The July 26, 2016 regular meeting of the Elgin Board of Education was called to order at 6:02 pm by Board President Jennifer Buchanan at the Elgin Community Room.

Resolution No.65-16 Agenda

Mr. Wasserbeck moved and Mr. Ramey seconded the motion to approve the agenda with 2 changes: remove Rebecca Kibler from item 11a; employment, and item 11c; resignation.

Public Input

 Kelly Van Gundy spoke about the hiring process in regards to the volleyball coach position. She spoke about concerns and questions regarding the recommendations of a coach. Parents and students want answers on this issue. Mr. Hix stated he was told not to discuss this issue. She feels that protocol does not always work and that students’ opinions do matter. Mrs. VanGundy also stated that she does understand that education comes first, but would like to know how to deal with these situations in the future. The music program is positive; the athletic program could be adjusted. She would like for all coaches to understand the game and also understand what it takes to be part of a small community. She asked the Board of Education for feedback before acting on recommendations from Mr. Hix or Mr. Gast. Students should enjoy their time here at Elgin. Community members had told her not to approach the Board because of retributions against her or her children. Mr. Gast spoke as a parent and Superintendent stating the situation could have been handled differently. Elgin takes pride in the hiring process that has been established. Issues are currently being addressed and he apologized for the mistakes that were made. Mr. Gast stated that not everyone is going to agree on who gets hired as a coach, it is not a popularity contest. Mrs. VanGundy thanked Mr. Gast for the answers and stated she believes in this district and felt she just wanted some reassurance from the Board. Mr. Wasserbeck stated that all decisions are made for the students and there would never be retribution for approaching the Board with concerns. Mrs. Buchanan ended the discussion by stating we are moving forward and will learn from the mistakes.

Resolution No.67-16 Renewal

Mr. Wasserbeck moved and Mr. Ramey seconded the motion to approve the following:

A RESOLUTION DETERMINING TO PROCEED TO SUBMIT TO THE ELECTORS THE QUESTION OF LEVYING A RENEWAL TAX PURSUANT TO R.C.5705.194 TO 5705.197 TO AVOID AN OPERATING DEFICIT FOR THE ELGIN LOCAL SCHOOL DISTRICT

WHEREAS, on May 24, 2016, this Board adopted a resolution determining to submit to the electors of this district the question of levying an additional emergency tax in excess of the ten-mill limitations as described below, a copy of which resolution, was certified to the County Auditor of Marion County; and WHEREAS, that county auditor has certified to this Board that the annual tax levy required throughout the life of the proposed levy to produce the annual amount of $850,000.00 calculated in the manner provided in R.C. 5705.195 is 4.22 mills for each $1.00 of tax valuation, which amounts to $.422 cents for each $100.00 of tax valuation. NOW THEREFORE BE IT RESOLVED by the Board of Education of the Elgin Local School District, Marion, Delaware, and Hardin Counties, Ohio, that: Section 1. This Board desires and determines to proceed with the submission to the electors at a general election to be held on November 8, 2016, for the question of levying a renewal emergency tax levy in excess of the ten-mill limitation for a period of five (5) years commencing with a levy on the tax list and duplicate for the year 2017 to be distributed to the Board Elgin Board of Education Regular

July 26, 2016 in the year 2018 in order to raise the amount of $850,000.00 each fiscal year for a period of five (5) years for the purpose of avoiding an operating deficit, at the annual tax rate as is necessary to raise that amount, which rates is estimated by the Marion County Auditor to be 4.22 mills for each $1.00 of tax valuation, which amounts to $.422 cents for each $100.00 of tax valuation. Section 2. The Treasurer is directed to certify to the Marion County Board of Elections copies of this resolution and of the resolution of the Board and the certificate of the County Auditor referred to in the preambles hereto. This Board requests the Board of Elections to prepare the ballots and make other necessary arrangements for the submission of this question to the electors of the district, all in accordance with law. Section 3. It is found and determined that all formal actions of the Board concerning and relating to the adoption of this resolution were adopted in an open meeting of this Board, and that all deliberations of the Board and of any of its committees that resulted in those formal actions were in meetings open to the public, in compliance with all legal requirements including R.C. 121.22. Section 4. PROPOSED TAX LEVY (RENEWAL) ELGIN LOCAL SCHOOL DISTRICT

A majority affirmative vote is necessary for passage. Shall a renewal levy be presented by the Elgin Local School District for the purpose of avoiding an operating deficit in the sum of $850,000.00 and a levy tax to be made outside the ten-mill limitation estimated by the County Auditor to average 4.22 mills for each one dollar of tax valuation, which amounts to $.422 cents for each one hundred dollars of tax valuation, for a period of five years, beginning with tax year 2017 and ending with tax year 2021.

FOR THE TAX LEVY AGAINST THE TAX LEVY

INSTRUCTIONS:

Section 5705.197 of the Revised Code prescribes the form of ballot as set forth above for emergency tax levies authorized by Section 5705.194 of the Revised Code and requires that the purpose of the tax levy must be printed in bold face type at least twice the size of the type immediately surrounding it.

Mr. Ramey moved and Mrs. Good seconded the motion to participate and authorize the Metropolitan Educational Council (MEC) to advertise and receive bids to purchase school buses for the 2017-18 school year.

Discussion Items  The opening day of school is Monday, August 22nd. The buildings and grounds look great. The new bleachers and restrooms will be ready for the first home football game.  The OSBA Conference will be held on November 13-16, 2016.  There will be discussion next month on how to proceed with the renewal levy that will be on the November ballot.  The Superintendent and Treasurer evaluations are due. Please send them to Jennifer Buchanan.
