1 2 3 4 5 6 7 8 9 A HOUSE RESOLUTION 10 11 TO RECOGNIZE AND COMMEND THE COURAGEOUS AND 12 SELFLESS RESPONSES OF THE HONORABLE PHIL LENSKI 13 AND JOHN WIENGES WHO RISKED THEIR LIVES TO SAVE 14 THEIR NEIGHBORS DURING THE DEVASTATING FLOODS 15 OF 2015. 16 17 Whereas, during the course of 2015, South Carolina endured some 18 of the worst disasters and tragedies it has suffered in the State’s 19 long history; and 20 21 Whereas, on October 4, 2015, torrential rains hammered the State 22 that led to loss of life and property. In the Midlands, Gills Creek 23 measured more than sixteen inches of rain in seventeen hours that 24 Sunday, and just over twenty total inches since Friday; and 25 26 Whereas, creeks, lakes, ponds, and rivers topped their banks 27 causing many dams to breach, which resulted in unprecedented 28 flooding; and 29 30 Whereas, the rapid and exacting response work of so many private 31 citizens in various neighborhoods saved the lives of whole families 32 trapped inside their homes and, in some cases, families who had 33 left their dwelling to find shelter; and 34 35 Whereas, Administrative Law Court Judge Phil Lenski and John 36 Wienges were two of the many citizens that risked their lives to 37 save individuals who suffered devastation from the flood waters; 38 and 39 40 Whereas, Phil and John, who both reside along Timberlane Drive 41 in Richland County, conducted water rescues in a canoe after 42 hearing the cries of neighbors stranded in their homes; and

[5430] 1 1 2 Whereas, the members of the South Carolina House of 3 Representatives take great pride in thanking both Phil and John 4 who acted on behalf on their fellowman and fulfilled the Golden 5 Rule to do unto others as you would have them do unto you. Now, 6 therefore, 7 8 Be it resolved by the House of Representatives: 9 10 That members of the House of Representatives recognize and 11 commend the courageous and selfless responses of the Honorable 12 Phil Lenski and John Wienges who risked their lives to save their 13 neighbors during the devastating floods of 2015. 14 15 Be it further resolved that a copy of this resolution be presented to 16 Administrative Law Court Judge Phil Lenski and John Wienges. 17 XX 18
