ROLAND SMITH OF AIKEN COUNTY FOR HIS MANY 13 YEARS OF SERVICE IN THE SOUTH CAROLINA HOUSE OF 14 REPRESENTATIVES, TO CONGRATULATE HIM UPON THE 15 OCCASION OF HIS RETIREMENT, AND TO WISH HIM 16 MUCH SUCCESS AND HAPPINESS IN ALL HIS FUTURE 17 ENDEAVORS. 18 19 Whereas, Representative J. Roland Smith has served in the South 20 Carolina House of Representatives representing House District 84 21 and Aiken County for twentysix years; and 22 23 Whereas, a native of Aiken County, Representative Smith was 24 born on February 26, 1933 to Mae Bell Smith Craig; and 25 26 Whereas, Representative Smith attended the Universal Bible 27 Institute in Alamo, Tennessee, where he received a D.D. He 28 received additional education from the University of South 29 Carolina Aiken and from Oral Roberts University in Tulsa, 30 Oklahoma; and 31 32 Whereas, Representative Smith married the former Peggy C. Cato 33 on March 3, 1953, and the two have been blessed with three 34 children, Garry, Todd, and Caroline, six grandchildren, and three 35 greatgrandchildren; and 36 37 Whereas, Representative Smith served in the United States Air 38 Force during the Korean Conflict. He is also a retired rural letter 39 carrier and retired minister with forty years of service; and 40 41 Whereas, Representative Smith served on the Beech Island Water 42 Commission for ten years. He served as chairman, secretary and

[1325] 2 1 treasurer during his time with the Commission. He also served on 2 the Aiken County School Board for six years, four of which he 3 was vice chairman. Further, Representative Smith serves as 4 chairman of the Aiken County Legislative Delegation, a position 5 he has held for eighteen years; and 6 7 Whereas, Representative Smith was sworn in as a member of the 8 South Carolina House of Representatives to represent District 84 9 on March 7, 1989 and has served the District and our State 10 continuously until his retirement; and 11 12 Whereas, during his tenure in the South Carolina House of 13 Representatives, Representative Smith served on the House 14 Agriculture and Natural Resources Committee, the Labor, 15 Commerce and Industry Committee, the Property and Casualty 16 Insurance Subcommittee, and the Labor and Commerce 17 Subcommittee. He has also served on the Ways and Means 18 Committee, as chairman of the Ways and Means Public Education 19 and Special Schools Subcommittee, the Economic Development 20 Subcommittee, and the Other Taxes Subcommittee. Representative 21 Smith was chairman of the House Ethics Committee for eleven 22 years. He also served as chairman of the Governor’s Economic 23 Development Task Force for the House of Representatives; and 24 25 Whereas, Representative Smith currently serves as chairman of the 26 House Ways and Means Transportation Subcommittee, which is 27 comprised of sixteen agencies, including the South Carolina 28 Department of Transportation and the South Carolina Department 29 of Motor Vehicles; and 30 31 Whereas, Representative Smith is legendary for his faithful and 32 diligent service to his many constituents in House District 84; and 33 34 Whereas, the members of the Senate are grateful for the many 35 years of dedication that Representative Smith has given to the 36 citizens of Aiken County and wish him well as he enters his 37 retirement. His dedication to public service, to his constituents, and 38 to our state will serve as a model for generations to come. Now, 39 therefore, 40 41 Be it resolved by the Senate: 42

[1325] 3 1 That the Senate, by this resolution, recognizes, thanks, and honors 2 Representative J. Roland Smith of Aiken for his many years of 3 service in the South Carolina House of Representatives, 4 congratulates him upon the occasion of his retirement, and wishes 5 him much success and happiness in all his future endeavors. 6 7 Be it further resolved that a copy of this resolution be provided to 8 Representative J.
