FOREWORD

The World Environment is gradually getting bad to worse day by day as we use our natural resources indiscriminately and fail to regulate management and disposal of waste generation in urban as well as rural areas properly. Our environmental conditions are deteriorating everyday leading to a situation where many living plants and animal species have become vulnerable to or at the verge of extinction. As only human beings are responsible for fast depleting environment, we need to show serious concern and create awareness about its consequences and impact on human life, flora and fauna thus creating positivity for conserving the environment.

Due to over exploitation of natural resources, the environment has become vulnerable to natural calamities. The un-organized and over use of natural resources has led to various types of pollutions i.e. Air, Water, Soil and Noise pollution. Moreover, coming up of unplanned colonies in urban areas due to migration of people from rural areas has also become one of the main reasons for overuse and over exploitation of natural resources, thus, speeding up deterioration in natural environmental conditions.

Hon’ble National Green Tribunal, New Delhi has passed an order on 15-07-2019 in O A. No. 710/2017 titled as Shailesh Singh Versus Sheela Hospital and Trauma Centre Shahjahanpur that it is necessary to have a District Environment Plan (DEP) to be operated by a District Committee.

DEP in respect of District Kathua covers thematic areas, by capturing basic information on variety of action areas which are essential part of this plan.

DEP is of immense importance as to involve community participation. It should delineate the mitigation measures, monitoring and evaluation plans, citing specific roles and responsibilities of key personnel, so as to minimize the adverse effects of the human activities on the environment.

DEP of District Kathua gains its importance in Union Territory of J&K, in view of the fact that many prominent places like Basohli, Bani, Lowang, Sarthal, Machhedi and some revered pilgrimage centres like Jasrota, Sukrala, Airwan and Jandi are

Environment Plan-District Kathua expected to gain momentum as major tourist destinations in the region and need to be conserved in their natural form. DEP prepared meticulously would work as guiding factor for conservation and preservation of natural environment of this District which is having unique topography: plains sharing 23.8 km border with Pakistan in South West; subtropical hilly terrain of Sub-District and temperate area of Bani. All three regions enjoy varied types of vegetation which need to be conserved in their natural form.

INTRODUCTION

Environmental planning is the process of facilitating decision making to carry out land development with the consideration given to the natural environment, social, political, economic and governance factors and provides a holistic framework to achieve sustainable outcomes. A major goal of environmental planning is to create sustainable communities, which aim to conserve and protect undeveloped land.

In Kathua, quality of life and well being is very much dependent on how we use, develop and protect our natural and physical resources such as Roads, Railways, Rivers, Groundwater, Air, Landscape, Towns, Infrastructure, Bio-Diversity and so on. The use or development of natural resources, including land, Fresh water, Ground Water also provides for social, cultural and academic well being.

We all know that our very existence and desire to develop and grow as a community cannot compromise the things that make our life special. It is therefore, important and in the best interest of the environment and society as a whole to move steadily with full application of mind to ensure sustainable management of all natural resources. We need to be concerned with the long term implications of how we respond to the current changes in environment ensuring that future generations and their quality of life is not limited by decision or action (inaction) we make today.

Purpose

(i) The purpose of this DEP is to promote the sustainable management of natural and physical resources.

(ii) The sustainable management would mean managing the use, development and protection of natural and physical resources in a way, or at a rate, which enables people and communities to provide for their social, economic and cultural well being and for their health and safety while:-

(a) sustaining the potential of natural and physical resources (including minerals) to meet the reasonably foreseen needs of the future generations, and; (b) regenerating the life supporting capacity of air, water, soil and ecosystem; and (c) avoiding remedying or mitigating any adverse effects of activities on the environment.

SOLUTIONS FOR SAVING ENVIRONMENT:

Solutions are many, but all need proper action and support from all stakeholders. Forests are the key operators of natural cycle. Due to their indiscriminate exploitation, we have forgotten their importance. Thus, the first step to save our environment is to plant trees as many as possible. The next is the use of FIVE R’s viz REFUSE, REDUCE, RECYCLE, REUSE and REPURPOSE.

District Environment Plan

Kathua is located at 32.370 N longitude 75.520 E latitude. It has an average elevation of 393 metres (1289 ft) and Kathua city is about 80 km from Jammu surrounded by three rivers.

