Board of Assessors Meeting Minutes March 8, 2017

William Hockaday, Chairman, called the Barrow County Board of Assessors to order on March 8, 2017 at 9:15 a.m. Present for the meeting were Board members Bernice Melton, Beth Buchanan, W.H. Kemp and Secretary, Kim Hoopaugh. Don Elrod, Chief Appraiser, also attended the meeting.

William Hockaday made a motion to approve the February 8, 2017 minutes as written. All Board members agreed.

Johns Manville International Inc. and Traylor Business Services were scheduled on the Agenda to address the Board. Johns Manville International Inc. appealed the audit that Traylor Business Services performed on account #7610. Johns Manville International Inc. did not show up for their appointment. Jason Miller a representative for Traylor Business Services shared with the Board their 2013-2015 audit findings. After some discussion, Bernice Melton made a motion to accept the audited values presented by Traylor Business Services for Johns Manville International Inc. account #7610. W.H. Kemp seconded this motion and Beth Buchanan agreed, making the decision unanimous. If Johns Manville wants to continue their appeal, it will be sent to the Board of Equalization. Traylor Business Services will notify Johns Manville International Inc. regarding the Board’s decision.

The Board reviewed an Exempt Property Application from Northeast Georgia Medical Center Barrow for personal property parcel #39625 and real property parcels WN19-002 & 003. Northeast Georgia Medical Center Barrow is a non-profit hospital authority. The Board decided to obtain the opinion of the County Attorney before making a decision whether to exempt these parcels. Don will email the Board members once he receives a response from the County Attorney. The County Attorney’s recommendation is that real property parcel WN19-003 (14.28 acres) and personal property parcel #39625 both meets the criteria for tax exemption. Real property parcel WN19-002 (22.68 acres) which is vacant at this time does not meet the criteria. After corresponding by email, the Board made the decision to go with the County Attorney’s recommendation. A letter will be sent to Northeast Georgia Medical Center Barrow regarding the this decision.

Terah Palmer, Conservation Use Specialist submitted a list of Conservation Use Continuations for the Board’s approval. Bernice Melton made a motion to approve all applications on this list. W.H. Kemp seconded the motion and Beth Buchanan agreed, making the decision unanimous. This list is attached to the minutes.

Don Elrod gave an office update on several different topics:  The County CFO inquired as to why the county is collecting more money this year than last year. Don responded that this was due to new permits, removal of influence factors and the personal property audits.  The Commercial and Industrial updates have added approximately 84.5 million dollars to digest.  Notice of Assessments will be presented to the Board at the April 12th meeting and sent to the vendor the next day, April 13th.

The list of Homestead Applications were reviewed and approved by the Board. William Hockaday, Chairman of the Board signed off on the list. The list is attached to the minutes.

The ACO’s for the month of February 2017 were reviewed and approved by the Board. William Hockaday, Chairman of the Board signed off on this list. This list is attached to the minutes. A copy will be sent to Danielle Austin, Secretary to the Board of Commissioners for entry into their official records.

The Vehicle Appeals for the month of February 2017 were reviewed and approved by the Board. William Hockaday, Chairman signed off on the list. The list is attached to the minutes.

Beth Buchanan made a motion to adjourn the meeting at 10:40 a.m. and go into Executive Session. This session is for discussion of personnel only. All Board members agreed.
