is very difficult but we are trying our level best to prepare our people especially at the border so that they should be ready to deal with any suspect if there is any but we hope no case will come.”
Till now, there has been one screening center at Juba International Airport.
2 Meanwhile an Ebola outbreak has been confirmed in the northern Democratic Republic of Congo.
The country’s health ministry confirms that tests on two people had confirmed the disease in Equateur province, where 13 had already died.
A group of South Sudanese living in the United States has delivered assistance to people affected by the conflict in Juba.
They distributed four hundred bags of maize and wheat flour to communities in Khor Williams, Konyo Konyo, Manga ten and Jebel Dinka.
Deng Majok, is one of the five well-wishers that made the donation. Majok says their little contribution could go a long way.
Deng Majok: “The statistic boils down to individuals and we realize that if we come with this little effort, it could save the life of one child, they could be the next Martin Luther King of South Sudan or Nelson Mandela or even Dr. John Garang. It is that fact that individuals are suffering as individuals and that this little effort can save one or two lives that motivated us to come here.”
The first edition of a new Arabic newspaper has been launched in Juba. The Al Rai paper, will come out daily.
The Editor-in –Chief, Wassier Michael Liya says the paper allocates space for public opinion.
Wassier Michael Liya: “The newspaper will focus its concern on the public issues and will give the public considerable space to make their views known and to exchange their ideas. We in the paper believe that allowing people to exchange views could help them reach consensus and resolve social problems.”
And, militant group Boko Haram in Nigeria has said it has set up an Islamic state in the towns and villages it has seized in north-eastern Nigeria.
Boko Haram leader Abubakar Shekau was speaking in a video released to congratulate his fighters for seizing the town of Gwoza earlier this month.
Nigeria's army has rejected the claim as "empty".
Thousands of people have been killed, mostly in north-eastern Nigeria, since 2009 when Boko Haram began its insurgency.
Gwoza, which had 265,000 residents in the last census, is the biggest town under Boko Haram control.
