FUNCTION: Responsible for developing and implementing recruiting strategies. Responsible for complete employment process including advertising, interviewing, selection recommendations, and insuring compliance with government employment regulations for non-paraprofessionals. Also, responsible for oversight of preplacement compliance.

REPORTS TO: Manager, Human Resources

RELATIONSHIPS: Applicants, external recruitment sources, Human Resources staff, Supervisors & Program Directors, Agency staff, and the Payroll Department.

RESPONSIBILITIES:

1. Oversees the administration of the pre-placement screening process for all non-paraprofessional URMC Homecare positions. Obtains references, extends offers, prepares offer paperwork and arranges drug screen and pre-placement physicals. Advises/coaches/supports managers regarding the employment process.

2. Insures compliance with State and Federal employment regulations and with agency hiring practices, policies, and standards. This includes references, DMV and criminal background checks, OIG, GSA ,FBI K checks and Professional License checks.

3. Develops and maintains cost effective recruitment for the agency through community networking. Devises and implements strategies to attract qualified individuals to the agency, including participation at Job Fairs and other recruitment events.

4. Compiles and completes staffing analysis (Employment Dashboard) for monthly applicant flow, turnover, and other employment activity and statistical activity reports as requested.

5. Administers the employment advertising function in a cost effective manner and tracks effectiveness of various advertising resources.

6. Participates in agency orientation as needed.

7. Participates and represents the Human Resources Department on committees regarding recruitment, retention or employee recognition as requested by Manager, .Human Resources. 8. Manages the Temporary Staff employment process.

9. Responsible for the Key Performance Indicators (KPI’s) established by their manager.

10. Handles activities/projects as may be assigned by the Manager, Human Resources .

QUALIFICATIONS:

1. Associates Degree in Business or personnel related field or equivalent work experience..

2. Minimum of two years personnel recruitment required, preferably in a health care setting.

3 Excellent interpersonal and organizational skills.

4. Excellent verbal, written communications, and interviewing skills.

5. Ability to function independently with minimal supervision.

6. Knowledge of government regulations and requirements related to employment function.

7 Ability to interface comfortably with a culturally diverse population.

8. Flexibility to work in offsite locations, and to work evenings/weekends as needed.

9.. Ability to work in a high volume setting.