River Ravi is just 7km from Kathua and is main source of HEP (II) and irrigation facilities. Similarly, River Ujjh is about 11km ahead on Jammu Highway and is also a source of water for the irrigation facilities. Upcoming Ujjh Multipurpose Project will be a major source of Hydel Power and irrigation in the region and shall also help in supporting vegetation cover in dry Kandi belt which in turn will bring lot of improvement in the environment and ecology. In view of immense value of these rivers we need also to ensure that these are saved from pollution emanating from Industrial areas like Govindsar or other areas where industries are expected to come up in future. So the District Environment Plan will on the one hand has to ensure that how the precious water resources available from these Rivers are used for augmenting the availability of water resources in dry and water starved Kandi belt of the district and on the other hand how these Rivers are saved from hazardous pollutants emanating from Industrial wastes, Solid and Drainage waste of the town besides wastes generated by the mining activities along these rivers.

To comply with the directions of Hon’ble NGT in the matter of monitoring implementation of Environmental Rules viz Municipal Solid Waste Management Rules, Plastic Waste Management Rules etc by the respective District Magistrates twice every month, the specific directions to be implemented at the District Magistrate level include:-

A. Every District to have DEP to be operated by a District Committee (as part of District Planning Committee) with representatives from Panchayats, Urban Local bodies, Regional Officers of State Pollution Control Board and suitable officer representing the administration which may in turn be chaired and monitored by the District Magistrate. Order of NGT is enclosed as Annexure-A B. Such District Environment Plan and constitution of District Committee to be placed on website of the District. The same has been uploaded on the website of Kathua District.

The details in respect of District Environment Plan of Kathua District with respect to Solid Waste Management (SWM), Bio-medical Waste Management (BMWM), Plastic Waste Management (PWM), polluted River with stretches, polluted industrial clusters, Industrial pollution control and conservation of water bodies is as under:

1. Waste Management Plan: (I) Solid Waste Management - A District Level Task force has been constituted by the Government, vide Order No. 192 GAD of 2019 dated 07-02-2019, in pursuance of the Hon’ble National Green Tribunal order dated 16-01-2019 passed in Original Application No. 606/2018 for ensuring compliance to the Municipal Waste Management Rules, 2016 under the Chairmanship of Sh. O.P Bhagat, (KAS) District Magistrate, Kathua to review the status of Solid Waste Management (SWM) periodically and to create awareness about the scientific disposal and segregation of waste at source by involving all the stakeholders from Panchayat and Urban Local Bodies, prominent citizens, Trade and Commerce Bodies, Industrial Associations, besides Religious and Social organization of District Kathua. A detailed City Sanitation Awareness Plan under IEC activities in order to bring behavioral change among the masses regarding scientific disposal and segregation of waste at source level under Solid Waste Management is prepared and implemented with details given below:-

(I-a) Setting up of Solid Waste Management facilities in all ULB’s:

In compliance to Solid Waste Management Rules 2016, land for setting up of Solid Waste Management facilities in all urban local bodies of District Kathua has been identified. Brief, as on date status, in respect of each Municipal Council/Committee is as under:

(i). Kathua:- Land measuring 49 kanals 10 marlas situated at village Taraf Manjali, Tehsil and District Kathua has been identified for waste treatment and establishment of Solid Waste Management plant. The proposal for transfer of the said land has been submitted to the Competent Authority for necessary action.

(ii). Hiranagar:- Land measuring 3 kanals at Hiranagar for establishment of Solid Waste Management plant has been identified; formal orders for its transfer to Housing and Urban Development Department are under consideration.

(iii). Nagri Parole:- For establishment of Solid Waste Management Unit in Municipal Committee Nagri, the State land measuring 3 kanal has been identified and shall be transferred to the Housing and Urban Development Department, shortly.

(I-b) Pollution Checking Centres:

There are 5 pollution checking centres in District Kathua, existing in 04 out of 06 Municipalities of Kathua.

(II) Plastic Waste Management

In order to restrict the use of banned plastic following strategies are adopted:

In order to discourage use of plastic District/ Sectoral officers, Tehsildars/Block Development Officers, CDPOs are directed to identify and motivate the craftsmen who are making pattals, dunass, bamboo baskets from eco-friendly materials. B. General Manager, DIC, AD Handicrafts and AD Handloom has been authorized to explore the possibility for specialized training and capacity building of craftsmen through tie ups with concerned stakeholders and recommend eligible cases on priority for approval of loan under PMEGP scheme. C. Aggressive awareness campaign on sustained basis shall be carried out for educating the people for household

segregation and door to door collection mechanism. D. Also looking into the possibility of signing MoU with plastic recycling vendors/incinerators. Restriction on use of single use plastic Measures are enforced through SSP Kathua /ADCs/ SDMs/Tehsildars/ CEO MC Kathua / BDOs of Kathua District to initiate punitive action against the users/ sellers of single use plastic by way of seizure and imposing fine on the use and sale of plastic. Surveillance by Police, Forest and Police authorities, Excise Depertment, State Excise Department Excise Toll Post, Lakhanpur and Anti- Polythene Check Post, Lakhanpur (Forest Department) shall put special nakas on the entrance point of the District and deploy special mobile vans for random checking of the vehicles to resist the Transportation and supply of polythene bags in the District. Besides strict vigil be sounded to other police Stations/Chowkies on the movement of banned plastic materials in their respective jurisdiction. The seizure report to be submitted on weekly basis to district administration. Biodegradable bags as substitute for Promotion of use of jute/cloth bags as polythene alternatives to plastic bags.

