PUBLIC SERVICES REFORM (SCOTLAND) ACT 2010

STATEMENT FOR THE YEAR ENDED 31 MARCH 2014

1.0 INTRODUCTION The Public Services Reform (Scotland) Act came into force on 1st October 2010. The duties of the Scottish Government and public bodies under part 3 of the Act are to publish a range of financial and other information intended to promote openness and transparency across the public sector in Scotland. 2.0 PUBLIC RELATIONS: £275,610 This figure is consistent with the value per Note 6 to the 2013/2014 published Annual Accounts.

3.0 OVERSEAS TRAVEL: £13,226 This includes all costs associated with overseas trips including accommodation, subsistence and transportation costs. In 2013/2014 Forth Valley NHS Board incurred expenditure on 15 foreign trips for 24 delegates at a cost of £13,226.

4.0 HOSPITALITY AND ENTERTAINMENT: £46,130 Under the Act, Hospitality & Entertainment should be interpreted widely as including any gifts, meals, parties, receptions, tickets for or invitations to public, sporting, cultural or other events or other similar benefits accorded by the Board to its own members or employees or third parties for whatever reason. A de minimis threshold of £25 for one- off gifts or benefits is recommended but Forth Valley NHS Board has opted to include all expenditure including items below the £25 level, for the purposes of completeness.

5.0 EXTERNAL CONSULTANCY: £10,474 The definition of External Consultancy is taken from the Public Services Reform (Scotland) Act 2010 which in turn refers to the following web-link for Scottish Government Procedures relating to Use of Consultancy:

1 6.0 PAYMENTS WITH A VALUE IN EXCESS OF £25,000 The Board is required to provide a statement specifying the amount, date, payee and subject-matter of any payment made during the financial year which has a value in excess of £25,000, inclusive of VAT. 7.0 MEMBERS OR EMPLOYEES WHO RECEIVE REUMNERATION IN EXCESS OF £150,000 Forth Valley NHS Board had 42 individuals who received remuneration in excess of £150,000 in 2013/14, (as defined by the Public Services Reform Act). All individuals are Clinical staff. More detailed information can be accessed from Forth Valley NHS Board's Annual Accounts (Note 2 (b) Higher Employees Remuneration).

8.0 SUSTAINABLE ECONOMIC GROWTH Forth Valley NHS Board employs around 7,000 people from a wide range of professional and support occupations in our acute hospital, community hospitals and health centres, and is responsible for providing health services for and improving the health of the population of Forth Valley.

Some of the main factors likely to affect future development, performance and position of the Board include changing population demographics, advances in technology and medicines, hospital capacity issues, and continuing financial challenges arising from pay related costs including pensions and maintaining affordability of services within budget. These factors are key to developing and planning the Board’s future healthcare strategy model.

Forth Valley NHS Board remains committed to working with its partner organisations towards greater integrated service provision with improved outcomes by minimising cultural and structural barriers to joint working and maximizing collaborative approaches.

The Public Bodies (Joint Working) (Scotland) Bill received Royal Assent on 1 April 2014 and provides the legislative framework for the integration of adult health and social care services across the Board area with all integration arrangements to be in place by April 2016.

The Board’s Property & Asset Management Strategy is currently under revision, with an update due to be released during 2014. This strategy considers not only the property portfolio, its’ functional suitability and environmental management, but the Strategy also considers other assets including the Board’s vehicle fleet, medical equipment and Information Management & Technology.
