Others in Attendance: Administrator, Jeff Ranger, Attorney, Sara Watkins, Clerk/Treasurer, Tanya J. Luke and various citizens of the community. (Note: Mayor Wolfe was late to Study session as he was working. Mayor Pro-Tem Carney actually ran the Study Session.)

Review Consent Agenda Council reviewed the consent agenda. Items

Staff Report

ARRA Road Project Adm. Ranger informed Council that the construction crew would be grinding on Wednesday, placing regrinds in the alley where the old well is. The inlet for Penney Ave would be finished and all of the curbs would be up to ADA standards. Adm. Ranger also discussed some of the concerns brought about for the bump out at Naches and 2nd St. Cones were placed and tested with buses before it was ever approved. Adm. Ranger informed Council that the remaining three corners would also be the same when construction begins next year on Naches Avenue.

School Flashing Lights Adm. Ranger informed Council that the flashing lights were in and the A-19 will be submitted for reimbursement of equipment and supplies needed to install the lights.

Allan Road Study Adm. Ranger will be asking congress for funding for the Phase I of the project.

Penney Avenue Adm. Ranger announced there would be ecology blocks to deter traffic as of now on Penney Avenue until funding can be obtained to finish the road.

Allan Rd. Utilities Adm. Ranger informed Council that the funding for the SIED Grant/Loan was awarded in the amount of $500,000 in order to get Water/Sewer lines out to Allan Road. An application was submitted to the Public Works Board for a grant to finish this project. The results will be announced on October 14th by the Public Works Board. Contract for the SIED grant will be presented next month to Council with Jim Garner and Allan Brothers Fruit.

Public Works Public Works has been busy cleaning the new clarifier and using the newly refurbished clarifier while the process is taking place.

9/14/09 Council Study SessionPublic Works Foreman Davis has completed the River 1 receiving water study with help from the engineers.
