HURRICANE ISAAC RESPONSE STOLTHAVEN INCIDENT (AI#87738) BRAITHWAITE, PLAQUEMINES PARISH
DAILY UPDATE – SEPTEMBER 24, 2012
UNITED STATES COAST GUARD (USCG) & LOUISIANA STATE POLICE (LSP) HAVE DETERMINED THE RESPONSE TO THIS INCIDENT IS NOW POST-EMERGENCY AS OF 1800 hrs ON SEPTEMBER 15, 2012. USCG HAS DEMOBILIZED AS OF SEPTEMBER 19, 2012. USCG SECTOR NEW ORLEANS WILL HAVE A LIASON AVAILABLE TO LDEQ IF NEEDED. CURRENTLY, LDEQ IS THE LEAD AGENCY
A variance request was submitted by the facility to LDEQ for the operation of a temporary flare
OFFSITE SAMPLING Eight off-site sampling teams conducted activities today LDEQ continuing monitoring and oversight of sampling activities Number of offsite samples taken through 9/23/12: o Offsite surface water samples – 54 o Offsite residential soil samples – 101 o Offsite soil samples – 26 o Offsite Trench Soil Samples- 30 (Ditch adjacent to Stolthaven on Highway 39) o Outfall - 1
Awaiting validated results for soil/sediment sampling data CTEH provided a cumulative status summary of residential soil sampling that began on 9/13/12. Table 1 shows the number of residences, and the status of the testing (Please note this represents the number of residences. Multiple samples are taken at each residence.) TANK FARMS SPCC Plan is in draft form API Inspections of the external integrity of all tanks has been completed. API inspections of the external integrity of transfer lines will soon begin Tank Farm “A” (Lubricating Oils) o Contents of secondary containment have been pumped into Tank A50-7 for storage until it can be disposed of offsite Tank Farm “B” o Styrene Monomer tanks (B50-10 & B50-12) are stable. Portable chiller unit is currently being utilized to maintain optimum temperatures. o The cleanup/decon of Tank Farm “B” secondary containment is still ongoing. DEA contaminated sediment is being collected. Estimated completion date is 9/25/12.
OFFSITE DRUM AND TOTE RECOVERY/RECON Container recovery and recon is currently being evaluated to address areas that have not been reconned/scouted for possible orphaned containers Evaluation of offsite locations being conducted by LDEQ to ensure all areas have been addressed.
WASTE WATER TREATMENT PLANT WWTP is currently being operated in a half recycle mode only. Repairs are expected to be completed tomorrow. WWTP expected to be operational on 9/25/12. Equalization Tanks -1 (EQ-1) is being used to store possible DEA contaminated water from Tank Farm D/E. Additional samples for DEA were taken from EQ-1 today by CTEH.
