Minutes of Worstead Parish Council meeting held at Queen Elizabeth Hall Tuesday 28th June 2016 at 7.30pm

Present: Simon Cole (Chair), Ron Barrett, Sue Harris, Ady Bond, Maire Smith, Andy Millar, Polly McGill, Kelle O’Hara. Also in attendance: Parish Clerk Sarah Martin, County Councillor John Timewell, Handyman and 5 members of the public.

1: Public Participation

1.1 Ted Gadsden (Chair Bittern Line), Roger Hopkinson (North Walsham) and Paul Oxley (PO) (Abellio Greater Anglia) attended the meeting to give information regarding the adoption of Worstead Train Station. At present there is no adopter, and Roger Hopkinson has shown an interest in becoming the adopter. The adopter scheme was set up in the early 2000’s to promote engagement of the local community to maintain parts of the station such as planters, gardens etc. and possibly use the station to promote local walks, Worstead Heritage Trails or Dilham Canal. Community action days have been successful at other stations. All adopters are covered by Abellio’s insurance. The station canopy is of concern to the PC as it is in need of maintenance. PO will report to Station Management Team, who should maintain the station to the condition it was when Abellio took over, who in turn will need to work with Network Rail who control the lines. However, Abellio’s contract is up for renewal in October, and it was suggested to find out the short and long term plans when the new franchise has been confirmed. It was reported that the train line itself is now noticeably busier and the question asked if more Stops could be made at Worstead. PO informed the PC that a lot depends on the line speeds and the fact that the line is mainly single track and has to work with times of trains arriving at Norwich. Cllr. Timewell stated that there is increasing housing and business in the area and would like to See Abellio bring Worstead station up to scratch. Noticeboard – question asked if the PC notice board at the station could be moved next to the other notice boards for easier accessibility for residents and visitors. PO to check with Station Management Asset team.

1.2 PCSO Rob King was unable to attend the meeting, but his report was read out: Crimes for the period 25/05/16 to 28/06/16 – 2 crimes in total, both criminal damage.

1.3 Handyman – reported still minor flooding on Old Yarmouth Road, Sandy Hills cleared, Meeting Hill/Sandy Lane drain silted and requires clearing. A resident at Meeting Hill has offered to Clerk clear the weeds around the phone box as it is getting untidy. The corner of the playing field still needs to be blocked up. Poppy memorial garden to be tidied up and ladies flower club have planted some plants which they had left over. The hedge on the village hall car park is getting overgrown. Clerk to investigate to contact land registry to see who it belongs to. Clerk

1.4 Withergate Road – 2 emails and 1 telephone call have been received by residents in Withergate Regarding the problems with flooding when heavy rain runs down the road from the Solar farm. Clerk to report to Highways to investigate the problem. Clerk

2: Apologies of Absence

2.1 Apologies were received and accepted from District Councillor Williams and PSCO King.

3: Approval of the minutes of the meeting held on 24 May 2016.

3.1 The minutes were prosed by Cllr. Bond and seconded by Cllr. Barrett, they were duly signed by the Chairman as a correct record without amendment. A copy of the approved minutes will be uploaded to the Parish Council website.

4: Members’ declarations of interest in items on the agenda

4.1 No declarations of interest were made.

5: Update on Councillor Vacancy

There have been 2 applicants for the Councillor vacancy. It was agreed to hold interviews for the position. A date is to be set and applicants informed.

6: Progress on items not on the agenda from the above meeting

6.1 The Clerk’s appraisal has been carried out on 5th July 2016, and targets/training set for the coming year.

7: FINANCES:

7.1 Statement of Account – Cllr. O’Hara proposed to accept these as a true record, seconded by Cllr. Harris, all present agreed. 7.2 Payment of accounts – The Council resolved to approve the following payments: SR Print May newsletter £158.00 Sarah Martin Salary (April-June) £464.25 Sarah Martin expenses (April- June Broadband £8.70, £ 39.58 refreshment’s Annual meeting and Litter pick £10.20, Stationery and postage stamps £20.68) £503.83 HMRC PAYE clerk (April-June) £115.80 7.3 Learning Agreement for Clerk for CiLCA course – It was resolved for the clerk to attend the CiLCA course starting in September, and for the PC to support the recommended learning agreement. 7.4 The Financial correspondence was available for councillors to read. Remittance Norfolk County Council Surveyors Allotment £3,500.00