(III) BIOMEDICAL WASTE MANAGEMENT (BMWM)

 Consent to establish/operate under Air and Water Act

District Hospital has applied for consent under Air and Water Act and is in process to apply for other health institutions too. All waste generating Industrial units are having consent from SPCB for operation.

In Kathua, there are 2 bedded HCFs and 64 non-bedded HCFs duly authorized by State Pollution Control Board. One (01) Common Bio-medical Waste

Treatment Facility (CBWMTF) is available in Kathua which is adequate. HCFs are partly linked with CBMWTFs. Pre-segregation is also done partly.

Total waste generated [@ 0.5 to 2 kg / bed/day]= 135kg per day approx.

Biomedical waste (infectious waste) generated= 50 kg per day approx.

 Implementation of Bar Code System

Status Action plan Bar code system in health institutions The bar code system for BMWM is implemented in District hospital on trial basis with the help of Anmol Health care, Samba and is under process. In other health care facilities the process of implementation of bar code system with the help of Anmol Health Care, Samba is also under process.

District Level Monitoring Committee

A District Level Monitoring Committee has been constituted under the Chairmanship of Additional District Development Commissioner and Chief Medical Officer, Kathua as its Member Secretary for effective implementation and monitoring of BMWM Plan.

(IV) Hazardous Waste Management

In District Kathua there are 55 No. of Hazardous Waste generating industries, which generate approximately 49.27 MT/Annum of HW. Out of this, 33.38 MT/Annum HW is incinerable & 15.899 MT/Annum HW is recycle-able. No land fill-able hazardous waste is generated in Kathua. All 54 authorized industries have displayed their signboards in front of their gates. There are 24 industries having linkage with Treatment Storage and Disposable Facilities (TSDFs).

Status of Solid Waste disposal and Action Plan

Agreement with Anmol Health Care All institutions within a radial distance DH Kathua of 75 km from Anmol Health Care, CHC Hiranagar Samba to enter into an agreement CHC Nagri-Prole with Anmol Health Care, Samba for CHC Billawar Solid Waste disposal.

For institutions outside radial distance of 75km from Anmol Health Care Samba and where the operator cannot collect waste timely (within 48 hours). 1. To dispose of yellow category a, b, c and h (after disinfection) through deep burial pits. 2. To dispose off red category (recyclable waste) and yellow (disordered/expired medicines) Through deep burial pits and concrete through agreement with Anmol pits Helath Care after proper disinfection. 3. Polluted River Stretches

River Ravi:- It is the most important river of the District. It rises from the Himalayan ranges. The length of the river in the District is approximately 55 Km, and the average width is about 400 metres. The main tributary of the River Ravi is Sewa River. Ranjit Sagar Dam is built on this river. The water of River Ravi is utilized for drinking purpose. The River Ravi is the major contributory to the prestigious Ravi Tawi Irrigation Complex (RTIC). The River Ravi feeds a number of small canals and khuls and is the main source of water for irrigation of agricultural land of the district. It also helps in transportation of timber from hills to plains in bulk besides providing construction material like sand and stone etc.

Ujh River:- The river Ujh is the 2nd most important river of District Kathua. It rises from the Domail Structure of Seojdhar of Middle Himalayan ranges. The length of the river in the District is 65 Km. And the average width is 1.2 Km. The main tributary of Ujh river is Naaz and Bhinni Nallas of Billawar. Ujh Barrage is constructed on this river at village Jasrota. The water of Ujh river is utilized for drinking purposes. The River Ujh feeds a number of small canals and Khuls and its water is utilized for irrigation of agricultural land of the district. It also helps in transportation of timber from hills to plains in bulk besides providing construction material like sand and stones etc. Ujh River, of late, has also been exposed to pollution on account of debris/garbage being

dumped into it on many spots which needs awareness amongst those living on its bank. Many industrial wastes are also going directly or indirectly into this river, which needs to be treated properly.

Sewa River:- The River Sewa in Basohli rises from Domal structure of Kali Kundi in the laps of Himalayan ranges. The length of the river in district is 125 Km. And the average width is about 250 metres. The famous SEWA HYDEL PROJECT is being constructed on this river at village Sewa. The water of Sewa river is utilized for drinking purposes. The river Sewa feeds a number of small canals and khuls and its water is utilized for irrigation of agricultural land of the district. It also helps in transportation of timber from hills to plains in bulk besides providing construction material like sand and stones etc. It is the main tributary of River Ravi.

