MINUTES OF THE REGULAR MEETING OF THE BOARD OF EDUCATION OF GIFFORD COMMUNITY CONSOLIDATED GRADE SCHOOL DISTRICT #188

The regular meeting of the Board of Education, Gifford Community Consolidated School District #188, Gifford, Illinois was held on Monday, July 18, 2016 at 6:00 p.m. in the Gifford School Board Room.

Roll Call & Pledge of Allegiance The meeting was called to order by President Schluter at 6:00 p.m. The following members answered present to roll call: Neil Baker, Angela Crawford, Jennifer Frerichs, Brandi Hedrick, Travis Huls, Matt Lomax and Michael Schluter.

Also present were Mr. Rod Grimsley, Superintendent, Diane Baker, Secretary to the Board, Kelly Beach, Faculty, Donna Hoffman, Autumn Wake, Mary Jones and Alan Cravens.

Public Hearings and Petitions – Donna Hoffman addressed the board regarding parent concerns. It was all in a letter that she read to the board and she said she would forward the letter to all the board members and the superintendent.

Board Correspondence – A letter of resignation from Teresa McClain for the volleyball coaching position.

Report of the Superintendent – None

Items From Board Members – None

Non Action Items  Handbook has been revised and ready for approval. There is a sheet explaining the process that has been sent out. An electronic version of the handbook will be on the school website.  Revenue from State Aide- for the upcoming year (FY17) we are projected to receive $204,775 as opposed to $151,386 for (FY16). This is a $53,357 increase from the previous year.  Registration is August 2 and 3, times are 9-12 and 1-4. For those people who cannot make registration, then they can register during normal business hours 8-4. A call ahead would be good to make sure someone is in the office at the time they would like to come.  First Day Teacher In-Service will be August 17 and first day for students is August 18. The first day is a half day with dismissal at 11:45; lunch will be served that day.

Approve Consent Agenda Items *IT WAS MOVED by Member Baker and seconded by Member Huls to approve the minutes of the Regular and Budget Meeting of the Board of Education of Gifford Community Consolidated School District #188 of June 20, 2016, the Treasurer’s Report dated June 30, 2016, the payment of bills dated June 18, 2016, the Imprest Fund and Petty Cash Reports of June, 2016. The destruction of audio tapes older than eighteen months and second reading of the policy updates.

Roll call vote was taken as follows: AYE: Baker, Crawford, Frerichs, Hedrick, Huls, Lomax NAY: None. Motion carried unanimously.

Close and Open Funds, Establish a Depositor, Establish the Superintendent to Act on Behalf of the Board and Appoint a Temporary Treasurer in the Absence of the Regular Treasurer *IT WAS MOVED by Member Frerichs and seconded by Secretary Crawford of the Board of Education of Gifford Community Consolidated School District #188 to Close the Imprest Fund for fiscal year 2016, Establish Imprest Fund for Fiscal Year 2017 at $2,000, Close petty cash fund for fiscal year 2016 and Establish petty cash fund for fiscal year 2017 at $200. Establish Gifford State Bank as the Depositor, Establish the Superintendent to act on the Board’s behalf with regard to State and Federal monies for the fiscal year 2017, Appoint Diane Baker temporary Treasurer for fiscal year 2017.

Approve Fiscal Year 2017 Budget Hearing Date *IT WAS MOVED by Member Huls and seconded by Member Hedrick of the Board of Education of Gifford Community Consolidated School District #188 to approve Fiscal Year 2017 Budget Hearing for September 19, 2016 at 5:55 p.m.

Voice Vote: Yes – 6 No – 0 Motion carried unanimously. Approve Handbook *IT WAS MOVED by Member Frerichs and seconded by Member Huls of the Board of Education of Gifford Community Consolidated School District #188 to approve the handbook for the 2016-17 school year.

Approve Hiring of Aide *IT WAS MOVED by Member Baker and seconded by Member Hedrick of the Board of Education of Gifford Community Consolidated School District #188 to approve hiring Tracy Gernentz as K-2 Aide for the 2016-17 school year.

Approve Hiring Bus Driver *IT WAS MOVED by Member Baker and seconded by Member Hedrick of the Board of Education of Gifford Community Consolidated School District #188 to approve hiring Mark Dorsey as a part-time bus driver for the 2016-17 school year.

Approve Assistant Coach *IT WAS MOVED by Member Baker and seconded by Member Huls of the Board of Education of Gifford Community Consolidated School District #188 to approve hiring Corey Roberts as the Assistant Baseball Coach for the 2016-17 school year.

Approve Tuition Reimbursement *IT WAS MOVED by Member Frerichs and seconded by Member Hedrick of the Board of Education of Gifford Community Consolidated School District #188 to approve a tuition reimbursement for up to $500.00 for Bobbie Mills.

Approve Resignation *IT WAS MOVED by Member Hedrick and seconded by Member Baker of the Board of Education of Gifford Community Consolidated School District #188 to approve the resignation of Teresa McClain as Girls Volleyball Coach.

Approve Salary Schedule *IT WAS MOVED by Member Frerichs and seconded by Member Hedrick of the Board of Education of Gifford Community Consolidated School District #188 to approve a modified para professional’s salary schedule for the 2016-17 school year.

Move to Executive Session *IT WAS MOVED by Secretary Crawford and seconded by Member Huls of the Board of Education of Gifford Community Consolidated School District #188 to move into executive session to discuss discipline.

Entered into Executive Session at 6:45 p.m. Move out of Executive Session *IT WAS MOVED by Member Frerichs and seconded by Member Huls of the Board of Education of Gifford Community Consolidated School District #188 to move out of executive session.

Regular Session resumed at 7:09 p.m.

Adjournment *IT WAS MOVED by Secretary Crawford and seconded by Member Huls of the Board of Education of Gifford Community Consolidated School District #188 to adjourn the regular meeting of July 18, 2016.
