Job Title: Regional Coordinator Project: Enhanced Skills for Sustainable and Rewarding Employment (ENSSURE) Location: Itahari or Kohalpur
Reporting to: Capacity Building Specialist, ENSSURE
Job Purpose: This position will require working in close coordination with and guidance of capacity building specialist and responsible to: Overall coordination with all stakeholders, in the respective area/region, in accordance to the ENSSURE programme document to ensure effective and efficient implementation of the projects’ activities, Develop coordination, program monitoring and evaluation and feedback mechanism in collaboration with central PSU, training providers, and partner industries and Industry association/local chambers, Collaborate and network with Area Based PIU/CTEVT, NSTB, District Education Offices and other stakeholders/partners for the smooth implementation of the various activities of the Project Be responsible for overall management of the area based PSU
Roles and Responsibilities 1 Compliance of Policies, Guidelines and Manuals
Adhere to relevant policies, procedures, regulations and guidelines of HELVETAS Swiss Intercooperation Nepal (Personnel, Financial, Administrative policy manual; Security Response Guide; Gender Equality and Social Inclusion Guide; Sexual Harassment & Mobbing Policy; Code of Conduct Against Corruption etc.) and other specific policies applicable for the HELVETAS Swiss Intercooperation Nepal Adhere to the policies and rules of the Government of Nepal and Swiss Agency for Development and Cooperation (SDC) that are related to programme
Contribute to Conflict Sensitive Programme Management at all levels
2 Programme Development and Implementation: Facilitate industry associations/chambers for preparing training needs and HR plan of partner companies Train industry associations on identifying training needs and in managing apprenticeships and workers training Provide technical support to Area Based PIU/CTEVT in order to o Conduct baseline including the partner company’s profile o Develop Occupational Health and Safety (OHS) courses and ensure its implementation for partner companies o Ensure effective implementation career counselling activities in different stages is delivered o Support in developing features of work-place-based trainings leading to dual training approach o Implement directive / guidelines for apprenticeship, short courses and further training of workers. and o orient partner companies for further trainings of existing workforce Facilitate the skill testing and pre-assessment/ recognition of prior learning Support in establishing fair and efficient contract awarding mechanism to TVET providers. Ensure effective implementation of relevant guidelines, manuals and IEC materials in regards to conduction of short training courses, apprenticeship and workers’ further training, career counseling at different stages including OHS, trainee selection, exploration of roving instructors in coordination with local chamber/associations, selection of participants for business skills trainings Establishing regular communications mechanism for coordination and collaboration at national/federal/local level for the implementation of the programme, among TEVT training providers, partner companies and industry associations, Ensure participation of industry associations/chambers in joint monitoring of training programmes; Provide capacity building services to the PIU/CTEVT training providers and partner industries as needed; Organize business skills training and post training support for entrepreneurship development; Monitor the progress/achievement of the capacity building related component/activities of the project and recommend/suggest capacity building specialist for any strategic changes as necessary. Facilitate orientation and capacity building of roving instructors, workers coaches and conduction of ToTs for instructors of Training Providers.
3. Management
Overall management of the regional programme implementation and quality assurance in terms of the achievement of project outcomes. Monitor the performances of the service providers and trainees: and mentor, coach and guide them as necessary; Mobilize and oversee the performance of the career counselling, Human resources planning and OHS services provided by the implementing partners and evaluate their performance;
4. Monitoring and knowledge management Prepare Yearly Plan of Operation a n d annual budgets for the regional office and take approval from the Central PSU Develop monthly, quarterly, semi-annual, and annual progress reports of the region in collaboration with the Regional PIU. Document the processes, lessons learned, best practices, case studies and other relevant information regularly and feed into the project’s reporting system Ensure compliance of the partner organizations: timely submission of the progress reports, financial compliance and other relevant deliverables as per the agreement; Support and contribute to the Programme Support Unit (PSU) to commission studies where appropriate, and ensure the quality of all studies, surveys and assessments carried out in the region/area.
5. Coordination, collaboration and networking Coordinate with the local government, line agencies, development organizations, and in-house Helvetas/SDC Projects for fruitful harmonization in programmatic works; Closely liaise with CTEVT regional office, Service providers, partner industries/associations and other stakeholders Maintain good relationships with Helvetas Swiss Intercooperation in-house projects/staffs and the concerned stakeholders to contribute in achieving the goals of the project; Maintain proactive and effective communications and sharing of the issues (such as operational, security, program updates, etc.) with the central PSU/ENSSURE and Helvetas Swiss Intercooperation as appropriately as indicated in the communication channel; Strictly follow the communication strategy/guidelines of SDC and Helvetas Swiss Intercooperation in producing knowledge products; Represent the ENSSURE at the level programmes and share about ENSSURE, its best practices and learning to stakeholders 6 Other specific responsibilities as assigned
Professional handling of the assignments/ tasks as dispensed by the Capacity Building Specialist/PSU at central level Be proactive in bringing innovations and take new initiatives in the programme and in the local organisations Performed other works as needed as assigned by Capacity Building Specialist This job description and location are subject to change after the preparatory period of the ENSSURE. Required Skills and Competencies Job Requirements
A. Minimum Education Attainment: Master degree in Business Management or in any relevant discipline.
B. Minimum Professional Experience: Minimum 5 years’ of working experience in project/programme implementation with 2 years of working experience in a TEVT sector with similar position/s, working experience with industry associations/chambers will be an advantage.
C. Required Competencies: Sound understanding of lifelong learning, skill training approaches, skill testing/ standardization and curriculum development; Good understanding of TVET sector of Nepal along with economic development of Nepal;
Demonstrated skills on capacity building and institutionalization support;
Strong motivator, a team player, and a coach;
Excellent analytical, conceptual and programmatic competencies;
Excellent reporting and writing skills;
Result oriented;
Strong communication and facilitation skills;
Sensitivity towards issues related to gender, social equality and poverty alleviation.
Excellent written and oral communication in Nepali and English;
IT: Proficiency in using office application software.
