Honored for Exemplary Service NJASBO's 2012 Distinguished Service Award Winners
At the annual conference in June, six NJASBO members were honored with Distinguished Service Awards for their long-term, continuous exemplary service as School Business Administrators:
Noreen Boston, RSBO, Camden County Educational Services Commission Bryan Boyce, Somerville Public Schools Robert Carfagno, Cranford School District Thomas W. Egan, Jr., Cinnaminson School District Robert Marcotulli, Ramsey School District Debra Naley-Minenna, RSBA, Butler School District
Noreen Boston
Noreen Boston began her career with CCESC nearly 20 years ago as an accountant before being named BA in 1998. In nominating her for the Distinguished Service Award, Denise DiGiandomenico, Immediate Past President of the Camden County ASBO said, “Noreen’s dedication and commitment to the profession are unquestionable and her contributions commendable.” She also noted that Boston “never asks for recognition, but it’s time that she is recognized as an outstanding school business official.”
Noreen earned a bachelors degree from Rowan University. She currently resides in Pennsville, where she is active in her church and involved in fundraising for autism and breast cancer programs, as well as contributing to homeless shelters and other charities.
Bryan Boyce
In nominating Bryan Boyce for the Distinguished Service Award, Somerville Public Schools Superintendent Dr. Timothy J. Purnell said, “Mr. Boyce has worked tirelessly since his arrival to Somerville in 2001. His analytical perspective has enabled him to forecast potential issues and anticipate legislation’s upcoming impact, in order to keep the structural integrity of the budgeting process.” Additionally, Purnell noted that Bryan is “an outstanding human being, who has a genuine interest in helping others.”
A graduate of Kings College, Wilkes Barre, PA with a degree in accounting, Bryan is a Certified Public Accountant and a Qualified Purchasing Agent.
Bryan currently resides with his wife Christine and daughter Paige in Clinton. Bryan spends much of his free time traveling to watch his daughter compete in Irish step- dancing competitions. Robert Carfagno
Cranford Board of Education Member Mary Catherine Sudiak nominated Robert Carfagno for the award, particularly noting the challenges he faced in the wake of the flooding from Hurricane Irene in 2011. “It is extremely difficult to describe the adeptness with which Mr. Carfagno handled the situation. His leadership enabled the remediation of the high school within days so as to limit the impact on the opening of school for the district.” Sudiak added, “Mr. Carfagno has the complete trust of the Board. He is the consummate professional and his integrity is impeccable.”
In addition to being a member of NJASBO, Robert also is vice-president of the Union County ASBO, and a member of the American Institute of Certified Public Accountants and the New Jersey Society of Certified Public Accountants.
Robert lives in Woodbridge, NJ with his wife, Lisa and their twins, Jennifer and Michael.
Tom Egan - 2012 School Business Official of the Year
Tom Egan has served as Cinnaminson's board secretary/business administrator since March 1999. In her nominating letter, Lisa Giovanelli, Immediate Past President of the Burlington County Association of School Business Officials said, “Tom Egan is an invaluable member…he brings a sense of purpose as well as common sense to our monthly meetings. He is selfless in his service, correct in his recommendations and trusted by his peers.”
Before joining the Cinnaminson District, Tom served for four years as assistant school business administrator for the Lower Camden County Regional School District. While with Lower Camden County, Tom received the Association for School Business Officials International Certificate of Excellence in financial reporting for fiscal years ending June 30, 1996 and 1997. He is a member of the board of trustees for the School Alliance Insurance Fund, the Association of School Business Officials International, New Jersey Society of Certified Public Accountants, and the American Institute of Certified Public Accountants.
Tom lives with his wife Mary and their three children – Stephen, Theresa, and Tommy – in Medford Lakes.
Robert Marcotulli
Robert Marcotulli has served the Ramsey School District for nearly 40 years. He was named Assistant Superintendent/Business Administrator in 2002, after serving as BA/Board Secretary since 1987. In nominating Bob for the Distinguished Service Award, Douglas Barrett, Immediate Past President of the Bergen County Association of School Business Officials said, “Mr. Marcotulli’s expertise in technology, facilities, public contracting and construction, along with his calm and confident demeanor, has made him a natural leader in Bergen County.”
Bob also is a member of the Bergen County ASBO, ASBO International, Bergen County School Boards Association, and the New Jersey School Boards Association. Additionally, Bob is a member of the board of trustees for the School Alliance Insurance Fund, among other insurance boards.
Debra Naley-Minenna
Before retiring on June 30th, Debra Naley-Minenna had served the K-12 Butler School District for 19 years as Business Administrator/Board Secretary. She is also a past- president of NJASBO (2008/2009) and served on many committees.
A graduate of Glassboro State College (now Rowan University) with a bachelor’s degree in Music Education, Debra began her career as an instrumental music teacher. She taught music at the South Junior High School in the Bloomfield School District for 13 years. Debra also earned an MBA in finance from Rutgers University, and earned a School Business Administrator Certification from Montclair State College.
In nominating Debra for the Distinguished Service Award, Susan Young, Immediate Past President of the Morris County ASBO, said, “Debra is an excellent role model who manages to balance her professional and family lives, while contributing to the development of new Business Administrators, the future of the Business Officials Associations and her community.”
An accomplished violinist, Debra lives in Rockaway Township with her husband Paul, and sons Kenny and Mikey. She has been active in the Rockaway Township community as a member of the "Rockaway Township Days" Committee and the Rockaway Township Schools Facility Capacity Steering Committee. She also has held leadership positions with local Cub Scouts, Boy Scouts and the Stony Brook School PTO.