8: Planning: (Cllrs. Harris, Barrett and Millar)

8.1 New applications – None Received

Decision notice received after agenda published: PF/16/0584 – Pear Tree Bungalow, Station Road, Briggate, Worstead – Erection of single storey extension to rear of dwelling - PERMIT

9: Leisure and Recreation: (Cllrs. Bond, Cole and Barrett). 9.1 Progress report on fitness equipment. The play area inspection to be carried out by ROSPA was due during June, however the report has not been received at this date. 9.2 Progress report on ‘Footsteps on the sands of time: A History of Worstead’. A meeting was held on 20th June, and the minutes have been circulated. The focus was on the relaunch at the Worstead Festival and promoting the book. It was also discussed that a Parishioner had shown interest in supporting the Heritage trail, along with two Cllrs. Further avenues are to be looked into for selling the book e.g. Ebay/Amazon and local bookshops. 9.3 Dog fouling / bins: There have been requests to supply further dog bins within the village, due to the amount of Fouling that is reportedly occurring. It currently costs the Parish Council £3.10 per bin, per emptying, and each bin is emptied weekly. A new dog bin could cost £169 +VAT. More signs have been obtained to be put up around the village. 9.4 Gate on playing field – lock broken. The gate is still to be fixed, so far a suitable replacement part has not been found SC

10: Highways: (Cllrs. Bond and O’Hara). 10.1 Follow up on workgroup to paint 3 adopted telephone kiosks: Station, Briggate, Meeting Hill. Plus, broken glass/perspex at Station kiosk. A meeting was held with Community Payback on 11th June, and it was discussed that to sand down and repaint all 3 phone boxes would cost £75 + VAT. It was resolved to accept this quote and complete the paperwork and arrange a date to be carried out, hopefully before the Worstead Festival. New Perspex has been ordered to replace the broken pane.

10.2 Speeding traffic through village (email received): Emails have been received from parishioners regarding traffic speeding through the village. The Norfolk Community speedwatch team have been contacted for details – to be followed up Clerk 10.3 Pathway near school: Completed questionnaires have been received from Worstead Primary School. Emails forwarded to Highways subcommittee with details of possible funding. Proposed Trod to be looked into and grants applied for. Contact school to request cars not to park on side of road KO/AB next to pond for safety of children walking to school. Clerk 10.4 Speed signs relocate – The speed signs will be moved to Westwick Road and Lyngate 10.5 Woodview Verges – Cllr. TImewell will follow this up with Highways. It is planned to have the village tidied up in time for the Festival.

11: Queen Elizabeth Hall: (Cllr. McGill). Cllr. McGill has not been invited to any meetings.

12: Reports, if any, to be raised for consideration and resolved if necessary: 12.1 Graveyard extension progress report. No further progress to report at present. 12.2 Church Insurance Email was sent to Church’s Treasurer for an update, but no reply has been received. 12.3 Trial Bikes Sandy Hill’s NNDC have said there have been no further issues with trail bikes. NNDC have also been informed about the burning of rubbish and number of cars stored at the location.

13: District / County Councillor Cllr. Williams was unable to attend the meeting. Cllr. Timewell reported: Devolution - has been key this week, with the County Council voting 34 for and 24 against. Consultation is taking place during July and August for individuals at www.eastangliadevo.co.uk, (available in libraries if no computer/internet). The aim is to devolve a range of funding, powers and responsibilities for areas to become more self-sufficient. It is due to go back to County in October and reported to the Secretary of State by the end of November. Highways – Cllr. Timewell has emailed Highways with regard to some of the agenda items (e.g. Woodview verges, Sandy Hills, Sloley Road and Orpley Lane). HGV’s going through the village is on ongoing problem being looked at. Church – Cllr. TImewell has received a letter from the Bishop to say that there are no plans to close the Church. Copy letter to be forwarded onto Parish Council.

14: Matters for discussion (for information only) 14.1 Ida Watts Award – Worstead School leavers’ assembly to be held on 14th July 2016 @ 2pm. The trophy has been taken to be engraved, and it was resolved that Cllr. Barrett or Cllr. Harris would attend the assembly to present the trophy on behalf of the parish Council. Clerk/RB
