Senior Site Manager

Main Purpose of Job

To efficiently and effectively operationally manage building contract works for Housing Maintenance and Contracts on a day-to-day basis reporting to the Principal Contracts Manager.

Main Duties

1. To deputise for the Principal Contracts Manager in periods of absence. To operationally manage all building contract works to ensure both an efficient service and generation of income. Contribute as part of Housing Maintenance and Contracts management team in all aspects of the service area’s operational strategy.

2. To effectively utilising employees, vehicles, plant and equipment, ensuring cost effectiveness at all times.

3. Effectively manage resource and staffing requirements within area of responsibility. Responsible for recruitment and the subsequent training needs of all staff. Carry out staff appraisals; deal with discipline and grievance issues.

4. Ensure customer satisfaction i.e. high quality, in accordance within determined standards and completion to programme.

5. To take financial responsibility within delegated parameters monitoring budgets for income and expenditure, for the area of responsibility. Investigate where actual varies from target and effect remedies; providing financial information and estimates/quotations internally or externally.

6. Manage health and safety within area of responsibility maintaining health, safety and welfare of employees, subcontractors and members of the public ensuring that employees are trained in, and adhere to safe working practices and adhere to environmental procedures.

7. Develop partnerships with suppliers, customers and other agencies and assist in any negotiations or tender process. 8. Participate as a member of the Housing Maintenance and Contracts management team including liaising with representatives of the area forum, interest groups and the general public.

9. Manage performance using a range of IT software applications.

10. Responsible for ordering supplies and services, negotiating with suppliers maintaining supplies, managing sub contractors and authorising invoice payments.

11. To carry out technical and management duties commensurate to the post.

Maintenance & Contracts

The Maintenance & Contracts service spends £16 million annually repairing and maintaining a retained housing stock of more than 8,000 properties and 15 sheltered schemes to our local “Ipswich Standard”.

The Council takes an holistic approach to stock management joining up both “client” and “contractor” functions into one seamless service that is now responsible for everything in connection with the asset management of that stock - from initial design to completing works on site on a right first time basis using our own directly employed trade teams. The service is dedicated to continuous improvement, efficient services and improving housing standards for our customers.

We are part of the Housing directorate that is a flagship service of Ipswich Borough Council and it is a service that is vital for our tenants and very much in the public eye - as you would expect with such a range of work. Our 120 employees and appointed contractors work from a significant depot facility that includes our own stores, in house joinery workshop, waste facility and a significant vehicle fleet.

Our range of services can broadly be split into four areas:

Repairs and Maintenance

We provide a day to day repairs service for our 8000 retained housing stock and refurbish empty (void) properties during tenancy change. This includes a 24/7, 365 day emergency service for our tenants. Our Community Caretaking service takes a proactive stance to estate management to promote cleaner and safer estates and tackle the issue of anti-social behaviour.

Major improvement works

We provide services that allow our housing stock to be maintained to the governments “Decent Homes Standard” and our own higher “Ipswich Standard”. These services involve major capital improvement programmes to our housing stock.

Asset Management

We provide professional asset and project management services as part of our Asset management strategy that supports and shapes our 30 year business plan

Commercial trading We undertake all types of building and construction work on a commercial basis for external clients.