Kathua is an industrial hub and ETPs are being maintained individually by Industrial Units and are not enough to treat all waste generated. This results in dumping of the solid or liquid waste into various rivers and khads thus causing air and water pollution. The extraction of minerals from river beds has also become a major issue. Because of reduced flow of water down-stream of Thein Dam, the replenishment of minerals like sand, bajri & boulders has got reduced considerably leading to over exploitation of river beds. Even newly constructed Keerian Gandyal bridge is likely to be in danger if extraction of minerals is not stopped from restricted zone i.e 500 metres up and down streams the pillars.

Action Areas

The River banks needs to be developed with the twin purpose of reducing pollution and in increasing tourism potential of the District.

To conserve the river beds, the following action plan shall be considered for implementation in phased manner:

(i) Construction of bunds, and their beautification for promoting eco-tourism. (ii) Landscape and Civil works to augment beautification.

(iii) Construction of bathing ghat. (iv) Plantation of suitable native species of fruit trees all along the river front to reduce air pollution and replenish water table. (v) Construction of sewage treatment plant for reducing water pollution. (vi) Establishment of joint establishment/facility of Mining Task Force on the lines of PCR/PTC for quick response of the administration with respect to the report of illegal mining shall go a long way in tackling the issue of over exploitation of RBMs and shall also lead to beautification of river banks. (vii) In respect of River Ravi, the DPR is being prepared by Himalayan Forestry Research Institution (HFRI), Shimla in collaboration with Forest Department on the lines of Namami Gangey DPR focusing on river rejuvenation through Forestry interventions.

3. Domestic Sewage Management Plan

For Domestic Sewage Management Deposition Pots have been provided to all notified MCs of the District Kathua. Bye laws have been notified and are being uploaded and regulated in letter in spirit.

Action Areas.

Scientific method for segregation for dry and wet sewage along with C & D waste are required to be adopted for checking pollution in the areas. Till date 100% manual segregation is going on. Domestic Sewage Common treatment facility need to be put in place and there needs to be properly regulated discharge points. E-waste – e-waste rules are under the process of being implemented by the Urban Local Bodies.

4. Industrial Waste Water Management Plan

There are:

(i) Chenab Textile Mill = 01 No. (ii) Cement Units = 14 Nos. (iii) Paper Mill = 5 Nos. (iv) Stone Crushers = 47 Nos. (v) CETP = 01 No. in District Kathua. In order to check the pollution caused by industrial units associated with production of hazardous gases and water like fertilizer plant, pesticides unit, Plaster of Paris unit, Textile industries (CTM), these units have installed Pollution Controlling Devices (PCDs) and Effluent Treatment Plants (ETPs) for mitigation of hazardous gases and other pollutants. Further, State Pollution Control Board authorities are regularly monitoring these units regarding safety norms. Presently 01 Common Effluent Treatment Plant has been installed in Kathua connecting industrial units in and around Kathua city. In Kathua there are 34 number of industrial units discharging waste water, generating approximately 0.8 MLD industrial waster water. Quantity of treated IWW discharged into Nallahs/rivers is approx 05 MLD. Prominent type of industries include Textile, Paper, Milk, Milk processing units 34 industries in Kathua are meeting prescribed standards.

5. Air Quality Management Plan

In Kathua, SPCB has installed 01 no. of manual Air Quality monitoring station, to check air pollution coming out of unpaved road, brick kilns and industrial estates etc. Besides there are SOPs for controlling and mitigating Forest Fires which are being implemented by the Forest Department. Regulation of Stubble burning in fields is also being implemented in light of Hon’ble Supreme Court directions whereunder FIRs can also be lodged against the violators.

Under Green J&K massive plantation and awareness Drives have been carried out and shall continue to be done in the days to come to cover all vacant /barren State Land.

7. Noise Pollution Management Plan

SPCB occasionally implements Ambient noise standards in residential and silent zones, with only 01 number of noise measuring device. Though, noise monitoring study has been carried out in the District, Signboards in towns and cities in silent zone are yet to be installed. Loudspeakers in night festivals (permitted only upto 70 db) also cause noise pollution. However, a complaint redressal system has been put in place to check noise pollution.

8. Conservation of Water Bodies Water is necessary for life. Therefore, conservation of natural water resources for posterity is of utmost importance. Accordingly, construction/conservation of bowlies/ponds are being taken up under “Jal Shakti Abhiyan” in the District .
